ERIN Specific Action Program Within the ERIN Specific action Program, Caritas In-ternational, member of the Caritas and ERSO net-work, acts as an intermediary institution and cooper-ates with Caritas Moscow to assist returnees in the first steps of their reintegration process in the Rus-sian Federation.

Caritas Moscow was founded as a member of the
Caritas Russia network in 1991, in order to provide
humanitarian assistance to vulnerable groups after
the collapse of the Soviet Union. Since 2010, Caritas
Moscow cooperates with Caritas International
Belgium within the project of voluntary return and
reintegration.
Reintegration assistance can be provided in every
region within the Russian Federation through local
Caritas branches or other local NGOs. In the North
Caucasus region, reintegration assistance is offered
by local representatives of Caritas Moscow.
For returnees to the Russian Federation, the first
phone contact will be with the contact person in
Moscow or Grozny. The first physical contact usually
takes place in a local office. In case of vulnerability,
the local representative can also conduct home
visits. This depends on the needs of the returnee
and how to address them in the most efficient way.
Reintegration services
The ERIN Specific Action Program is a reintegration
program implemented by 18 host countries.
The ERIN Specific Action Program offers reintegration
assistance to Russian nationals who return to their
home country voluntarily or by force.
Who can be assisted?
Which assistance can be provided?
1. Basic assistance after arrival in the Russian Federation
2. Referral to reintegration assistance: short & long term
• Pick-up or reception at the place of arrival (e.g. airport)
• Temporary shelter (maximum 7 days)
• Urgent medical treatment
• Guidance for vulnerable people
• Other basic assistance after arrival
• Medical support, juridical advice and social
assistance
• Vocational training, education, providing access to
the Russian labor market
• Assistance in setting up a small business or any
other income generating activity
• Other types of assistance, depending on the needs
of the returnee and on the available reintegration
package
If you are a Russian national returning from Austria,
Australia, Belgium, Denmark, Finland, France, Germa-
ny, Greece, Italy, Luxembourg, Malta, the Nether-
lands, Norway, Romania, Spain, Sweden, Switzerland
or the United Kingdom, you can contact Caritas Mos-
cow after arrival, in order to check your eligibility and
activate the reintegration package. Only after approv-
al of the responsible ERIN partner institution, the as-
sistance will be provided.
