1. Introduction

The Safe Blood Transfusion Programme in collaboration with the World Health Organization

organized a series of training workshops in Islamabad, Karachi and Abbottabad. The

workshop, Regulatory and Quality Initiatives in Transfusion Medicine, was conducted to

strengthen the regulatory part of the blood transfusion services. The workshop included state

of the art lectures on with hands-on training to improve the practical skill of the participants.

The participants included inspectors from blood transfusion authorities, medical officers,

blood bank officers, medical technologists and students from the discipline of biological

sciences.

The organization of the workshops would not have been possible without the cooperation of

the respective provincial programmes and the key partners in the private sector. The

Programme would also like to appreciate the coordination role of Dr. Zulfiqar Khan and Dr.

Khalid Saeed Bukhari from the WHO country office.

Also acknowledged is the role of facilitators who spared their valuable time to impart training

in these workshops. The SBTP Team including Dr. Amir Maqbool, Usman Waheed, Syed

Sajid Hussain Shah, Bilal Ahmed Tareen, Akhlaq Wazir, and Rehan Hafeez, deserve special

appreciation for their hard work and commitment in conducting these workshops in a very

professional manner.

2. Workshop Proceedings

2.1 Karachi, April 20-21, 2015

The workshop in Karachi was conducted with support from the Sindh Blood Transfusion

Programme and Sindh Blood Transfusion Authority. Eminent experts were invited as guest

speakers including Prof. Hasan Abbas Zaheer (SBTP), Prof. Syed M. Irfan (LNH), Dr. Zahid

Hasan Ansari (Sindh BTA), Dr. Sarfraz H. Jafri (Husaini Blood Bank), Prof. Saba Jamal

(Indus Hospital), Prof. Akbar Agha (Dow University of Health Sciences), Dr. Ashraf Memon

(Sindh AIDS Control Programme), Dr. Muhammad Anwar (JPMC), Dr. Farrukh Hasan

(AATM), Dr. Saeed Ahmed (Husaini Blood Bank), Dr. Munira Borhany (NIBD), Dr. Farheen

Karim (AKUH) and Usman Waheed (SBTP). The inaugural session was chaired by Lt. Gen.

Moinuddin Haider, HI(M), Ex-Governor Sindh and Interior Minister and Chairman,

Thalassaemia Federation of Pakistan. The participants belonged to public and private sector

blood banks of Karachi. The speakers discussed the need for having a standardized

inspections tool for all blood transfusion authorities. The meeting also included practical

sessions on (1) screening of TTIs with ELISA and rapid devices and (2) cross matching

procedure using the column agglutination technology.

workshop was

facilitated by Prof. Hasan Abbas Zaheer (SBTP), Dr. Amir Maqbool (SBTP), Dr. Faiza Fahim

(KRL Hospital), Dr. Fahed Parvaiz (CIIT), Dr. Afrose Liaquat (Shifa Hospital), Mr. Asim

Ansari (Kulsum Hospital) and Mr. Usman Waheed (SBTP). The participants included

Medical Technologists and In-charges of the licensed blood banks of Islamabad. In addition,

students from Rawalpindi Medical College and International Islamic University also

participated. Practical sessions were also organized which demonstrated the standardized

protocols for several blood banking procedures.

2.3 Abbottabad, May 22-23, 2015

The third workshop of the series was conducted at the Ayub Medical College, Abbottabad for

the participants from Khyber Pakhtunkhwa (KP). The attendees included Medical Officers,

Medical Students, Medical Technologists and representatives from KP Blood Transfusion

Authority. The workshop was facilitated by Dr. Muhammad Idrees (Consultant

Haematologist, AMC), Dr. Noaman Siddiqui (Head of Medical Education, AMC), Dr. Zarmina

Hussain (BTA), Mr. Muhammad Khalid (BTA), Mr. Asim Ansari (KIH), Dr. Muneeba Azmat

(AMC), Dr. Fahed Parvaiz (CIIT) and Mr. Usman Waheed (SBTP). The inaugural session

was chaired by Principal AMC, Prof. Shahid Sultan and during his address, lauded the

efforts of SBTP and WHO for building up the capacity of blood bank professionals. He also

advocated the need for having a post graduate educational programme in the field of

transfusion medicine. The workshop was helpful in showing the participants how to

implement the regulatory framework in blood transfusion services. The KP Blood

Transfusion Authority has been established in 2014 and is planning to initiate the process of

registration, inspection and licensing of blood banks to stop the mushroom growth of non-

standardized centres.

3. Pre and Post Assessment

The pre- and post-course assessment is an effective method to assess the learning

effectiveness and continue improving the instructor’s teaching ability. Pre- and post-course

assessment was done for every workshop to have a systematic collection and analysis of

information to improve participants’ learning. Participants were given a questionnaire with 50

multiple-choice questions at the beginning and at the end of training to assess their pre- and

post-course knowledge. Twenty-three of the questions related to pure quality issues, while

the remaining pertained to regulation and basic processes as applied to BTS. Participants

were given 30 minutes to provide answers to these questions. The results of the analyses

provided valuable inside information regarding the participants’ learning and effectiveness of

teaching. Furthermore, the results will be used to continue improving teaching efforts since

the results have shown which topics students had difficulty learning and where the instructor

should pay closer attentions in the classroom. Overall, the knowledge after the post-course

assessment has been raised.

3.1 Workshop 1 (Karachi):

The participants scored 73.8% on an average in the post-course assessment as compared

with 53.9% in the pre-course assessment.

3.2 Workshop 2 (Islamabad):

The participants scored 78.1% on an average in the post-course assessment as compared

with 50.7% in the pre-course assessment.

3.3 Workshop 3 (Abbottabad):

The participants scored 73.7% on an average in the post-course assessment as compared with 44.6% in the pre-course assessment.
