The Regular Meeting reconvened at 8:07 p.m. Mrs. Kriss highlighted the following topics in her update: Update on HTA negotiations: the district and union met this week and decided to go to mediation. That is a process where the union and the district meet, and together, select a mediator who will hear positions from both sides and provide recommendations. This is a non-binding process and will take a few months. We had an IB student-parent registration meeting. There were about 110 people in attendance. Attendees were from the sophomore and freshman classes. We were pleased with the response. Students and parents came well prepared with questions about the program. A great big congratulations to the Hauppauge High School Chamber Choir who was selected to perfonn at the NYSSMA Concert in Rochester. Feedback was that the perfonnance was phenomenal. Additionally, several of our talented students perfonned at the All-State Concert. Of special note is that one of Page 1 of7

Meeting called to order at 7:07 p.m. by President Richter

Motion to go into executive session to discuss the employment history of particular staff members, collective bargaining negotiations and pending litigation, made by Mrs. Lesser, seconded by Mrs. Macaluso, at 7:08 p.m. carried by vote of 7-0.

The Regular Meeting reconvened at 8:07 p.m.

Mrs. Kriss highlighted the following topics in her update: • Update on HTA negotiations: the district and union met this

week and decided to go to mediation. That is a process where the union and the district meet, and together, select a mediator who will hear positions from both sides and provide recommendations. This is a non-binding process and will take a few months.

• We had an IB student-parent registration meeting. There were about 110 people in attendance. Attendees were from the sophomore and freshman classes. We were pleased with the response. Students and parents came well prepared with questions about the program.

them, Rocco Reece, was selected to do a solo. That is a rare privilege. The Board and the Superintendent were invited to attend an in-district concert before they left for Rochester. We were very proud of this group. Congratulations to Mr. Mark Kimes for his work with these talented students.

• Two weeks ago we had our Hauppauge Parent University on cyber-bullying. Although it wasn't as well attended as we hoped, it was a great beginning to start a dialog on this very important topic.

• The NYSCOSS (NY State Council of School Superintendent's) Legislative Committee has been working with the Senate and Legislature. The primary topics that are being discussed are APPR, student learning requirements and unfunded mandates. They are looking to slow down the APPR process to allow districts to do this correctly. The 2% tax cap will make implementing mandates an untenable task.

• The State has made some mandate adjustments like reducing required miles that a district must transport an out of district placement from 15 miles.

• The state aid for 2011112 has been upheld but the impact will be neutralized as we lose the federal jobs money.

• A SCOPE brochure will be sent home tomorrow. It includes enrichment courses that take place on Saturdays. We had a good response to our science program this summer. It will be interesting to see if parents take this opportunity. We were pleased that Smithtown and SCOPE offered out children this opportunity .

• A group of our students competed in a business competition. For our first year of competing, we were thrilled that we had winners in the Y ong Professionals Chamber of Commerce 9th Annual Business Leadership Competition. We had two students place first in their category, one who placed second and two students who received honorable mention. We will have these students attend a board meeting for recognition.

• Yellow flyers have been distributed to inform the community that we will have a presentation on the 2% tax cap. This will be done at our January 10th meeting. Mr. Gary Bixhorn of Eastern Suffolk BOCES will give an overview of the tax cap followed by information on how this will impact Hauppauge.

• Happy Holidays!

incentive to attract new businesses and increase tax base. The example that was given by Mr. Johnson representing the Town of Smithtown was the Sears building on Old Willets Path. This project is already underway and it seems like a give-a-way. Over the course of the last few weeks there was a Newsday article where this company is looking for an incentive. What did you come up in the last few weeks on research to make that decision? Mrs. Richter said that the board had no further requests for information from the administration. Some board members did do additional research on their own.

• How do you plan to vote on this measure? We will see when we get to that portion of the agenda. It has not been discussed since our last meeting.

Motion made by Mrs. Lesser, seconded by Mr. Schnebel that the minutes of the Regular Meeting of November 15,2011 be accepted as printed carried by vote of 7 -0;

Motion made by Mrs. Macaluso, seconded by Mrs. Hodosky that the minutes of the Special Meeting of November 16,2011 be accepted as printed carried by vote of 6-0-1. (Mrs. Todaro abstained.)

Board Discussion: • With regards to the field trip to Sullivan County Community

College, is $475 for everyone or per person? It isfor all. • The Cleary School contract, this is the first year that the Board is

seeing an agreement with this school. In the past this school was funded directly by the State of NY. Now these schools will be paid by the district for up front tuition and costs will be reimbursed by the state. The change also allows the State to put off payments so we will get 100% reimbursement over two years.

• Did we have knowledge of this before we did our budget for this year? No, but we are fortunate that we have contingency built into the budget to fund surprises like this.

Consent Agenda Motion carried by vote of 7-0.

Town of Smithtown Industrial & Commercial Incentive Plan

Mrs. Hodosky said she did her research on this because she wanted to know where Suffolk County stood on this. She was hoping to find very little regarding the County and that is what she found. She wanted to see if Hauppauge was going to take the hit alone on this. She is comfortable with this incentive. Mr. Stucchio said the plan, which came out of the Suffolk County Industrial Program, looks to motivate existing tenants to change their location or add on their existing building. The Sears building will go from warehouse to office space. With that change, they will provide more tax levy because office space is more highly taxed than warehouse space. That will shift more of the tax burden from homestead to non-homestead. At no time will we see a reduction as the incentive is only on new portion of assessment.

Mrs. Richter asked if any board member wants to opt-out of this incentive. No board member offered an opt-out motion.

Mrs. Hodosky said that as of the last statement that was sent home in a board packet, we had just $60 left in our conference code. Mrs. Richter said she was going to call NYSSBA to find out what their conference and workshop plans are for the rest of the year.

Community members asked questions, or made comments, on the following:

• Is there a current search for a new public relations person? We will be seeking a part time person now to work the balance of the year. Not filling the position is not working as there are many public relations responsibilities that we have not been able to cover. We have not made a decision about next year.

• Is there a process in place if a bus breaks down with students on board where they would notify parents waiting for the bus that there is a problem? The school sends out an automated call to affected parents. Whether a parent receives that notification call while standing on the bus stop waiting for their child will depend on the telephone number that was provided to the district for such calls. If the number provided is the home number and a parent is on the bus stop, they will not get the call.

• Can someone check the system to see that it is working properly? If there is an individual issue, please contact Mr. Stucchio directly.
