Smart Grid Bill - Would allow ComEd and Ameren to make $3.2
billion in upgrades to Illinois' power grid over the next decade,
and create a new regulatory
framework under which consumers pay for those upgrades. As part of
the bill, Ameren and ComEd customers will receive new, digital
"smart meters.”
Would help the utilities invest in a smart grid aimed at reducing power
outages and give customers more choice over their electricity use.
Though, this would result in an
increase to customer bills, adding another 40 cents a month in 2014.
Those bills would then jump another 80 cents a month three years later in
2017.

The “more restrictive” provision would allow for a political subdivision to deny
application for approval if the proposed wind site is in an area
primarily designated for future residential/commercial development.

RES - Under existing law nuclear
energy is not included in the RES, because it’s not defined as a
“renewable resource.” This bill allows for nuclear energy to be
used for compliance with the RES.
For renewable advocates not in favor
of nuclear energy counting towards the RES, this could be seen as
detrimental. Could reduce the opportunities for mainstream
renewable energy projects (wind,
solar, etc.) under the RES.
