WG1 Objectives(modified from May 2012 document)

• Analyze the decision-making process based on experience gained from past radiological emergencies and remediation efforts (e.g., post-Chernobyl; legacy sites)

• Extract lessons learned in terms of social, economic and environmental costs

• Prepare case studies for comparison of decision-making models• Review and compare existing decision-aiding models• Provide recommendations on how to improve the decision-making

process for remediation planning

MODARIA WG1Interim Meeting

• An interim meeting of WG1 was held in Kiev, Ukraine from June 3 to 7, 2013.

• The meeting was hosted by Mr Valerii Kashparov of the Ukrainian Institute of Agricultural Radiology (UIAR).

• 20 participants from 11 Member States attended the meeting.• A total of 19 presentations were given, as described in the

Agenda and Minutes available of the MODARIA WG1 web-page.

• A joint session was held with MODARIA WG3 to discuss possible Case Studies of mutual interest.

• Site visits were organized to the Chernobyl Site (WG1) and the legacy Dneprodzherzhinsk Uranium Production Site (WG3).

• To discuss international approaches being applied in decision-making and their application.

• To discuss approach to literature survey, information collected to-date, and gaps.

• To identify key information that should be captured regarding decision-making.

• To discuss case studies to test decision-making approaches.

• To identify areas of mutual interest with WG3.

MODARIA WG1 Interim Meeting - Presentations on Approaches -

• Over the course of the week, 19 presentations were given from 11 countries on the key issues around remediation and the approaches being used for decision-making.

• During the meeting, there have been discussions of developing a template to extract key information, lessons learned and recommendations in a standardized way that could be applied in decision-making.

• This template can then be populated to make comparisons across sites and situations, for example.

• It would be useful to incorporate information from WG3 scenarios into this template, once developed.

MODARIA WG1 Interim Meeting - Literature Survey -

• 80 papers were identified and distributed to WG1 on the application of multi-criteria decision analysis (MCDA).

• In addition, documents on approaches utilized in various countries and their application have been compiled.

• WG1 participants are extracting the information from the documents to populate the template to capture key considerations for decision-making.

• If MODARIA members are aware of any information or documents that could be beneficial for inclusion in this review, this information would be appreciated.

MODARIA WG1 Interim Meeting - Case Studies -

• To date, two case studies have been identified by MODARIA WG1, which will be used to test decision-making tools and approaches (i.e., Chernobyl and WG3 Uranium Production Facility scenario).

• During the current week, a demonstration of MCDA and presentations on other decision-making approaches and tools will be discussed.

• The applicability of these will then be discussed in terms of how to structure a Case Study, the level of detail, the focus, etc.

Post-MODARIA WG1 Interim Meeting - Progress -

• In November 2012, a total of 8 presentations were made by WG1 members from 7 Member States (MS), with an additional 19 presentations from 11 MS in June 2013.

• In support of the presentations, relevant complementary information was then shared between WG1 members.

• Based on what was presented and shared, the information was distilled into a number of key steps that comprise those taken in practice during decision-making.

• A logical next step is to compare what is being done in practice to what is being recommended through guidance.

Post-MODARIA WG1 Interim Meeting - Progress (continued) -

• Additional flow diagrams were generated, describing a decision-making framework being applied in Belgium and a corresponding matrix table to facilitate the compilation of site-specific information for comparison across sites and will be discussed this week.

• Decision-making experts that had not previously participated in MODARIA were identified and invited to present in WG1, and as a result we will have some additional participation in our WG.

Plans for This Week’s MODARIA WG1 Technical Meeting

• Identification of a new WG1 Chairperson (I will continue to participate in WG1 as a Scientific Co-chair, working with Mr Sergey Fesenko).

• Discussion of summary of the key steps in decision-making frameworks being applied in practice (based on WG1 presentations) in the context of decision-making frameworks in IAEA guidance documentation.

• Discussion of next steps to compile relevant information on decision-making tools, approaches and frameworks, to follow the literature survey on MCDA.

• Discussion of areas of mutual interest between WG1 and other MODARIA WGs (e.g., WG2, WG3), other groups (e.g., OPERRA, PREPARE), and other IAEA initiatives (e.g., RSLS, CIDER, ENVIRONET, development of IAEA standards).
