‘Motorists driving without the

two breathalyser tests are at

risk of an on-the-spot fine.’

It is the latest move by the government

aimed at bringing down the number of road

deaths caused by alcohol. All motorists must

also have with them a high-visibility safety

vest and a warning triangle. Foreign drivers

are included in the new rule, however, there

is a grace period until November.

Some 4,000 people are killed on French roads

every year, with drink-driving being the main

factor in accidents ahead even of speeding.

Bonanza for manufacturers.The French government hopes that with

breathalysers in every car, drivers who suspect

they may be over the limit can test themselves

and if necessary refrain from taking the wheel.

The former government of President Nicolas

Sarkozy, which gave the go-ahead for the new

law, said it hoped 500 lives might be saved

every year. Motorists driving without the two

breathalyser tests will be handed a fine of 11

euros. Under the rules, which exclude mopeds,

drivers who fail to produce a breathalyser after

1 November 2012 will face the new fine.

Reporting from Paris, the BBC's Hugh Schofield

reports that two types of kits are available.

Expensive reusable electronic models, or cheap

chemical types. Tens of millions of the kits are

going to have to be supplied, but right now

there is a shortage, which is one reason for the

delayed launch date. The new rule is proving a

bonanza for manufacturers, of which there are

only two in France.

Meanwhile, drivers groups opposing the

measure say it has been foisted on France by

clever industry lobbying. To enforce the

regulations, French police say they plan to

carry out random checks on those entering the

country through the Channel Tunnel, as well as

drivers arriving on ferries. According to Press

Association reports, retailers in Britain say that

sales of breathalysers have risen considerably

due to the law.

Car accessory retailer Halfords, said there had

been unprecedented demand, but said that 6

out of 10 Britons travelling to France were not

aware of the changes.

The drink-driving limit in France is 50mg of

alcohol in 100ml of blood - 30mg less than the

UK limit.

A new Law in France has been passed, requiring all drivers and

motorcyclists, including foreign visitors, to carry two single-use

breathalysers in their vehicle at all times. Those who do not, will face an

on-the-spot fine. If you are based in the UK and travel over to France,

whether it be for business or leisure, you are now required to carry these.

Every school lesson is important. This one’s a matter of life and death.More heart defibrillators inpublic places could savedozens of lives each year,according to campaigners.

The parents of Oliver King who died of heart

failure during a school swimming lesson in

Liverpool want to see defibrillators in all public

buildings. They say that more than a dozen

young people die each week from undiagnosed

heart problems.

The call for more defibrillators comes after the

Bolton player Fabrice Muamba - who himself

nearly died during a match - returned to his club

recently, where he stepped out on to the pitch

to a warm welcome. His life was saved after he

received prompt treatment on the pitch,

including the use of the defibrillator at the

Tottenham ground where he collapsed during

an away match.

The Sun is backing our campaign calling for

young people to be taught Emergency Life

Support (ELS) skills in school, after footballer

Fabrice Muamba, who's also supporting the

campaign, received CPR when he collapsed

during a match. After all, having Emergency Life

Support (ELS) skills should be as important as

learning to read and write.

We now have more than 100,000 signatures on

our ELS petition. Hundreds of you have been

emailing your local politicians and helping us

put pressure on decision makers to ensure all

children know how to save a life.

What is ELS?When someone is having a heart attack,

bleeding seriously, choking, becomes

unconscious or in cardiac arrest, knowing what

to do to help keep them alive until professional

help arrives can give their chances of survival a

significant boost. The skills you need for this are

called Emergency Life Support skills, or ELS.

CPR (cardiopulmonary resuscitation), taught in

schools as part of ELS, might double a casualty’s

chances of survival from a cardiac arrest.
