representatives of DG REGIO, DG ENV, DG RTD, DG GROW, EASME, ERRIN, EURADA,

ACR+.

Bottom-up approach!

Physical meetings plus continuous discussion via mail

Bottom-Up approach

• Proposal of a synergic use of regional funds (ESIF plus H2020) in a

single application (Common Pot)

• Main idea (for future application) and Pilot action for test

• Memorandum of Understanding (MoU) for a pilot application

(common pot) under the current programming period, through the

use of ESIF article 70

• MoU opened to other regions , http://www.screen-lab.eu/policy-

lab.html

SCREEN

The pot is used in Horizon Europe for

those proposals well ranked but not

financed:

2) Proposals’ partners should belong to those regions that filled-in

the pot or provide for their self-financing

1) Proposals with an evaluation score over the financing threshold

3) Money put by each region will be used to finance its regional

partners only

Each participating region puts, on a voluntary basis, a certain amount of

money, coming from structural funds, in a specific “pot”.

NEW COHESION POLICY - http://ec.europa.eu/regional_policy/en/2021_2027

“Projects which, due to lack of available funding under a centrally managed

instrument, cannot be supported (notably Horizon Europe, LIFE+ or ERASMUS+),

may be picked up by the managing authority and funded under the same

conditions (including the same State aid regime) as the projects supported by the

corresponding Union instrument. For

such projects, there is no need to organise another call for proposals or a selection

process”

Version 3 implemented before the end of the SCREEN

Then, further round of confrontation with DG ENV after the end of the

project (through the Policy Lab)

The current version 4.0 has now instructions for both applicants and assessors, plus a practical

example of its application allowing to compare two different circular economy projects.
