PREFACE
National environmental policy agencies, department and other respective
authorities of Sri Lanka required to introduce environmental impact assessment
study in related to major activities affecting the quality of environment.
There may be various critical environmental issues arise while implernenting the
JAYANTHIPURA-TIRUKKONDAIMADU (A 01 1) main high way Project.
JAYANTHIPURA-TIRUKKONDAIMADU (A 01 1) Road Project implenientation is
under the preview of the consultant of the BCEOM 1 in association with the RDC
Ltd. which is funded by the World Bank. i
The Environmental Management Action Plan (EMAP) forms part of the Bid
documents of the RDA (client) and shall be considered along side the
specifications.
World Bank mission is very particular about the environmental impact activities
and ,they insist always to pay more attention regarding all such issues while
implementing any major project like JAYANTHIPURA-TIRUKKONDAIMADU
Road.
I According to the World Bank mission actions whose impact is significant and
highly controversial on environmental grounds
Hence this report is prepared with the consultation of respective appropriate
regional and other planning agencies

ENVIRONMENTAL METHOD STATEMENT
1.0 Introduction JAYANTHIPURA - TIRUKKONDAIMADU Road (From 59 .9 Krn to 128.76 Krn) classified as "A" class is a part of Maradankadawala - Batticaloa main high way which is situated in the North-Central part of the island. The most sections of road travels through important towns mainly Polonnaruwa, Kaduruwela, Manampitiya and Welikanda which are developed with paddy cultivation under irrigation schemes. Most of the area covers these sections of the road are full of the natural resources and important places for the public. Therefore it is very important to protect the existing environment.
The main purpose of the Environmental Methods Statement (EMS) is to eicplain the approach, actions and manner in which the Environmental Action Plan to implement in order to minimize the harmful effect to the environment during the construction process.
1.1 Environmental Method Statement (EMS)
The EMS comprises the environmental policy and objectives of project and a plan for organizing, directing and controlling the environmental issues relating to the project. It lays down duties and responsibilities.
= The statements is developed and implemented in consistent with North[ Central Provincial' Environmental Authority (NCPEA) regulations, clients requirements stipulated in the Contract Specifications [ VOLUME 5 : section VIII : Conditions of Contract]
The Statement would be amended or revised as per the instructions will be given by the experts of the World Bank and the NCPEA, clients requirements and findings of the internal experts of MAGA Engineering (Pte) Ltd IKDAW
Action required for the implementation of EMS shall be issued to the, Quality Assurance Procedures by means of instructions before the commencement of work
MAGN KDAW shall make the staff aware of the measures taken ii accordance with requirements of statutes, laws, regulations and standards.
1.2 Definitions

Surroundings in which an organization operates including air, water, land, other natural resources such as flora, fauna, humans and other interrelations.

1.3 Environment Policy
MAGA Engineering (Pte) Ltd shall minimize the harmfhl effects to the environment by means of systematic procedures and good environmental practices
fulfilling the requirements of applicable statutes, laws, regulations and standards a conservation of raw material and thereby protect natural resources
minimizing the public nuisances
1.4 Project Environmental Objectives
The overall objective is to abide Environmental laws and regulation in Sri Lanka in order to mitigate the negative environmental impact and to enhance the positive impact.
1.4.1 Specific Project Environmental objectives
, To reduce the public/environmental nuisance by minimizing the air, water and, the land pollution
To maximize the resource efficiency by minimizing the wastages of raw materials including water and other natural resources etc.
" To keep the site environment in clean and to enhance the quality of such environment
To change the attitudes of workers towards clean green and healthy environment.
1.5 . Organization
1.5.1 Project Environmental Management Organization Chart
The MAGA Engineering (Pte) Ltd IKDAW shall appoint an Environmental Officer (EO) Officer for the implementation of the EMS at site.

1.5.2 Duties and Responsibilities
Project Manager (PM) Shall;
Bear the overall responsibility of the project including environmental issues. 2.0 Operational EMS 2.1 Operation of Asphalt plant, Quarry, Crusher plant & Selection of disposal Sites
As per the approved estimate made 155,535 m2 of areas are to be cleaned and grubbed for widening of the road. Therefore, suitable sites should be identified for the disposal of soil generated due to the construction activities grubbed in an Environmental Sound manner.
Further, nearly 53,206 MT of Asphalt concrete for wearing course, 48,814 MT of Asphalt concrete for Binder course, 18,055 MT of Asphalt concrete for Regulating course and 22,197 m3 of the ABC (Aggregate base course) for base course are required for the whole development. In order to purchase the required materials the company established its own asphalt plant and a metal crusher at Siripura respectively. The asphalt plant has been installed closer to the quarry site for easy operation.
2.1.1 Selection Criteria of the Quarry
In order to select the suitable site for the aforesaid operation, the following factors were considered,

2.1.3 Existing Environment
The quarry, crusher and asphalt plant are situated in a comparatively low populated rural area. There are only few houses around the site. The distance for the nearest sensitive receptors are as follows,

2.1.5 Quarry Operation
When the quarry was leased by the MAGA Engineering Pte Ltd., it was being operated as a " B grade quarry having a valid EPL( Environmental Protection License) numbered 66012006lR 3 and "B: grade IML ( Industrial Mining Licenses) numbered IML /B/MD/8100 by another party.
As per the prevailing regulation, The company is looking forward to upgrade the license to "A" grade.

Blasting shall be scheduled in advance after negotiating with other quarries situated surrounding the area and aware the community about scheduled time.

2.1.5.2. Community Safety Arrangement in Quarry Operation
In order to take precautionary measures for community safety, 10 flagmen, two check points shall be arranged as shown fig. 04 and the warnings shall be given prior to the blasts as follows,
+ lst warning shall be given before the blast. This include 3 sirens as follows,
- 1 Siren - Evacuate people from the area
- 2nd Siren - Attention, Blast is about to take place - 3rd Siren - Detonation
+:+ 2" Warning shall be given to indicate the blast is over ( at the end of the blast, continuous siren shall be used to indicate " It is safe to move")
In addition to the above issues, the special attention shall be drawn on damages to the access road due to the vehicle movement during the transportation of materials and the company shall maintain the road properly.
The records shall be kept by taking photographs and videos of the following roads prior to the operation commenced in order to asses the damage.
2.1.6 Borrow pits
The company is currently operating 03 burrow sites for extraction of gravel and embankment materials. those burrow pits are situated at Hiriwadunna, Thambalawewa andMinihirigama.

2.1.7 Disposal sites

Since there is a huge demand for filing materials in the area, the unsuitable soil material shall be disposed after having joint inspection carried out by EO and the consultant Engineers appointed by the RE .

As the unsuitable materials are reused for filling of abundant pits, constructed foundations of buildings1 houses and also used for rehabilitation of deteriorated roads, the conununity shall be able to enhance quality of the environment by minimizing the mosquito breeding places.
