REGULAR MEETING OF THE BOARD OF EDUCATION
HAUPPAUGE UNION FREE SCHOOL DISTRICT
TOWNS OF SMITHTOWN AND ISLIP, SUFFOLK COUNTY
NEW YORK, HELD AUGUST 14, 2012

Meeting called to order by President Richter at 6:10 p.m. DISTRICT GOALS AND
HIGH PRIORITY
OBJECTIVES 2012/13
Executive Session
Discussion: The board and central office staff continued the July 24th
discussion of district Goals and High Priority Objectives for the
2012/2013 school year. Topics included: data teams, Common Core
Standards, attendance and APPR, AIS, interdisciplinary efforts, public
relations and the district website.
At 7:30 p.m., a motion was made by Mrs. Mass seconded by Mrs.
Lesser to enter into Executive Session to discuss the employment
history of two particular employees. Motion carried 7-0
At 7:34 p.m., the Board returned to regular session.
The Board continued the discussion of district goals including:
Guidance Programs, Middle School Program, and High School
Resource Center.
At 7:37 p.m., a motion was made by Mrs. Todaro, seconded by Mrs.
Richter to go into executive session to discuss the employment history
of 4 employees. Motion carried 7-0.
Regular meeting reconvened at 8:10 p.m.
Welcome from President Richter
Adoption of Minutes July 10, 2012
Motion was made by Mrs. Lesser, seconded by Mrs. Hodosky to accept
the minutes of July 10, 2012. Motion carried 6-0 with 1 abstention
(Mrs. Macaluso)

Superintendent’s Update Mrs. Kriss mentioned the following in her update:
Mrs. Kriss spoke of the benefits of her recommendation that the board
change the current kindergarten entrance age birthdate from December
31st to December 1
st. Mrs. Kriss cited the benefits of more maturation
time, added benefits for preschool children who receive special
education services, and input from teaching staff as her primary reasons
for her recommendation.
For students who will be affected this school year, their parents will
have option to enter this school year or to wait.
Due to recent shifts in enrollment, the 2nd
grade at Bretton
Woods will add a new section lowering the class size from 25
students to 21 students. A lower enrollment of students in the
3rd
grade (now 69 students) at Pines will reduce the number of
sections needed from 4 to 3. Mrs. Kriss stated class size of 27
will not warrant adding another section at Forest Brook.
Calculating GPA and Class Rank – Mrs. Kriss expressed the
need to amend regulation of that policy, due to IB and other
issues to be discussed. Regarding Career and Technical
education –we will be addressing requests of parents and
students. We will be looking at courses and may be looking to
modify offerings.
State Education Department has notified the Superintendent that
all schools are in good standing and the Middle School has been
removed from SINI list (Schools in Need of Improvement).
We are awaiting feedback from the state on our recently
submitted APPR plan.
Increased vandalism/nuisance mischief has occurred at school
buildings. Graffiti at Pines and Forest Brook has caused the
district to incur added security costs for weekend coverage.
Hauppauge High School students from the Life Skills program
have been recognized and invited to give a presentation at the
upcoming New York State School Boards Association Annual
Convention in October.
State senators Flanagan and Zeldin found our district an
additional $85,000 in aid. Repairs to the Middle School track
are being considered as recommendation to board for
expenditure of these funds.

DISCUSSION: Mrs. Mass asked Mr. Stucchio for clarification on
Hold Harmless Agreements with the Towns of Islip and Smithtown.
Mrs. Mass asked for clarification of contract dates with Mineola and
Sachem. Mrs. Richter asked Mr. Stucchio for updates regarding
legislation in the area of purchasing and piggybacking certain
contracts.
Consent Agenda motion carried by a vote of 7-0.
Removed Item 9.2C
Curriculum and Instructional Appointments
BE IT RESOLVED, that upon recommendation of the Superintendent
of Schools, the following personnel actions report be accepted, as per
attached.
A motion was made by Mrs. Lesser, seconded by Mrs. Mass to approve item
9.2C. Motion carried by a vote of 6-0-1 (Mrs. Hodosky abstained)
ADOPTION OF 2012/13
GOALS AND HIGH
PRIORITY OBJECTIVES
BE IT RESOLVED, that upon recommendation of the Superintendent of
Schools, the following be approved:
A motion was made by Mrs. Hodosky, seconded by Mrs. Mass. Discussion
followed by Mrs. Mass to amend said objectives to include language as
stated below:
f. Utilize Middle School student performance data to formulate and

implement programmatic/curricular changes that enhance rigor and
better prepare students for a comprehensive high school experience.
A motion was made by Mrs. Mass, seconded by Mrs. Todaro to amend the
said objectives as stated above. Motion carried by a vote of 7-0.
Board Discussion:
Mrs. Mass expressed the need to utilize data to enhance rigor and
prepare students for high school. Mrs. Mass also expressed concerns
about state test performance grades and effects of APPR on teachers.
Students scoring in the 2 range may not get a full high school
experience because of AIS services that would be required. Mrs.
Kriss agreed that the amendment would be a positive addition to the
goals and reviewing the data may result in changes in programs. Both
Mrs. Kriss and Mrs. Mass agreed on the importance of focusing on all
students as a whole and not only those who score low.
Mrs. Kriss explained a stronger writing program that would be
research-based. Mrs. Kriss discussed goals for the school year.
Mrs. Richter recognized those in audience who have been newly appointed to
the district staff.
ENTRANCE AGE
POLICY #5140
BE IT RESOLVED, that upon recommendation of the Superintendent of
Schools, the following be approved:
Motion to waive 2nd
reading of Entrance Age policy and to adopt it made by
Mrs. Hodosky, seconded by Mrs. Macaluso.
Board Discussion:
Mrs. Richter raised several questions about provisions that would be
made for students who have attended kindergarten in another state.
The point was raised as to the need for a waiver for students who were
planning to attend this year who would not meet the cut-off birthdate
of the new policy.
Arrangements were said to have been made to contact parents of
students currently enrolled with a birthdate after December 1st and
give them the choice. If the board requires a waiver, it would be
presented at the next meeting.
Motion carried 7-0.
NYSSBA Resolution
WHEREAS, during the final days of the legislative session, a bill
(A.8291-A/S.5771-A) passed the legislature which would grant tenure
status seniority rights to non-competitive and labor classes when there
are school layoffs as well as when districts are able to rehire laid-off
employees.

And WHEREAS, this bill ties the hands of school districts in making
appropriate personnel decisions that best meet the educational needs of
its students.
And WHEREAS, school districts need flexibility to efficiently manage
their operations with limited resources.
And WHEREAS, this legislation undermines the collective bargaining
process by uniformly giving unions a significant benefit without school
districts receiving anything in return that could improve educational
programs and services for children.
And WHEREAS, this legislation imposes an onerous mandate on
school districts in direct contravention of efforts by the Mandate Relief
Council to reduce state unfunded mandates on school districts.
Therefore, be it RESOLVED that the Board of Education calls on
Governor Andrew Cuomo to veto this onerous and inappropriate
legislation.
Board Discussion:
Warren Richmond spoke regarding this resolution: Mr. Richmond
provided background regarding the implications such legislation
would place on school districts. It would place limits on schools
discretion as to who to lay off and bring back.
Mrs. Hodosky asked for clarification of terms civil service
agreements. Mr. Richmond added that the legislation doesn’t create
tenure but gives rights in the event of layoff - a seniority type.
A motion was made by Mrs. Hodosky, seconded by Mrs. Todaro.
Motion carried 7-0.

Mrs. Richter asked for volunteers for the necessary committees.

Board Discussion followed regarding item B:
NYS policy that states that the Board is to appoint a committee , but that
would not preclude other board members not on committee to attend
The board members suggested rescheduling the facilities inspections
required per Law 1708SS2 for August 30th when the committee would be
available
A motion was made by Mrs. Lesser, seconded by Mrs. Hodosky. Motion
carried 7-0
CORRESPONDENCE
The Board was in receipt of a letter from community member regarding
Entrance Age Policy #5140
DISCUSSION
MATTERS
A. Architect Interviews
Mrs. Kriss and Mr. Stucchio explained the requirement for school districts
to entertain bids every five years for an architect. Bids had gone out and
the Board was asked to set aside day for to interview architects.
Mrs. Mass asked questions about the firms that applied.
Mrs. Macaluso requested a copy of the RFP
NEW BUSINESS
Mrs. Hodosky, Chairperson for the Audit Committee, discussed the
selection process for a new volunteer community member
Mrs. Hodosky asked if Board would prefer the Committee’s
recommendation or if members would like to review all resumes.
Mrs. Richter, although not a member of the Audit Committee, asked to
review all resumes and to participate in selection process.
A motion was made by Mrs. Mass, seconded by Mrs. Lesser to allow Mrs.
Richter to attend and participate in Executive Session for the selection of the
community volunteer for the Audit Committee. Motion carried 7-0

A motion was made by Mrs. Hodosky, seconded by Mrs. Macaluso to
go into executive session at 9:46 p.m. to discuss: 4 matters pertaining
to the employment history of particular individuals; one matter leading
to the appointment of a particular individual; and 2 matters of litigation.
Motion carried 7-0.
