I would like to personally welcome each of you to the third RE3 Conference!

RE3 – remediation, renewal, results – was designed not just to keep industry professionals up-to-date on the best practices in remediation and redevelopment, but also to bridge the gap between the two. Redeveloping a brownfield site requires cooperation of experts in environmental assessment and engineering, technology, insurance policies, regulation, and legal practices. It takes a village, as they say, to get the deal done. And although as professionals we are all mostly focused on one aspect of each project, understanding each piece is essential for maximizing our successes.

The program that lies ahead of you includes two separate tracks occurring simultaneously. The “technical track” focuses on applied technologies and methodologies for treatment of heavy metals and organics. Technical professionals can receive up to 15 CECs/PDHs toward their engineering, geology or NJLSRP license. Make sure you follow the strict sign-in guidelines for full credit! The “developer track” is geared towards property owners and developers who want to learn more about funding options, addressing liabilities, opportunities in energy and more. Included will be several high-profile panelists you won’t want to miss. New to the developer track will be three city-focused panels where you will be hearing from some forward-thinking cities including Camden, Philadelphia, Newark, Atlantic City and Middletown Township. Learn about what they

are doing to grow and encourage growth in industry and residence.

Speaking of cities, we will be presenting our RE3 Conference Industry Appreciation Award to developer Bart Blatstein, renowned for his innovative revitalization of several areas of Philadelphia, amongst other achievements. We will also hear from Keynote Clifford Zink, author of The Roebling Legacy, who will be telling us the story behind the building of the Brooklyn Bridge, how the Roebling family changed the face of development, and the environmental impact left in its wake.

I will conclude with a special thank you to both of our Technical and Developer Chairs and Advisory Board Members who helped develop the content of our program, and our sponsors and exhibitors, who make it possible to keep the show going. Welcome to RE3

Greetings!

As Mayor of the City of Philadelphia, it is my great pleasure to welcome you to the 2015 RE3 Conference and Exposition. I am thrilled that for the third year, you convened in Philadelphia for such a special occasion.

The conference focuses on remediation and redevelopment; one track of panelists presents on remediation techniques while another track of panelists presents on issues affecting redevelopment of brownfields and similar properties. This three-day conference will focus on applied technologies and methodologies for treatment of heavy metals and organics.

Philadelphia, America’s 5th largest city located in Southeastern Pennsylvania, is filled with diversity and a unique culture. From the various museums displaying the city’s historic monuments and today’s contemporary artist and cultural attractions that inspire generations to our various themed festivals around Philadelphia, I encourage you to take a tour - this will give you the chance to experience firsthand our beautiful parks and buildings that are located in Center City and throughout Philadelphia.

DTE continued operating the MGP until the mid-1950s, when it was decommissioned and the operating structures demolished to make way for a service center. From the 1840’s to 1985, the site was occupied by Allied Signal’s Baltimore Chrome Works. Development of the site is currently slated for three million square feet of mixed commercial and residential use.

Application of Alkaline Activated Persulfate to Treat Petroleum Hydrocarbon Contamination Beneath the Active Construction of a 32-Story High-rise Residential Tower

The application, the largest in Manhattan at the time, successfully reduced the combined concentration of benzene, toluene, ethylbenzene, and xylene (BTEX) compounds in groundwater by 92 to 95 percent and DRO, GRO and BTEX in soil by greater than 99 percent. The groundwater reductions were sustained in quarterly monitoring events a year after the application, leading to the NY-DEC issuing a site closure letter.

ASTM’s Standard Guide for Greener Cleanups provides a protocol to make the cleanup aspect of a brownfield redevelopment more sustainable.

The bedrock characterization consisted of using a downhole video camera, performing abbreviated pump tests, and performing discrete groundwater sampling at the water producing bedrock features.

For the last 10-years, AMEC Foster Wheeler (AmecFW) has successfully applied aerobic cometabolism at a fractured bedrock site in New Jersey, and was able to establish declining trends in CVOC concentrations in groundwater.

Accelerating Trichloroethylene Remediation in Saprolite and Fractured Crystalline Bedrock by In-Situ Chemical Oxidation and In-Situ Chemical Reduction - A Successful Case Study of Combined Remedies at a Challenging Site

In 2013 and 2014, ISCO injection was performed in the source area for contaminant mass destruction, and a series of PRBs employing ISCR were used to address long-term contaminant advection and diffusion in the plume. Baseline maximum concentrations were 138,000 μg/L in the source and 47,100 μg/L in the plume. The reagents were emplaced as slurry using hydraulic fracturing.
