Dr. Pritchard called the meeting to order at 7:32 a.m. Dr. Pritchard thanked the Board for allowing him the opportunity to support the community and the students. Dr. Pritchard presented Board Member Rosemary Pitruzzella with the New York State School Boards Association Lifetime Achievement Award for Leadership and Development totaling 500 points.

RESOLVED: that Mrs. Pitruzzella is appointed Board representative to the Rockland County School Boards Association, with Mr. DeVincenzo as an alternate. Motion to accept carried unanimously.

RESOLVED that the Board of Education of the South Orangetown Central School District authorize the Board of Education President to execute a legal services retainer agreement with the law firm of Shaw, Perelson, May & Lambert, LLP in accordance with the original appointment by the Board of Education. See appended agreement.

RESOLVED that the following banks are designated as depositories of School District Funds provided they meet Board Policy requirements: JP Morgan Chase BE IT FURTHER RESOLVED that such banks be authorized to submit quotes to the District with regard to Time Open Deposit, Certificates of Deposit, Treasury Notes and Bills, leaving it to the option of the Treasurer to change the location of such accounts at the discretion of the Treasurer.

SOUTH ORANGETOWN CENTRAL SCHOOL DISTRICT

RESOLVED that the Board of Education of the South Orangetown Central School District authorizes the Board President and Superintendent of Schools to execute contracts for health services provided to non-resident students attending district programs for the 2015-2016 school year. The amount charged to sending school districts is based on a proportion of actual costs incurred by the district.

The contract represents the initial annual contract of $4,951,669.31 which is payable monthly. This does not include a variety of services, which are purchased throughout the year such as consultants,

WHEREAS ARAMARK Educational Services, LLC’s bid was accepted at the July 1, 2014 Board of Education meeting to provide Food Service Management. * Extension of Actuarial Services – GASB #45 WHEREAS a Request for Proposal for an actuarial analysis of the District’s financial liability in compliance with the Governmental Accounting Standards Board (GASB) Statement No. 45 -Accounting and Financial Reporting by Employers for Other Post-Employment Benefits (OPEB) was prepared by administration and reviewed by the Audit Committee/ Finance Council (“the Committee”), and advertised on December 27, 2011. AND WHEREAS at the April 19, 2012, meeting, the Board of Education appointed Aquarius Capital Solutions Group, LLC to provide actuarial analysis services for the 2011-2012 school year, with an option to extend at the end of each year, in accordance with the terms of the Request for Proposal; FURTHERMORE as part of the scope of services, Aquarius Capital Solutions Group, LLC will perform a full GASB #45 Valuation for June 30, 2016, at a fee of $7,500 per the terms of the original contract. RESOLVED that the Board of Education authorizes the Board President to accept Aquarius Capital Solutions Group’s engagement letter for the provision of a full valuation for the 2015-2016 school year at a fee of $7,500. -------------------------------------------------------------------------------------------------------------------- * 403 (b) Compliance and 457 Plan – Professional Services WHEREAS the South Orangetown Central School District entered into a services agreement with the Omni Financial Group, Inc., through New York Benefits for Educators and Students Trust (NYBEST), on July 1, 2009 for the purposes of professional auditing, administrative and IRS tax-compliant services for the District’s 403(b) tax deferred investment program; FURTHERMORE, Omni’s services related to the District’s participation in the 457(b) plan are included in the program at no additional cost to the District. WHEREAS, pursuant to Requests for Proposals for student transportation received and awarded on March 28, 2007, the Board of Education of the South Orangetown Central School District entered into a contract with Peter Brega, Inc. for pupil transportation, as well as transportation for field trips, sports trips and other purpose transportation;

AND WHEREAS, in accordance with NYS Education Law §305 (14)(a), transportation contract extensions are permissible without statutory limit, and due to economic constraints, the contract was extended through June 30, 2015, and it would be in the best interest of the District to extend the current contract with Peter Brega, Inc. for the 2015-2016 school year;
