Thorburn Security Solutions is a Security Services Provider that offers security solutions through an integrated risk reducing approach. Originally founded in 2002 in the Western Cape, Thorburn has expanded nationally in response to business demands for a credible, customer- focused, black-owned Security Services Provider in South Africa. RENEWABLE ENERGY & THORBURN We believe in partnerships and tailor-made solutions and advocate such an approach for any new customer. Mining contracts have tested our operational systems numerous times as they are sizeable, require custom equipment, uniforms and vehicles, specialized recruitment and training and are mostly far removed from urbanisation. Our success within this industry has led to opportunities to service the Renewable Energy Plant industry in South Africa which has similar characteristics. We translated our experience to meet the unique requirements of these solar projects. As most sites are often remote, located in isolated areas, security is paramount to providing solar site protection against vandalism and theft. Security management and monitoring at a renewable energy facility can prove to be a challenge, due to the vastness of the expanse these farms occupy, the very real risk of electrocution and the large amount of valuable capital equipment (including solar panels and wind generators) which is dotted over a large geographic area. The success of physical security at solar projects is co-dependent on the back-up of sophisticated technology solutions, underpinned by a robust maintenance and support plan to ensure the consistent working order of the systems. Due to the remote locations of solar farms, a dedicated technical team is the ideal. There are many factors to consider when selecting the right electronic security measures for a solar facility, such as the glare from the sun on the lens of a camera which may render imaging useless, the extreme temperatures experienced in those areas that make solar farming a viable proposition, and the effect this has on external equipment. GUARDING SOLUTIONS Thorburn has successfully commenced security guarding contracts across South Africa, as well as site establishment or greenfield projects on remote project sites such as the Abengoa Solar CSP Project, Sishen Solar (Aveng), the Jasper Solar Project and Bokpoort EPC in the Northern Cape. We believe that we are able to design a unique security implementation plan for our customers. Our experience-based understanding of the specific requirements that remote project sites have pertaining to Occupational Health and Safety, Public Relations and the logistical requirements, allow us to include all of our Customer’s needs into our deployment plan. This eliminates surprises and ensures operational accuracy and effectiveness.

We are able to commence service with a short notice period if pressed, but the ideal is 4-6 weeks. We utilise a projected roll-out calendar, a standard matrix-based roll-out schedule with allocations for projects and completion timelines, thereby ensuring that the chronological steps are coordinated for full operational deployment of manpower, equipment and systems before the deadline. Thorburn dedicates substantial resources to the start-up of any contract. We despatch the following team to the most remote places to head up the mobilisation/start-up of a new contract: Operations Manager Human Resource Manager Training Manager Logistics Manager Health & Safety representation

THE CUSTOMIZED SECURITY PLAN

Thorburn drafts a tailor-made security plan for each solar facility, encapsulating all the

elements and security strategies vital to the planning, mobilisation, transition and the

ultimate operational method of providing the service. For site establishment

requirements, the plan will include the development from the construction security

phase to the rendering of plant security services as the plant becomes active. The plan

covers: scope of service, logistics required, manpower, deployment plans,

management & supervision, quality control, health & safety, contingency planning.

The security strategy is built on the following cornerstones:

OPERATIONS IN REMOTE PLACES Thorburn operates countrywide from Phalaborwa in the North, through places such as Steelpoort and Tubatse, Witbank and Secunda in Mpumalanga, Sasolburg in the Free State, the North West areas of Brits and Rustenburg, to Kathu, Postmasburg, Groblershoop and Sishen in the Northern Cape. We are extremely successful with the management of remote contracts, as we subscribe to a self-sustained, dedicated management and control operational practice.

CASE STUDY Abeinsa Solar

Abeinsa EPC is the Abengoa Society in charge of the execution of turnkey projects which include solar thermal, biofuels, water works and environmental projects, in sustainable manners, anywhere in the world. Abeinsa recently incorporated the following profiles to the EPC project, being the first 2 solar thermal plants in SA:

KHI Solar One, of 50MW tower technology, is the 3rd commercial plant of Abengoa tower technology, and the first one outside of Spain. It is located in Upington in the Northern Cape Province

KaXu Solar One, of 100MW cylinder-parabolic technology, is located near Pofadder, in the Northern Cape

These projects got underway in 2012 and Thorburn Security Solutions was appointed as the security service provider at both sites. We share a little of our journey these projects have taken us on and how our service offering has, and will continue to evolve as our services are called for by more and more renewable energy companies.

THE START-UP:

From a location and plan layout on a map, to placing a security hut and accommodation for our Security Officers.

We match our products and services to the exacting standards of five star establishments who pride themselves in exceptional service. At Thorburn we become an extension of our customers’ brand because we share certain synergies in our value systems and provide consistent service excellence.

Factors we had to consider included: Officers’ uniforms to withstand the weather extremities (daily desert sun and

icy nights) Officers’ accommodation including sleeping, cooking and ablution facilities as

well as water and electric needs

Evolving

As the construction and operation of the project sites grew, our security solutions have expanded in tandem. We consistently evolve our operational, logistical and technological approach to ensure a safer environment within an ever-changing setting. The original caravan accommodation evolved into a fully functional mobile home for

our Officers From the barren, open piece of land, the perimeter boundaries brought access

control measures which we fulfilled with booms and access tags for site rsonnel All contractors on site are subject to raids and checks by our trained security

personnel

Thorburn Security Solutions currently manage the project’s overall risk, provide

intelligence to the project owners with regards to syndicates (through our informants), building integration systems and technology solutions as well as procedural practices for general health, safety and security

Our manpower complement for this project has grown to nearly 40 officers posted to the sites

As part of a collaborative effort to assist Kumba Iron Ore (Sishen Mine), Thorburn came up with an innovative means to secure employees and assets, In addition to installing 100 cameras in strategic positions on the mine, we provided Kumba with the first of 5 new sophisticated “surveillance trailers”. Completely mobile, these units can be deployed instantly to crime hot spot areas!
