Change Summary The introduction of DR1143 provided the basis for wholesale settlement of export from small

scale microgeneration stations in NI through the use of a deemed profile value.

The proposed process to enhance DR1143 would be to align the export settlement calendar

with the annual NIRO Compliance Periods. The deemed export settlement is processed from

Oct – Sep and each NIRO compliance period runs April – March.

Furthermore, the deemed profile value of 45% of the declared net capacity has not been

reviewed since the introduction of DR1143, it is now proposed that this value is reviewed.

Secure Meters Outage

• An issue occurred with the Secure Meters Prepayment system on 06 November

which meant that customers were unable to top up for a period of time.

• This was due to an intermittent fault with the Secure Meters Data Centre

• There were a total of four outages:

• 16.00 to 16.45 18.32 to 18.42

• 17.16 to 17.27 18.52 to 20.53

• The system remained stable after 20.53 and no further outages were reported.

• Subsequent emergency maintenance work was completed on 07 November

Root Cause

• The root cause was identified as a failure of a Route Switch Processor. During

the standard failover, the resilience of the secondary appeared to be unstable

Secure Meters Outage

• Communications during the outage

• Secure Meters were advised by NIE Networks and suppliers that there was an

issue with the system

• Communications throughout the outage periods were limited throughout the

evening

• There was no consistent communications issued to all participants

• Additional Actions

• Incident Report issued directly from Secure Meters on 13 November 2019

• Concerns raised regarding the communication process during this outage

• A further update has been issued by Secure Meters to address these issues
