A general introduction to renewable energy technologies and energy efficiency. An overview of the different renewable energy technologies, including their various pros and cons, from the SW Green Energy Awards Installer of the Year for two of the past three years. The session will also include information on the Government’s financial incentives for renewable energy, the Feed-in Tariffs (FITs) and the Renewable Heat Incentive (RHI). A useful introduction for those who are considering renewable energy for the first time or are unsure which is the best renewable energy technology for them.

Green Deal Finance, Feed-in Tariffs (FITs) and the Renewable Heat Incentive (RHI), detailed information about the Government’s latest financial incentives for renewable energy, the Feed-in Tariffs (FITs) and the Renewable Heat Incentive (RHI), including how the incentives work, the tariff levels for the different technologies, the eligibility criteria and how they interact with any other available funding. This seminar is vital to understand how to make a return from investment in renewable energy.

Gareth Walton, SunGift Solar

Gareth Walton is business development manager for SunGift Solar, SW Green Energy Awards Renewable Energy Installer of the Year, an award they have won twice in three years. They fit a wide range of renewable energy technologies, covering biomass boilers, heat pumps, solar PV & thermal, and small wind turbines. Before working for SunGift, Gareth was SW Microgen Co-ordinator, a role funded by the Energy Saving Trust and RegenSW to help develop the market in the SW. Gareth was also the director of the Devon Sustainable Building Initiative (DSBI), which promotes and enables sustainable building, and worked for Greenpeace where he led a successful 6½ year campaign against an attempt to develop a 20 billion barrel shale oil industry which would have doubled Australia’s greenhouse emissions.

Alasdair Grainger, DECC

Alasdair is currently a member of the UK Civil Service, serving in the Department for Energy and Climate Change. Until recently he led the fast track review of the UK Feed in Tariff policy, and is now working on the comprehensive review. Previous roles include establishing a new Engineering Team within the Department, policy work for the chief scientist, negotiating the UK’s position on technology within the UNFCCC and completing the first banding of the Renewables Obligation. Alasdair has a deep interest and considerable experience in low carbon technology and development, both in the UK and abroad. This interest continues into his voluntary work which includes managing project selection for Engineers without Boarders UK and acting as a STEM Ambassador in London Schools.

Hugo House, Good Energy

Hugo House is the head of Business Development at Good Energy, the UK’s only dedicated 100% renewable electricity supplier.

Hugo’s career began in broadcast media, producing factual entertainment programmes for terrestrial broadcast channels. Hugo moved into the renewables industry in 2005 and today works for Good Energy, designing and implementing their propositions for renewable generators, businesses and consumers. A key area of Hugo’s expertise is the Feed-in Tariff, having designed and brought to market Good Energy’s FIT services for large and small generators alike. Good Energy supplies over 29,000 energy customers and supports over 12,000 independent renewable generators, providing a trusted and ethical route to get paid for the energy they produce.

Stephen Green, Regen SW

Stephen runs the SW Bioheat Programme for Wood Fuel at Regen SW. He is also the director of Greenstix Ltd, which project /programme manages the installation of bioheat (wood fuel) systems. At Regen SW Stephen runs the SW Bioheat Programme, which includes an Intelligent Energy Europe (FOREST) programme. Until 2011 it also included the South West Bio-Energy Capital Grant Scheme, delivering exemplar wood fuel installations.

Stephen joined Regen SW in June 2008, and has an extensive background in Systems Engineering, Project and Programme Management, Procurement, Supply Chain Logistics and Business Improvement/Lean. He is a Chartered Electrical Engineer, and Member of the Association of Project Management.

Ray Noble, REA Solar

Ray was a Building Engineering Group Director at Arup before moving to head up the UK activities of BP Solar. Ray set up a Consultancy, Solar BIPV, in 2006 (after closing BP Solar UK) and has been active in the development of Solar in the UK for over 20 years. Ray works closely with Government through his role with STA and advises many organisations involved in solar.

Graham Hazell, Heat Pump Association

Graham has worked in the HVAC industry for over 26 years with experience in design and installation of systems up to several £million. For some 15 years he has worked specifically in the field of heat pumps, air source & ground source, with additional experience in other renewable energy sources. Graham currently works as a freelance specialist consultant and as a consultant advisor to the Heat Pump Association (HPA), the UK Trade Association for Heat Pump manufacturers and distributors, part of the Federation of Environmental Trade Associations (FETA). The HPA provide independent specialist advice to government agencies for such things as the Building Regulations, UK & EU standards and Government incentive schemes (RHI, ECA etc).

Mark Prior, Forestry Commission

Currently partnerships and expertise manager at the Forestry Commission, SW England. Previously seconded to the SW RDA running the SW Bioheat Programme in partnership with Regen SW, promoting high quality installation of biomass boilers and supporting the development of the woodfuel supply chain in the region.

Tim Crook, Regen SW

Tim is a project manager for Regen SW and works to support the sustainable energy industry supply chain with particular focus on the technological aspects of project delivery.

Currently Tim is involved with the FOREST programme, an EU-funded energy efficiency and microgeneration support project, and is Regen’s main point of contact for renewable heat.

Tim comes from a background of engineering, having worked in the offshore marine renewables, building services and defence industries.

Chris Elliott, Western Renewable Energy

Chris is the managing director of Western Renewable Energy Ltd. He is a mechanical engineer and established WRE in 2005, focussing on designing and installing micro-hydro systems. He now leads a small team of design engineers and installers.

WRE installs high and low head hydro systems, with a range of sites in development and operation throughout the UK. In the south west, WRE has installed hundreds of kilowatts of hydropower systems using many different technologies to suit the differing sites.

Teresa Hogsbjerg, WRAP

Teresa has a degree in Human Geography and Rural Planning. When she first joined WRAP in 2008, she turned her personal interest of environmental issues into practice, administering infrastructure programmes for the organics team, and collating data on AD and the composting industries. In 2011, Teresa became a project manager for the Organics and Energy from Waste (EfW) team, leading on projects covering community AD, small-scale and on-farm AD and building confidence in the AD industry, working closely with stakeholders across the industry to enhance overall industry development.

Indre Vaizgelaite, Renewables UK

Indre Vaizgelaite is the small & medium wind development manger at RenewableUK, the leading UK renewable energy association. Indre is responsible for co-ordinating the representation of the UK small and medium wind industry for the public, media and the Government. Prior to joining RenewableUK Indre worked at the Centre (now Edelman | The Centre), a consultancy and a think-tank in Brussels, providing advisory and lobbying services on European environmental policies. She had also worked with the Collingwood Environmental Planning consultancy on projects in relation to SA, SEA and EIA, and the National Policy Statements for energy. Indre has an MSc in Environmental Technology from Imperial College London.

Alan John - partner, head of environment and energy, Osborne Clarke:

Alan is a partner in Osborne Clarke’s projects’ practice in Bristol and has headed the firm’s environment and energy group since 1990. He has more than 20 years’ experience working for clients across different technologies including wind, solar, biomass, water, landfill gas, energy from waste and anaerobic digestion. Holistic advice on low carbon business is a core part of his practice. He has a particular specialism in power and heat purchase agreements and private wire supply arrangements. He prides himself on speaking the same language as his clients thanks to his deep enthusiasm for the sector, and he enjoys a network of relationships across the industry that allows him to remain at the cutting edge of market developments.Alan is also a director of Regen SW. Elspeth Vincent – solicitor, environment and energy, Osbourne Clarke:

Elspeth is a solicitor in the firm’s environment and energy team at Osborne Clarke’s Bristol office.

Elspeth acts for a broad range of domestic and international clients on renewable energy projects, climate change and sustainability regulation, waste management, pollution, contaminated land and producer responsibility. She also acts on behalf of clients facing prosecution under environmental law, and provides environmental advice in property, corporate and banking transactions.

Elspeth joined Osborne Clarke as a trainee solicitor in 2008 and qualified in December 2010. (AM)

Graham Waddell, Bicton College:

Graham Waddell is head of the EaRTH centre at Bicton College, a leading centre for environmental and renewable technologies training. He is also head of energy at the European Policy Information Centre, a training & development organisation operating across Europe. Prior roles include director of his own company and head of energy and low carbon policy at the West Midlands regional development agency. His particular interests are in energy policy, renewable technologies and low carbon economic development. He is currently a STEM Ambassador for energy and sustainability. (AM)

Adrian Hunter, principal consultant, The Landmark Practice

Adrian is a Chartered Town Planner, with over sixteen years post-qualification experience including five years working as a local authority development control officer. He has spent the past eleven years working as a planning consultant in the south west advising a range of clients on the promotion and development of land. Adrian joined The Landmark Practice in July 2011 and is currently providing planning advice and support on a number of renewable energy projects, including proposed solar schemes and wind farm developments. Ian Holyoak, Michelmores LLP:

Michelmores’ Energy and Renewables Group consists of lawyers experienced in the sector, with specialisms including commercial, environmental, property and planning aspects. Our team provides support and advice to investors, developers, landowners and other bodies embarking on renewable projects, across all technologies. Ian will be ‘in surgery’ from [10am to noon] and the team will be at Westpoint throughout the day. Raising your company’s profile and ‘getting noticed’ by your target audience can significantly increase the number of potential customers that are interested in what you have to offer. Over the past 15 years James has helped raise the awareness of regional, national and international brands (including Regen SW, Bridgestone Tyres, Unilever Bestfoods and Harrogate Spa Water). Previously the communications manager at Regen SW, since May 2011 James has helped raise the profile of two renewable energy installers - SunGift Solar and Source Renewable - helping them win high profile awards, gaining them significant coverage in local regional and national media, writing copy for their marketing collateral, and advising on their general marketing activities. Jonathan Johns, Climatechangematters Limited:

Jonathan is director and principal of Climatechangematters Limited, a consultancy that specialises in mentoring a limited number of businesses on the opportunities and challenges posed by climate change. He is also principal of Jonathan Johns consulting whereby he provides thought leadership and speaking services to the renewables, waste and cleantech industry. Previously he was head of Ernst and Young’s award-winning Renewables, Waste and Cleantech team which he founded. He also originated Ernst and Young’s influential renewable energy country attractiveness indices for which he remains guest lead article writer and is a regular speaker and chair at renewable energy and waste conferences. Viv Hignell, Lloyds TSB Commercial, Devon and Cornwall:

Viv, who has over 18 years experience in business banking, has been leading Lloyds TSB Commercial’s engagement with SMEs on the sustainability agenda for the last four years. He heads up a network of frontline managers in Devon and Cornwall who are able to support businesses in understanding the risks, issues and opportunities that arise around sustainability. Over the past five years, Lloyds Banking Group has arranged or underwritten finance for 45 renewable energy deals, with £2.6 billion committed. This equates to over 6,000 MW of renewable generation – enough to supply more than three million homes. (PM)

Judith Hayes, JCH Planning Ltd, Planning Consultancy:

Judy has worked within the Town and Country Planning Sector for the past 19 years, previously as a planning officer for North Devon Council and the Exmoor National Park Authority and now as a planning consultant.Specialising in micro-renewables, equestrian, householder and agricultural planning applications alongside agricultural appraisals and enforcement issues. With a background within the farming and tourism sector as a partner of a large beef and sheep farm, her passion is to raise awareness of the need for rural diversification, sustainable development and the needs of the farmer and landowners in the south west. Bernice Roberts, director, The Landmark Practice

Bernice’s early career was spent in community planning in SW England, followed by academic roles in research and teaching. She set up the Landmark Practice’s Environmental Planning Unit, and won the RTPI Environmental Planning Award for her work on the Bristol Port Company’s Avonmouth Docks wind scheme, which has been operational since 2007. Bernice was also heavily involved in the successful planning applications for Bristol City Council and Wessex Water’s wind schemes at Avonmouth, and for the Bristol Port Company’s subsequent consent for more turbines. She also has considerable experience in planning for large scale solar PV and biomass schemes. She is a member of the RTPI SW Regional Activities Committee and was a runner-up Regen SW Energy Champion in 2009. (PM)

Maria Connolly, partner, TLT LLP

Maria is head of TLT’s Renewable Energy team. She has leading expertise in the renewable energy sector, acting for lenders developers and property owners in connection with a significant number of wind-farm, solar/PV, hydro schemes and other renewable energy projects. Maria provides strategic advice on the structuring of transactions, drafting and negotiating key documents, due diligence and funding issues. Recently Maria has been at the fore-front of advising many developers and lenders in relation to solar PV roof top and ground mounted installations and developed plain English documentation which is being rolled out to thousands of homes, schools, commercial and public sector properties nationally. Nathan Swankie, Environ:

Nathan has over fifteen years of experience in environmental consulting and specialises in Environmental Impact Assessment. Nathan is particularly experienced with wind farm sites across Scotland including: Barcloy Hill and Glenchamber in Dumfries and Galloway; Harrow’s Law in South Lanarkshire; Calliachar in Perth and Kinross; and Glencassley and Strathy North in Sutherland. ENVIRON is an international, employee owned, environmental and health sciences consultancy with a global network of over 80 offices and a staff of over 1,200 talented environmental professionals. Step 1 Reduce your energy demand

Before installing any renewable energy project, you should always consider whether it is possible to reduce your energy demand through various energy efficiency measures, such as insulation, low energy lightbulbs, or energy efficient appliances. This reduces the potential size and cost of the renewable energy system needed.

Step 2 Know how much energy you use

If you are looking to meet some of your own energy requirements with renewables you will need to understand your annual demand for electricity and heating.

Once you have reduced your energy demand and understand your usage, including seasonal differences, you can start to narrow down the most appropriate type and size of renewable energy technology for your circumstances. There are many useful online guides to help you do this. For example the Energy Saving Trust has a home energy generation questionnaire at: www.energysavingtrust.org.uk/renewableselector/start

Step 3 Identify any opportunities and constraints

When considering which renewable technology to install you will need to identify all the opportunities and constraints for renewable energy on your site and/or property. In particular think about the renewable energy resources available, eg wind, un-shaded property; the characteristics of your particular site and/or property, eg south facing; and the specific requirements of each renewable energy technology, eg ground available for ground source heat pumps. A Microgeneration Certification Scheme (MCS) accredited installer or an independent energy assessor will be able to advise you about which technology or technologies are suitable for your particular circumstances.

Step 4 Check for any planning issues

Check with your local planning authority for any planning issues relating to your particular site and/or property. Regen SW recommends this is done far in advance of any installation work, and should ideally form part of your selection process for suitable technology or technologies, as planning permission can be an important factor.

Step 5 Select the appropriate technology or technologies

Having gone through all of these steps you should be well placed to identify which renewable energy technology or technologies are best suited to your circumstances.

The sessions at today’s event offer an independent overview of each of the technologies for consideration.

Step 6Get quotes from three installers

Once you have identified which renewable energy technology to install, we recommend obtaining three quotes from MCS accredited installers. You will need to ensure they use MCS certified products and they are a member of the REAL assurance scheme

The Green Deal

Background

The Green Deal is a new financial mechanism that will allow energy efficiency measures to be installed at no up-front cost to the consumer. Measures might include loft or cavity wall insulation, draft proofing or heating controls, as long as these measures meet the ‘Golden Rule’ which states that repayments for the installed measures should never outweigh the savings generated. More expensive measures, which do not meet the ‘Golden Rule’ such as solid wall insulation, will be financed via the new Energy Company Obligation (ECO). Part of UK Government policy, the Green Deal and ECO is aimed at retro-fitting energy efficiency measures to energy-inefficient UK building stock.

Energy efficiency measures will be provided via the Green Deal or the new Energy Company Obligation (ECO), with the funding required coming from the private sector (e.g. via the Green Deal Finance Company), not from Government. Householders will then pay back the cost of the measures through a levy on their regular utility bill. Payments are linked to the property, not to individual owners or occupiers.

An accredited Green Deal assessor will determine which measures are appropriate based upon the ‘Golden Rule’ and an accreditation framework will be put in place to protect consumers under a ‘Green Deal code of practice’. All Green Deal providers, assessors and installers must comply with this code of practice.

Together with the Energy Saving Trust and other key regional partners, Regen SW is taking the lead in providing intensive business support to south west based businesses in the construction, energy efficiency and microgeneration sectors via a new European funded programme which is due to start in Spring 2012.

Our vision is to create a sustainable domestic energy efficiency and microgeneration sector in the south west, capable of delivering a massive refurbishment of south west housing stock, and benefiting in full from national finance mechanisms to 2020, such as Feed-in Tariffs, the Renewable Heat Incentive, the Green Deal and the new Energy Company Obligation.

The aims of the project are:

• to accelerate south west market growth, initially with and then without public subsidy;

• to enable south west businesses to develop ahead of those in other regions and so develop a competitive advantage as the national market grows in response to Government policy initiatives, e.g. the Green Deal

• to stimulate greater long term growth in the south west through targeted demand and supply side sector development

Eligible south west SMEs will be able to access free intensive business support and a £500 business development voucher from a Regen SW adviser, built around three main areas of support designed to create a competitive advantage for their business. These being:

Making money from renewable energy

The government has two financial incentives for renewables - the Feed-in Tariffs and the Renewable Heat Incentive

On 1 April 2010 the UK government introduced a new financial incentive for renewable electricity up to 5MW (equivalent to two large wind turbines) called the Feed-in Tariffs (FITs). Unlike previous government incentives for renewables which provided a grant for part of the capital cost of the installation, the FITs is a generation tariff which means that there is no grant towards the capital cost; instead you get paid for all the electricity generated, including that which you use yourself, and not just that which is exported to the grid.

FITs are designed to give 5 per cent return on investment, meaning that you can make a profit from installing renewable energy.

There are a range of tariff rates depending on the type and scale of technology, with an extra payment for any electricity exported to the grid. This provides a guaranteed income for 10-25 years depending on the type and scale of technology, which is index linked and tax free for individuals.

The government also introduced a similar financial incentive for renewable heat in November 2011 called the Renewable Heat Incentive (RHI). This scheme is currently only available for non-domestic installations, but the government will shortly be announcing details of how the scheme can be accessed by domestic installation owners.

In order to be eligible for either incentive, installations of up to 50 kW for renewable electricity and 45 kW for renewable heat need to be installed by a company certificated under the Microgeneration Certification Scheme (MCS) using a MCS certificated product.

FiT rates

Feed-in tariff levels for solar PV will reduce from the 3 March 2012 as a result of a fast-track review. In a current consultation, government proposes that starting from 1 July 2012 there will then be reductions of the solar PV tariff every 6 months, with a reduction for all other FIT-eligible technologies from October 2012 (marked in orange below). Any reductions in the tariff will only affect new projects installed in that period, not existing projects; once you’ve installed a technology at a particular tariff rate, you receive the generation tariff at the same rate (with inflationary rises) for the lifetime of the tariff. From 1 April 2012, additional energy efficiency criteria for solar PV FIT applications will be implemented, requiring properties to have an Energy Performance Certificate (EPC) rating of D or above.

Renewable Heat Incentive (RHI)

The UK is the first country in the world to incentivise Renewable Heat in a new tariff that works along similar lines to that of FITs.

The Renewable Heat Incentive (RHI) was introduced for non-domestic installations in November 2011, and tariff payments for domestic properties are currently due to be introduced at the end of 2012. The RHI scheme is slightly different from the FITs in that installations must supply an eligible heat demand - such as space heating or providing process heat / hot water. For domestic installations, other eligibility criteria may be introduced, such as the property meeting minimum energy efficiency standards or technology specific criteria.

The term ‘non-domestic’, with regards to the RHI, refers to a building which either pays business rates (or is exempt for legitimate reasons) or a dwelling which has been significantly altered for business use. There are clear guidelines on the Department of Energy and Climate Change (DECC) website about satisfying this criteria. Tariff levels for non-domestic installations are provided below:

RHI tariff rates for domestic properties are currently due to be introduced at the end of 2012. However, domestic installations undertaken now can still be eligible for the RHI. To support the installation of domestic renewable heat systems government have introduced the Renewable Heat Premium Payments (RHPP) scheme, which is valid until the end of March 2012 and administered by the Energy Saving Trust. These payments take the form of vouchers ranging between £250 and £1250, which can contribute towards the capital cost of equipment depending on technology, and be paid once an eligible installation has been commissioned and registered.

Dairy farm invests in solar PV

Holly Farm in Dorchester, Dorset, is looking for ways to not only become greener and work towards offsetting its carbon footprint, but to also become more money smart. They chose Freesource Energy to design and install a solar PV system that would meet all their needs. With the significant amount of electricity and hot water used to provide us with dairy products, farmer Max Frampton had been looking at renewable technologies to power Holly Farm for some time to keep the farm running efficiently. He decided to take his first steps by installing a solar PV system to generate their own electricity while offsetting their carbon footprint and making vast savings on their electric bills.

Ideally placed

Although surveyors noticed that some of the older buildings contained asbestos, which meant they wouldn’t be suitable for a standard PV installation, they also identified an ideal roof for a large solar PV system that would generate enough power to benefit the farm

without huge installations costs. The ‘JustRoof’ system removed the entire unsuitable roof and replaced it with Suntech solar panels. The orientation of the roof was south-facing with no threat of shading to decrease the performance of the system, giving a higher yield. Future Plans

Max intends to install several new milk chillers in the near future, which are particularly active in the summer months and would increase the electric bill by a vast amount. Instead, the PV system will be generating at its peak in the summer and Max will now be able to see an even larger saving on his fuel bills. The new installation was designed with a view of maximizing the space, and with potential to increase the solar PV installation in future or install a solar thermal system which can be used to help reduce his hot water costs.

Brian and Angie Clarke own a beautiful 500-year-old listed thatched cottage in Axminster, Devon, so when they decided to upgrade their heating system they needed a solution that caused minimum disruption but fitted in perfectly with the property’s characteristics. After doing some of his own research Brian contacted SunGift Solar, who carried out a bespoke survey and explained the benefits of heat pumps and provided a detailed quote. The Clarkes commissioned the installation of a 16 kW Daikin air-to-water-source heat pump system. £1,900 savings, per year

The work took four days and involved installing an outdoor unit, exchanging their electric night storage heaters and wood burners for water-fed radiators, and the connection of the heat pump to their system.

What’s more, the system is set to save the Clarkes a huge amount of money, over £1,900 per year on their previous heating costs. “It’s a marvellous solution and fits in perfectly with the character of our house,” said Brian. “The install went very smoothly, and we congratulate all those involved. Background

The Dartmoor Wood Fuel Co-operative are an inspirational group of people who grow, harvest and process areas of small woodland in Devon, to create a local supply of wood fuel - a renewable form of energy

It is a not for profit organisation and encourages collaboration between local woodland owners and biomass installations to improve woodland management, reduce carbon emissions, raise public awareness of renewable energy and encourage eco-tourism in the area.

With some grant assistance and a Carbon Trust loan, a 125 kW binder boiler was installed in 2007/8 to meet the needs of one farm. There are now five members in the Co-operative at present, all of whom are boiler owners. By forming the Co-operative a more secure fuel supply has been developed at stable prices by forward-buying local timber and acquiring a range of equipment to enable the timber to processed and delivered as chip.

One member, the River Dart Country Park, is a 36 hectare (90 acre) site which offers camping, touring and activity based holidays and has replaced a range of oil and LPG boilers with a single 132 kW

biomass boiler linked to a district heating scheme.

Actors Involved

As the Co-operative owns the machinery it can hire labour at much lower rates than a specialist contractor and channel the savings back into the Co-operative. Chipping is carried out by local farmers trained in the operation of the equipment. The Co-operative joins elements of the supply chain that might otherwise remain isolated.

Many key landowners in the area (Duchy of Cornwall, Ministry of Defence, the National Trust, the Forestry Commission and the water companies) are looking to develop the management and wood fuel potential of their woodlands and the Co-operative may well benefit from this but they are equally keen to share their experience, both as processors and as wood fuel users, to help develop the market.

Dartmoor wood fuel co-op also recently featured on Channel 4’s ‘Three Hungry Boys’ programme.

The south west has seen a big increase in the renewable heat sector and that is set to continue with the advent of the RHI and growing awareness of the benefits of sustainable heat generation.

Regen has supported renewable heat through projects such as the SW South West Bioheat Programme. This programme supported projects such as the £3.2 million system at Dairycrest.

Through it’s Low Carbon Development Programme Regen SW has also worked with the Cranbrook development, which when fully operational will be capable of producing 5.5 MW of renewable electricity and 17 MW of renewable heat from wood and energy crops (enough for 7,500 houses).

Regen SW is working with the Energy Saving Trust to develop other renewable heat initiatives (microgeneration technologies) and opportunities created by the Renewable Heat Incentive policy (RHI).

Cornwall saw the largest increase in installed capacity in the south west. A total capacity of 14.03 MW was added due to the commissioning of the 2.4 MW Crimp wind farm and the repowering of Goonhilly and Delabole, which both replaced their previous turbines with a smaller number of larger, more efficient turbines.

The remaining capacity was added through two small wind projects, 12 micro-wind projects, 1 hydro project and 272 solar PV projects. Whilst Cornwall has seen a surge of interest in MW-scale solar parks, the solar PV projects installed in Cornwall in 2010/2011 were all less than 25 kW.

Key points

• With the installation of turbines at Crimp in North Cornwall, there are now 9 wind farms over 1 MW in Cornwall

• Cornwall’s new County Hall in Truro included a 23 kW solar array, the largest PV installation in Cornwall in 2010/2011

• One new domestic solar project was added to the FIT register in the Isles of Scilly, bringing the total number of projects there to eight.

With 84 new renewable heat projects, Cornwall Council remains the unitary authority with the greatest number of renewable heat installations. Across the Isles of Scilly, two solar thermal and one GSHP were installed, adding a capacity of 12 kW to the area’s overall total.

The majority of the capacity increase for Cornwall and the Isles of Scilly came from biomass, with 0.55 MW (60.5 per cent) of new renewable heat. The rest was fairly equally distributed between solar thermal (0.19 MW) and heat pumps (0.17 MW).The 52 new solar thermal projects in Cornwall and the Isles of Scilly made up 20.1 per cent of the increase recorded.

Key points

• Although almost overtaken by Gloucestershire (with 4.31 MW), Cornwall still has the greatest installed capacity for heat pumps, at 4.55 MW.

• 13 new biomass projects contributed 0.55 MW to the new renewable heat capacity in Cornwall.

• The percentage increase in capacity during 2010/2011 was only 6.2 per cent for renewable heat in Cornwall and the Isles of Scilly, with a 12.7 per cent increase in number of projects.

Solar FarmsIn September 2010, energy company 35 Degrees Limited was granted planning permission for the development of the first solar park in the UK – a 1.55 MW solar park on a four hectare site at the former Wheal Jane mine site, 4.5 km south west of Truro. Since then permission has been granted for four further large-scale photovoltaic parks up to 5 MW at Trefullock, Summercourt; Polmaugan Farm, Lostwithiel; Benbole Farm, Nr Bodmin Winsdon Farm and North Petherwin.

The government’s review of the FiT has left the future of these sites uncertain.

Ladock and Grampound Road community energy project Since winning the Low Carbon Communities Challenge, the community of Ladock and Grampound Road, working with Community Energy Plus, has successfully installed a 20 kW Wind turbine, a 35 kW biomass boiler, a domestic 11 kW log burner/boiler, over 42 kw of air and ground source heat pumps, and 11 solar PV arrays totaling over 21 kW – plus a range of insulation measures, including the internal insulation of a pub’s cellar. The income from these installations will be used to create a fund for further renewable energy installations and energy efficiency projects within the community over the next 20 years.

Large onshore wind in CornwallDuring 2010 a number of large-scale wind projects have been completed in Cornwall: • October 2010 saw the final turbine at

Crimp Wind Farm lifted into place. Consisting of three 800 kW Enercon E48s with a combined generation capacity of 2.4 MW, Crimp Wind Farm is the first new large-scale renewable energy project to be completed in recent years.

• At Goonhilly Wind Farm (pictured) 14 original 400 kW turbines have been replaced by six new 2 MW models during 2010. The ‘repower’ is expected to treble the site’s previous output, providing safe, clean power sufficient for the average annual needs of around 5,500 local homes.

• The UK’s first commercial wind farm, Good Energy’s Delabole, enters its second generation as new turbines have replaced old. The four new turbines increase the installed capacity to 9.2 MW, saving around 13,700 tonnes of carbon dioxide each year.

• In January 2011, Coronation Power’s scheme at Truthan Barton, near Perranporth, was refused permission for the seven-turbine scheme by the planning inspector, but the inspector indicated in his decision that a smaller number of turbines on the site was likely to be permissible.

• Community Windpower’s previously approved 48 MW scheme at Davidstow in North Cornwall was refused by the council’s strategic

planning committee due to planning conditions, relating to safeguarding local bird life and concerns over interference with air traffic control systems, being judged not to have been met.

During 2010/2011, a further 22.77 MW of renewable electricity capacity has been installed in the south west. This brings the total installed renewable electricity capacity to just over 200 MW, a 12.8 per cent increase over the total at the end of last year. The total number of renewable electricity installations recorded to date has more than doubled since last year, from 1,532 to 3,982 installations, with 2,451 projects installed in 2010/2011.

Surge in number of installations due to the Feed-in TariffThe growth in the number of installations has been largely driven by the Feed-in Tariffs (FiT). The south west has seen 2,196 FiT-registered projects commissioned during this year’s annual survey period and 3,244 in total, slightly behind the south east, which had 2,567 new projects in the same period, and 3,595 projects registered in total.

The survey recorded 2,393 new solar PV installations across the south west, together contributing 6.77 MW to the installed capacity.

Regen’s survey identified a number of projects not yet on the FiT register, which explains the difference between the number of projects installed in the survey period and the number of FiT registered projects currently this period.

In terms of installed capacity, growth has continued at a relatively steady rate. The greater number of installations has not resulted in high levels of installed capacity, due to the small scale of the majority of projects.

)• Two wind farms in Cornwall – Goonhilly and Delabole – were repowered in 2010 with larger, more efficient turbines. The repowers have added a total of 11.6 MW to the south west’s installed capacity

• Three 800 kW turbines at Crimp wind farm near Morwenstow in North Cornwall were installed in October 2010, adding 2.4 MW of generating capacity.

• The majority of the renewable electricity installations were microgeneration projects, with 2,442 projects adding a combined capacity of 7.01 MW. This is a significant increase from last year where 408 new projects were added.

• Over 97 percent of renewable electricity projects installed in 2010/2011 were solar PV. The largest solar PV installation is a 200 kW roof-mounted array at Michael Eavis’s Worthy Farm in Somerset, installed in November 2010.

Of the new installations, 97 per cent of installations were reported to be domestic. Only eight renewable electricity projects were larger than 50 kW, highlighting the lack of progress made to date on community scale renewable electricity schemes. However, it is encouraging that at the commercial scale, one new wind farm was commissioned in 2010/2011 at Crimp in north Cornwall, and two large Cornish wind farms were repowered with higher installed capacities. Three large onshore wind projects are currently under construction in the south west: Devon Wind Power’s 66 MW wind farm at Fullabrook, near Braunton; Ecotricity’s 9.2 MW wind farm at Galsworthy in Devon and Ecotricity’s 6.9 MW wind farm at Alveston in South Gloucestershire. Two large wind projects were approved in 2010/2011: the 9.2 MW Alaska Wind Farm in Purbeck, Dorset, and Bristol Port Company’s application to add three 3 MW turbines to their site in Avonmouth, Bristol. With these additions, the 2011/2012 survey is therefore expected to show a much greater increase in installed capacity.

To date, no large-scale solar farms have been installed in the south west, although a number have been approved and are expected to install early in 2011 before the results of the Feed-in Tariffs fast-track review are implemented.
