    TheFIAwillorganisetheFIAFormulaOneWorldChampionship(theChampionship)whichisthepropertyoftheFIAandcomprisestwotitlesofWorldChampion,onefordriversandoneforconstructors.ItconsistsoftheFormulaOneGrandPrixraceswhichareincludedintheFormulaOnecalendarandinrespectofwhichtheASNsandorganisershavesignedorganisationagreementsassetoutinThe2009ConcordeAgreement.Alltheparticipatingparties(FIA,ASNs,organisers,competitorsandcircuits)undertaketoapplyaswellasobservetherulesgoverningtheChampionshipandmustholdFIASuperLicenceswhichareissuedtodrivers,competitors,officials,organisersandcircuits.

    1) REGULATIONS1.1 ThefinaltextoftheseSportingRegulationsshallbetheEnglishversionwhichwillbeused

    shouldanydisputeariseastotheirinterpretation.HeadingsinthisdocumentareforeaseofreferenceonlyanddonotformpartoftheseSportingRegulations.TheseSportingRegulations

    willonly

    be

    amended

    in

    accordance

    with

    the

    provisions

    of

    The

    2009

    Concorde

    Agreement.

    1.2 TheseSportingRegulationswerepublishedonthedatewrittenbelowandshallapplyinaccordancewiththeprovisionsofThe2009ConcordeAgreement.

    2) GENERALUNDERTAKING2.1 Alldrivers,competitorsandofficialsparticipatingintheChampionshipundertake,onbehalfof

    themselves,theiremployees,agentsandsuppliers,toobservealltheprovisionsassupplementedoramendedoftheInternationalSportingCode(theCode),theFormulaOneTechnicalRegulations(theTechnicalRegulations)andthepresentSportingRegulationstogetherreferredtoastheRegulations.

    2.2 TheChampionshipandeachofitsEventsisgovernedbytheFIAinaccordancewiththeRegulations.EventmeansanyevententeredintotheFIAFormulaOneChampionshipCalendarfor

    any

    year

    commencing

    at

    the

    scheduled

    time

    for

    scrutineering

    and

    sporting

    checks

    and

    includingallpracticeandtheraceitselfandendingatthelaterofthetimeforthelodgingofaprotestunderthetermsoftheCodeandthetimewhenatechnicalorsportingcertificationhasbeencarriedoutunderthetermsoftheCode.

    2.3 AnyspecialnationalregulationsmustbesubmittedtotheFIAwiththeoriginalapplicationforinclusionofanEventontheinternationalcalendar.OnlywiththeapprovaloftheFIAcansuchspecialregulationscomeintoforceforanEvent.

    3) GENERALCONDITIONS3.1 Itisthecompetitor'sresponsibilitytoensurethatallpersonsconcernedbyhisentryobserve

    alltherequirementsoftheRegulations.IfacompetitorisunabletobepresentinpersonattheEventhemustnominatehisrepresentativeinwriting.Thepersonhavingchargeofanenteredcar

    during

    any

    part

    of

    an

    Event

    is

    responsible

    jointly

    and

    severally

    with

    the

    competitor

    for

    ensuringthattherequirementsareobserved.

    3.2 Competitorsmustensurethattheircarscomplywiththeconditionsofeligibilityandsafetythroughoutpracticeandtherace.

    3.3 Thepresentationofacarforscrutineeringwillbedeemedanimplicitstatementofconformity.

    3.4 Allpersonsconcernedinanywaywithanenteredcarorpresentinanyothercapacitywhatsoeverinthepaddock,pitlane,ortrackmustwearanappropriatepassatalltimes.

    4) LICENCES4.1 Alldrivers,competitorsandofficialsparticipatingintheChampionshipmustholdaFIASuper

    Licence.

    Applications

    for

    Super

    Licences

    must

    be

    made

    annually

    to

    the

    FIA

    through

    the

    applicant'sASN.

    5) CHAMPIONSHIPEVENTS5.1 EventsarereservedforFormulaOnecarsasdefinedintheTechnicalRegulations.

    5.2 EachEventwillhavethestatusofaninternationalrestrictedcompetition.

    5.3 Thedistanceofallraces,fromthestartsignalreferredtoinArticle38.9tothechequeredflag,shallbeequaltotheleastnumberofcompletelapswhichexceedadistanceof305km(Monaco260km).However,shouldtwohourselapsebeforethescheduledracedistanceiscompleted,theleaderwillbeshownthechequeredflagwhenhecrossesthecontrolline(theLine)attheendofthelapduringwhichthetwohourperiodended.

    However,shouldtheracebesuspended(seeArticle41)thelengthofthesuspensionwillbeaddedtothisperioduptoamaximumtotalracetimeoffourhours.

    5.4 ThemaximumnumberofEventsintheChampionshipis20,theminimumis8.

    5.5 ThefinallistofEventsispublishedbytheFIAbefore1Januaryeachyear.

    5.6 AnEventwhichiscancelledwithlessthanthreemonthswrittennoticetotheFIAwillnotbeconsideredforinclusioninthefollowingyear'sChampionshipunlesstheFIAjudgesthecancellationtohavebeenduetoforcemajeure.

    5.7 AnEventmaybecancellediffewerthan12carsareavailableforit.

    6) WORLDCHAMPIONSHIP6.1 TheFormulaOneWorldChampionshipdriver'stitlewillbeawardedtothedriverwhohas

    scoredthehighestnumberofpoints,takingintoconsiderationalltheresultsobtainedduringtheEventswhichhaveactuallytakenplace.

    6.2 ThetitleofFormulaOneWorldChampionConstructorwillbeawardedtothecompetitorwhichhasscoredthehighestnumberofpoints,resultsfrombothcars(seeArticle13.6)beingtaken

    into

    account.

    6.3 Aconstructoristheperson(includinganycorporateorunincorporatedbody)whichdesignstheListedPartssetoutinSchedule3toThe2009ConcordeAgreement.Themakeofanengineorchassisisthenameattributedtoitbyitsconstructor.

    TheobligationtodesignanduseListedPartsshallnotpreventaconstructorfromoutsourcingthedesignand/ormanufactureofanyListedPartstoathirdpartyinaccordancewiththeprovisionsofSchedule3toThe2009ConcordeAgreement.

    Ifthemakeofthechassisisnotthesameasthatoftheengine,thetitlewillbeawardedtotheformerwhichshallalwaysprecedethelatterinthenameofthecar.

    6.4 PointsforbothtitleswillbeawardedateachEventaccordingtothefollowingscale:

    2nd : 18points3rd : 15points4th : 12points5th : 10points6th : 8points7th : 6points8th : 4points9th : 2points10th : 1point

    6.5 IfaraceissuspendedunderArticle41,andcannotberesumed,nopointswillbeawardedifthe

    leader

    has

    completed

    less

    than

    two

    laps,

    half

    points

    will

    be

    awarded

    if

    the

    leader

    has

    completedmorethantwolapsbutlessthan75%oftheoriginalracedistanceandfullpointswillbeawardediftheleaderhascompleted75%ormoreoftheoriginalracedistance.

    6.6 Thedriversfinishingfirst,secondandthirdintheChampionshipmustbepresentattheannualFIAPrizeGivingceremony.

    7) DEADHEAT7.1 Prizesandpointsawardedforallthepositionsofcompetitorswhotie,willbeaddedtogether

    andsharedequally.

    7.2 Iftwoormoreconstructorsordriversfinishtheseasonwiththesamenumberofpoints,thehigherplaceintheChampionship(ineithercase)shallbeawardedto:

    a) Theholderofthegreatestnumberoffirstplaces.

    b) Ifthenumberoffirstplacesisthesame,theholderofthegreatestnumberofsecondplaces.

    c) Ifthenumberofsecondplacesisthesame,theholderofthegreatestnumberofthird

    placesand

    so

    on

    until

    awinner

    emerges.

    d) Ifthisprocedurefailstoproducearesult,theFIAwillnominatethewinneraccordingtosuchcriteriaasitthinksfit.

    8) PROMOTER8.1 AnapplicationtopromoteanEventmustbemadetotheASNofthecountryinwhichthe

    Eventistotakeplace,whichwillapplytotheFIA.Itmustbeaccompaniedbywrittenevidencethatthepromoterhasmadearrangementstosecuretheparticipationofcompetitors,whicharrangementsareconditionalonlyupontheFIAenteringtheEventontheChampionshipcalendar.

    9) ORGANISATIONOFEVENTS9.1

    An

    organiser

    is

    abody

    nominated

    by

    the

    ASN

    and

    appointed

    by

    the

    FIA.

    Upon

    deciding

    to

    grant

    anapplicationtoholdanEvent,theFIAwillinvitetherelevantASNtoorganiseitortonominateanorganiser.IftheASNisnotinapositiontodoso,theFIAmayitselfappointanorganiser.TheorganisermustbeacluborbodyacceptabletotheFIAandmustenterintoanorganisationagreementassetoutinThe2009ConcordeAgreementwhenitappliestoorganisetheEvent.

    9.2 EachorganisershallsupplytheinformationsetoutinAppendix1,partAheretototheFIAnolaterthan90daysbeforetheEvent.TheFIA,ifsatisfiedwithsuchinformation,shallcompletepartBandforwardbothpartstoallcompetitorsnolaterthan60daysbeforetheEvent.

    10) INSURANCE10.1 ThepromoterofanEventmustprocurethatallcompetitors,theirpersonnelanddriversare

    coveredby

    third

    party

    insurance

    in

    accordance

    with

    the

    FIA

    requirements.

    10.2 NinetydaysbeforetheEvent,thepromotermustsendtheFIAdetailsoftheriskscoveredbytheinsurancepolicywhichmustcomplywiththenationallawsinforceaswellastheFIArequirements.Sightofthepolicymustbeavailabletothecompetitorsondemand.

    10.3 ThirdpartyinsurancearrangedbythepromotershallbeinadditionandwithoutprejudicetoanypersonalinsurancepolicyheldbyacompetitororanyotherparticipantintheEvent.

    10.4 DriverstakingpartintheEventarenotthirdpartieswithrespecttooneanother.

    11) FIADELEGATES11.1 ForeachEventtheFIAwillnominatethefollowingdelegates:

    a)

    Safetydelegate.

    b) Medicaldelegate.

    c) Technicaldelegate.

    d) Pressdelegate.

    Andmaynominate:

    e) ArepresentativeofthePresidentoftheFIA.

    f) Anobserver.

    g) Asafetycardriver.

    h)

    A

    medical

    car

    driver.

    11.2 TheroleoftheFIAdelegatesistohelptheofficialsoftheEventintheirduties,toseewithintheirfieldsofcompetencethatalltheregulationsgoverningtheChampionshiparerespected,tomakeanycommentstheyjudgenecessaryandtodrawupanynecessaryreportsconcerningtheEvent.

    11.3

    Thetechnical

    delegate

    nominated

    by

    the

    FIA

    will

    be

    responsible

    for

    scrutineering

    and

    will

    have

    fullauthorityoverthenationalscrutineers.

    12) OFFICIALS12.1 FromamongholdersofanFIASuperLicencethefollowingofficialswillbenominatedbythe

    FIA:

    a) Threestewardsoneofwhomwillbeappointedchairman.

    b) Aracedirector.

    c) Apermanentstarter.

    12.2 FromamongholdersofanFIASuperLicencethefollowingofficialswillbenominatedbytheASNandtheirnamessenttotheFIAatthesametimeastheapplicationtoorganisetheEvent:

    a) OnestewardfromamongtheASNsnationals.

    b) Theclerkofthecourse.

    12.3 Theclerkofthecourseshallworkinpermanentconsultationwiththeracedirector.Theracedirectorshallhaveoverridingauthorityinthefollowingmattersandtheclerkofthecoursemaygiveordersinrespectofthemonlywithhisexpressagreement:

    a) Thecontrolofpracticeandtherace,adherencetothetimetableand,ifhedeemsitnecessary,themakingofanyproposaltothestewardstomodifythetimetableinaccordancewiththeCodeorSportingRegulations.

    b) ThestoppingofanycarinaccordancewiththeCodeorSportingRegulations.

    c)

    Thestopping

    of

    practice

    or

    suspension

    of

    the

    race

    in

    accordance

    with

    the

    Sporting

    Regulationsifhedeemsitunsafetocontinueandensuringthatthecorrectrestartprocedureiscarriedout.

    d) Thestartingprocedure.

    e) Theuseofthesafetycar.

    12.4 Theracedirector,theclerkofthecourseandthetechnicaldelegatemustbepresentattheEventfrom10.00onthedayofinitialscrutineeringandthestewardsfrom15.00onthesameday.

    12.5 Theracedirectormustbeinradiocontactwiththeclerkofthecourseandthechairmanofthestewardsatalltimeswhencarsarepermittedtorunonthetrack.Additionally,theclerkofthe

    course

    must

    be

    in

    race

    control

    and

    in

    radio

    contact

    with

    all

    marshal's

    posts

    during

    these

    times.

    13) COMPETITORSAPPLICATIONS13.1 ApplicationstocompeteintheChampionshipmaybesubmittedtotheFIAduringtheperiod

    30Juneto15JulyinclusiveoftheyearpriortotheyeartowhichtheapplicationrelatesonanentryformassetoutinAppendix2heretoaccompaniedbyanundertakingtopaytheentryfeeof309,000(threehundredandninethousandEuros)(asmaybeamendedinaccordancewithThe2009ConcordeAgreement)totheFIAnolaterthan1Novemberoftheyearpriortotheyeartowhichtheapplicationrelates.ApplicationsatothertimeswillonlybeconsideredifaplaceisavailableandonpaymentofalateentryfeetobefixedbytheFIA.EntryformswillbemadeavailablebytheFIAwhowillnotifytheapplicantoftheresultoftheapplicationwithinthirtydaysofitsreceipt.

    SuccessfulapplicantsareautomaticallyenteredinallEventsoftheChampionshipandwillbetheonlycompetitorsatEvents.

    13.2 Applicationsshallinclude:

    a) ConfirmationthattheapplicanthasreadandunderstoodtheRegulationsandagrees,on

    itsown

    behalf

    and

    on

    behalf

    of

    everyone

    associated

    with

    its

    participation

    in

    the

    Championship,toobservethem.

    b) Thenameoftheteam(whichmustincludethenameofthechassis).

    c) Themakeofthecompetingcar.

    d) Themakeoftheengine.

    e) Thenamesofthedrivers.AdrivermaybenominatedsubsequenttotheapplicationuponpaymentofafeefixedbytheFIA.

    f) AnundertakingbytheapplicanttoparticipateineveryEventwiththenumberofcarsanddriversentered.

    13.3

    Acompetitor

    may

    change

    the

    make

    of

    engine

    at

    any

    time

    during

    the

    Championship.

    All

    points

    scoredwithanengineofdifferentmaketothatwhichwasfirstenteredintheChampionshipmaycount(andwillbeaggregated)fortheassessmentofacommercialbenefit,howeversuchpointswillnotcounttowards(norbeaggregatedfor)theFIAFormulaOneConstructorsChampionship.AmajorcarmanufacturermaynotdirectlyorindirectlysupplyenginesformorethanthreeteamsoftwocarseachwithouttheconsentoftheFIA.ForthepurposesofthisArticle13.3,amajorcarmanufacturerisacompanywhosesharesarequotedonarecognisedstockexchangeorthesubsidiaryofsuchacompany.

    13.4 WiththeexceptionofthosewhosecarshavescoredpointsintheChampionshipofthepreviousyear,applicantsmustsupplyinformationaboutthesizeoftheircompany,theirfinancialpositionandtheirabilitytomeettheirprescribedobligations.

    13.5 AllapplicationswillbestudiedbytheFIAandacceptedorrejected,subjecttotheprovisionsofThe

    2009

    Concorde

    Agreement.

    The

    FIA

    will

    publish

    the

    list

    of

    cars

    and

    drivers

    accepted

    togetherwiththeirracenumbersonorbefore30Novemberoftheyearpriortotheyeartowhichtheapplicationsrelate,havingfirstnotifiedunsuccessfulapplicantsassetoutinArticle13.1.Outoftimeapplicationswillbeconsideredseparately.

    13.6 Nomorethan26carswillbeadmittedtotheChampionship,twobeingenteredbyeachcompetitor.

    13.7 IfintheopinionoftheF1CommissionacompetitorfailstooperatehisteaminamannercompatiblewiththestandardsoftheChampionshiporinanywaybringstheChampionshipintodisrepute,theFIAmayexcludesuchcompetitorfromtheChampionshipforthwith.

    14) PASSES14.1

    No

    pass

    may

    be

    issued

    or

    used

    other

    than

    with

    the

    agreement

    of

    the

    FIA.

    A

    pass

    may

    be

    used

    onlybythepersonandforthepurposeforwhichitwasissued.

    15) INSTRUCTIONSANDCOMMUNICATIONSTOCOMPETITORS15.1 Thestewardsorracedirectormaygiveinstructionstocompetitorsbymeansofspecial

    circularsinaccordancewiththeCode.Thesecircularswillbedistributedtoallcompetitorswhomustacknowledgereceipt.

    15.2 Allclassificationsandresultsofpracticeandtherace,aswellasalldecisionsissuedbytheofficials,willbepostedontheofficialnoticeboard.

    15.3 Anydecisionorcommunicationconcerningaparticularcompetitorshouldbegiventohimwithintwentyfiveminutesofsuchdecision,andreceiptmustbeacknowledged.

    16) INCIDENTS16.1 "Incident"meansanyoccurrenceorseriesofoccurrencesinvolvingoneormoredrivers,orany

    actionbyanydriver,whichisreportedtothestewardsbytheracedirector(ornotedbythestewardsandsubsequentlyinvestigated)which:

    a)

    Necessitatedthe

    suspension

    of

    arace

    under

    Article

    41.

    b) ConstitutedabreachoftheseSportingRegulationsortheCode.

    c) Causedafalsestartbyoneormorecars.

    d) Causedacollision.

    e) Forcedadriveroffthetrack.

    f) Illegitimatelypreventedalegitimateovertakingmanoeuvrebyadriver.

    g) Illegitimatelyimpededanotherdriverduringovertaking.

    Unlessitwascompletelyclearthatadriverwasinbreachofanyoftheabove,anyincidentsinvolvingmorethanonecarwillnormallybeinvestigatedaftertherace.

    16.2 a) Itshallbeatthediscretionofthestewardstodecide,uponareportorarequestbytheracedirector,ifadriverordriversinvolvedinanincidentshallbepenalised.

    b) Ifanincidentisunderinvestigationbythestewardsamessageinformingallteamswhichdriverordriversareinvolvedwillbedisplayedonthetimingmonitors.

    Providedthatsuchamessageisdisplayednolaterthanfiveminutesaftertheracehasfinishedthedriverordriversconcernedmaynotleavethecircuitwithouttheconsentofthestewards.

    16.3 ThestewardsmayimposeanyoneofthepenaltiesbelowonanydriverinvolvedinanIncident:

    a) Adrivethroughpenalty.Thedrivermustenterthepitlaneandrejointheracewithoutstopping.

    b) Atensecondtimepenalty.Thedrivermustenterthepitlane,stopathispitforatleasttensecondsandthenrejointherace.

    Ifeitherofthetwopenaltiesaboveareimposedduringthelastfivelaps,oraftertheendofarace,Article16.4b)belowwillnotapplyand20secondswillbeaddedtotheelapsedracetimeofthedriverconcernedinthecaseofa)aboveand30secondsinthecaseofb).

    c) Atimepenalty.

    d) Areprimand.

    Ifanyofthefourpenaltiesaboveareimposedtheyshallnotbesubjecttoappeal.

    e) AdropofanynumberofgridpositionsatthedriversnextEvent.

    f) Exclusionfromtheresults.

    g) SuspensionfromthedriversnextEvent.

    16.4 ShouldthestewardsdecidetoimposeeitherofthepenaltiesunderArticle16.3a)orb),thefollowingprocedurewillbefollowed:

    a) Thestewardswillgivewrittennotificationofthepenaltywhichhasbeenimposedtothecompetitorconcernedandwillensurethatthisinformationisalsodisplayedonthetimingmonitors.

    b) FromthetimethestewardsdecisionisnotifiedonthetimingmonitorstherelevantdrivermaycrosstheLineonthetracknomorethantwicebeforeenteringthepitlaneand,inthecaseofapenaltyunderArticle16.3b),proceedingtohisgaragewhereheshallremainfortheperiodofthetimepenalty.

    However,unless

    the

    driver

    was

    already

    in

    the

    pit

    entry

    for

    the

    purpose

    of

    serving

    his

    penalty,hemaynotcarryoutthepenaltyafterthesafetycarhasbeendeployed.ThenumberoftimesthedrivercrossestheLinebehindthesafetycarwillbeaddedtothemaximumnumberoftimeshemaycrosstheLineonthetrack.

    17) PROTESTSANDAPPEALS17.1 ProtestsshallbemadeinaccordancewiththeCodeandaccompaniedbyafeeof2000.

    17.2 Appealsmaynotbemadeagainstdecisionconcerningthefollowing:

    a) PenaltiesimposedunderArticles16.3a),b)c)ord),includingthoseimposedduringthelastfivelapsoraftertheendofarace.

    b) AnydropofgridpositionsimposedunderArticle28.

    c) AnypenaltyimposedunderArticle31.6.

    d) AnydecisiontakenbythestewardsinrelationtoArticle36.1.

    e) AnypenaltyimposedunderArticles38.4or42.3.

    18) SANCTIONS18.1 ThestewardsmayinflictthepenaltiesspecificallysetoutintheseSportingRegulationsin

    additiontoorinsteadofanyotherpenaltiesavailabletothemundertheCode.

    18.2 AnydriverwhoreceivesthreereprimandsinthesameChampionshipseasonwill,upontheimpositionofthethird,begivenatengridplacepenaltyatthatEvent.IfthethirdreprimandisimposedfollowinganIncidentduringaracethetengridplacepenaltywillbeappliedatthedriversnextEvent.

    Thetengridplacepenaltywillonlybeimposedifatleasttwoofthereprimandswereimposedforadrivinginfringement.

    19) CHANGESOFDRIVER19.1

    a)

    During

    each

    team

    will

    be

    permitted

    to

    use

    four

    drivers.

    Changes

    may

    be

    made

    atanytimebeforethestartofthequalifyingpracticesessionprovidedanychangeproposedafter16.00onthedayofscrutineeringreceivestheconsentofthestewards.

    b) InadditiontotheaboveeachteamwillbepermittedtorunadditionaldriversduringP1andP2provided:

    i) Thestewardsareinformedwhichcarsanddriverseachteamintendstouseineachsessionbeforetheendofinitialscrutineering,changesafterthistimemayonlybemadewiththeconsentofthestewards.

    20) DRIVING20.1 Thedrivermustdrivethecaraloneandunaided.

    20.2 Driversmustusethetrackatalltimes.Fortheavoidanceofdoubtthewhitelinesdefiningthetrackedgesareconsideredtobepartofthetrackbutthekerbsarenot.

    Adriverwillbejudgedtohaveleftthetrackifnopartofthecarremainsincontactwiththe

    track.

    Shouldacarleavethetrackthedrivermayrejoin,however,thismayonlybedonewhenitissafetodosoandwithoutgaininganyadvantage.

    Adrivermaynotdeliberatelyleavethetrackwithoutjustifiablereason.

    20.3 Morethanonechangeofdirectiontodefendapositionisnotpermitted.Anydrivermovingbacktowardstheracingline,havingearlierdefendedhispositionoffline,shouldleaveatleastonecarwidthbetweenhisowncarandtheedgeofthetrackontheapproachtothecorner.

    20.4 Manoeuvresliabletohinderotherdrivers,suchasdeliberatecrowdingofacarbeyondtheedgeofthetrackoranyotherabnormalchangeofdirection,arenotpermitted.

    20.5 Assoonasacariscaughtbyanothercarwhichisabouttolapitduringtheracethedriver

    mustallow

    the

    faster

    driver

    past

    at

    the

    first

    available

    opportunity.

    If

    the

    driver

    who

    has

    been

    caughtdoesnotallowthefasterdriverpast,wavedblueflagswillbeshowntoindicatethathemustallowthefollowingdrivertoovertake.

    21) CARLIVERY21.1 TheprovisionsoftheCoderelatingtonationalcoloursshallnotapplytotheChampionship.

    BothcarsenteredbyacompetitormustbepresentedinsubstantiallythesameliveryateachEvent,anychangetothisliveryduringaChampionshipseasonmayonlybemadewiththeagreementoftheFormulaOneCommission.

    Inorderthatthecarsofeachteammaybeeasilydistinguishedfromoneanotherwhilsttheyareonthetrack,theonboardcameraslocatedabovetheprinciplerollstructureofthefirstcar

    must

    be

    predominantly

    fluorescent

    red

    and

    the

    second

    car

    fluorescent

    yellow.

    21.2 Eachcarwillcarrytheracenumberofitsdriver(orhisreplacement)aspublishedbytheFIAatthebeginningoftheseason.Thisnumbermustbeclearlyvisiblefromthefrontofthecar.

    21.3 Thenameortheemblemofthemakeofthecarmustappearonthefrontofthenoseofthecarandineithercasebeatleast25mminitslargestdimension.Thenameofthedrivermustappearontheexternalbodyworkandbeclearlylegible.

    22) TRACKANDWINDTUNNELTESTING22.1 TracktestingshallbeconsideredanytrackrunningtimenotpartofanEventundertakenbya

    competitorenteredintheChampionship,usingcarswhichconformsubstantiallywiththecurrentFormulaOneTechnicalRegulationsinadditiontothosefromthepreviousorsubsequentyear,withtheexceptionofpromotionaleventscarriedoutusingtyresprovided

    22.5 DuringalltracktestingcarsmustbefittedwiththeFIAECUrequiredbyArticle8.2oftheFIAFormulaOneTechnicalRegulations.However,FIAapprovedsoftwareneednotbeinstalledintheFIAECUwhenaerodynamictestingisbeingcarriedoutinaccordancewith22.4(c)(iii)above.

    22.6 NotracktestingispermittedatsiteswhicharenotcurrentlyapprovedforusebyFormula1cars.Inordertoensurethatvenuelicenceconditionsarerespectedatalltimesduringtracktesting,competitorsarerequiredtoinformtheFIAoftheirtestscheduleinorderthatanobservermaybeappointedifdeemednecessary.

    22.9 Withtheexceptionofthefullscaletestingpermittedin22.4(c)(iii)above,nowindtunneltestingmaybecarriedoutusingascalemodelwhichisgreaterthan60%offullsize.

    22.10 Nowindtunneltestingmaybecarriedoutataspeedexceeding50metres/second.

    23) PITENTRY,PITLANEANDPITEXIT23.1 Thesectionoftrackbetweenthefirstsafetycarlineandthebeginningofthepitlanewillbe

    designatedthepitentry.

    23.2 Thesectionoftrackbetweentheendofthepitlaneandthesecondsafetycarlinewillbedesignatedthepitexit.

    23.3 Thepitlanewillbedividedintotwolanes,thelaneclosesttothepitwallwillbedesignatedthe"fastlane"andmaybenomorethan3.5metreswide,thelaneclosesttothegarageswillbedesignatedthe"innerlane".

    OtherthanwhencarsareattheendofthepitlaneunderArticles38.2and41.5,theinnerlaneistheonlyareawhereanyworkcanbecarriedoutonacar.However,noworkmaybecarriedoutinthefastlaneifitislikelytohinderothercarsattemptingtoleavethepitlane.

    23.4 TheFIAwillallocategaragesandanareainthepitlaneonastrictlyequalbasiswhereeachteammayworkand,withineachofthesedesignatedgarageareas,onepositionwherepit

    24.5 Anycarwhich,afterbeingpassedbythescrutineers,isdismantledormodifiedinawaywhichmightaffectitssafetyorcallintoquestionitseligibility,orwhichisinvolvedinanaccidentwithsimilarconsequences,mustberepresentedforscrutineeringapproval.

    Anysuchrescrutineeringmayonlytakeplacewiththeconsentofthestewards(followingawrittenrequestfromacompetitor)andwillbecarriedoutthenextmorning.

    24.6 Theracedirectorortheclerkofthecoursemayrequirethatanycarinvolvedinanaccidentbe

    checked.

    24.7 Checksandscrutineeringshallbecarriedoutbydulyappointedofficialswhoshallalsoberesponsiblefortheoperationoftheparcfermandwhoaloneareauthorisedtogiveinstructionstothecompetitors.

    24.8 ThestewardswillpublishthefindingsofthescrutineerseachtimecarsarecheckedduringtheEvent.TheseresultswillnotincludeanyspecificfigureexceptwhenacarisfoundtobeinbreachoftheTechnicalRegulations.

    25) SUPPLYOFTYRESINTHECHAMPIONSHIPANDTYRELIMITATIONDURINGTHEEVENT25.1 Supplyoftyres:

    AsingletyremanufacturerhasbeenchosenbytheFIAforthe2011,2012and2013seasonsfollowinganinvitationfortenderstosupplytyrestoallthecarsenteredinChampionshipEventsforthedurationoftheseseasons.AsingletyremanufacturerwillbechosenbytheFIAforsubsequentseasonsfollowinganinvitationfortenderstosupplytyrestoallthecarsenteredinChampionshipEventsforthedurationofsuchsubsequentseasons.

    Theappointedtyresuppliermustundertaketoprovide:

    a) TwospecificationsofdryweathertyreateachEvent,eachofwhichmustbeofonehomogenouscompoundandvisiblydistinguishablefromoneanotherwhenacarisonthetrack.AtcertainEventsoneadditionalspecificationofdryweathertyremaybemadeavailabletoallteamsforevaluationpurposesfollowingarecommendationtotheFIAfromtheappointedtyresupplier.TeamswillbeinformedaboutsuchanadditionalspecificationatleastoneweekbeforethestartoftherelevantEvent.

    b) OnespecificationofintermediatetyreateachEventwhichmustbeofonehomogenouscompound.

    c) OnespecificationofwetweathertyreateachEventwhichmustbeofonehomogenouscompound.

    25.2 QuantityoftyresduringanEvent:

    a) Exceptunderd)below,nodrivermayusemorethanelevensetsofdryweathertyres,sixofprimespecificationandfiveofoptionspecification.

    b) Exceptundere)below,nodrivermayusemorethanfoursetsofintermediatetyresandthreesetsofwetweathertyres.

    c) Asetoftyreswillbedeemedtocomprisetwofrontandtworeartyresallofwhichmustbeofthesamespecification.

    d) FollowingarecommendationtotheFIAfromtheappointedtyresupplier,oneadditionalsetofeitherprimeoroptionspecificationtyresmaybemadeavailabletoalldrivers.TeamswillbeinformedaboutsuchanadditionalsetatleastoneweekbeforethestartoftherelevantEvent.

    e) IfeitherP1orP2aredeclaredwetoneadditionalsetofintermediatetyreswillbemadeavailabletoalldrivers.ThissetoftyresmustbereturnedtothetyresupplierbeforethestartofP3.

    25.3 Controloftyres:

    e) AtthestartoftheraceeachcarwhichtookpartinQ3mustbefittedwiththetyreswithwhichthedriversethisgridtime.Thiswillonlybenecessaryifdryweathertyreswereusedtosetthegridtimeandifdryweatherareusedatthestartoftherace.

    Anysuch

    FIA

    27.3 AllcarsmustbefittedwithacarpositioningsystemwhichhasbeenmanufacturedbytheFIAdesignatedsuppliertoaspecificationdeterminedbytheFIA.Nootherpartswhich,intheopinionoftheFIAarecapableofperformingasimilarfunction,maybefittedtoanycar.

    27.4 DuringtheentireEvent,noscreen,coverorotherobstructionwhichinanywayobscuresany

    will

    be

    allowed

    at

    any

    time

    in

    the

    paddock,

    garages,

    pit

    lane

    or

    grid,

    unless

    it

    is

    28.2 AnydriverwhodecidestouseanothercarorwhosecarhasachangeofsurvivalcellfollowingthequalifyingpracticesessionmuststarttheracefromthepitlanefollowingtheproceduresdetailedinArticle38.2.Underthesecircumstances:

    a) ThecarconcernedwillnothavetocomplywiththerequirementsofArticle34.

    b) Thecarwillbepermittedtocarryoutonereconnaissancelapwhenthepitlaneisopenedfortherace.

    28.3 Nochangeofcarispermittedafterthestartoftherace.

    Achangeofcarwillbedeemedtohavetakenplaceonceadriverisseatedinhisnewcarandsuchchangemayonlytakeplaceintheteamsdesignatedgaragearea.

    28.4

    Anenginewillbedeemedtohavebeenusedoncethecarstimingtransponderhasshownthatithasleftthepitlane.

    b) IfadriverisreplacedatanytimeduringtheChampionshipseasonhisreplacementwillbedeemedtobetheoriginaldriverforthepurposesofassessingengineusage.

    c) AfterconsultationwiththerelevantenginesuppliertheFIAwillattachsealstoeachenginepriortoitbeingusedforthefirsttimeatanEventinordertoensurethatnosignificant

    moving

    parts

    can

    be

    rebuilt

    or

    replaced.

    Withintwohoursoftheendofthepostraceparcfermexhaustblankingplates(withone10mmdiameterinspectionholepercylinder)andfurthersealswillbeappliedtoallusedenginesinordertoensurethattheseenginescannotberunbetweenEvents.

    UponrequesttotheFIAtheseadditionalsealswillberemovedafterthestartofinitialscrutineeringatthenextEventatwhichtheenginesarerequired.AllsuchenginesmustremainwithintheteamsdesignatedgarageareawhennotfittedtoacarandmaynotbestartedatanytimeduringanEventotherthanwhenfittedtoacareligibletoparticipateintheEvent.

    d) IfanyoftheFIAsealsaredamagedorremovedfromanengineafterithasbeenusedfor

    the

    first

    time

    that

    engine

    may

    not

    be

    used

    again

    unless

    they

    were

    removed

    under

    FIA

    supervision.

    e) IfanengineischangedinaccordancewithArticle34.1theenginewhichwasreplacedmaynotbeusedduringanyfuturequalifyingsessionorracewiththeexceptionofthelastEventoftheChampionship.

    d) AteachEventsealsmaybebrokenonce,undersupervisionandatanytimepriortotheseconddayofpractice,forthesolepurposeofchanginggearratiosanddogrings(excludingfinaldrivesorreductiongears).CompetitorsmustinformtheFIAtechnicaldelegatewhichratiostheyintendtofitnolaterthantwohoursaftertheendofP2.However,

    Driverstaking

    30.12 Aspeedlimitof60km/hwillbeimposedinthepitlaneduringallfreepracticesessions,thiswillberaisedto100km/hfortheremainderoftheEvent.However,thislimitmaybeamendedbythestewardsfollowingarecommendationfromtheFIAF1safetydelegate.

    Exceptintherace,anydriverwhoexceedsthelimitwillbefined200foreachkm/habovethelimit(thismaybeincreasedinthecaseofasecondoffenceinthesameEvent).Duringtherace,thestewardsmayimposeeitherofthepenaltiesunderArticle16.3a)orb)onanydriverwhoexceedsthelimit.

    31.6 IntheeventofadrivinginfringementduringanypracticesessiontheStewardsmaydropthedriversuchnumberofgridpositionsastheyconsiderappropriate.Unlessitiscompletelyclearthatadrivercommittedadrivinginfringementanysuchincidentwillnormallybeinvestigatedaftertherelevantsession.

    31.9 Theclerkofthecoursemayinterruptpracticeasoftenandforaslongashethinksnecessarytoclearthetrackortoallowtherecoveryofacar.However,onlyduringqualifyingpracticewillthesessionbeextendedasaresult.

    Shouldoneormoresessionsbethusinterrupted,noprotestcanbeacceptedastothepossibleeffectsoftheinterruptiononthequalificationofdriversadmittedtostart.

    AnyworknotlistedabovemayonlybeundertakenwiththeapprovaloftheFIAtechnicaldelegatefollowingawrittenrequestfromtheteamconcerned.Itmustbeclearthatanyreplacementpartateamwishestofitissimilarinmass,inertiaandfunctiontotheoriginal.AnypartsremovedwillberetainedbytheFIA.

    34.3 Withinthreeandahalfhoursoftheendofthequalifyingpracticesessionallcarsusedduringthesession(orwhichwereintendedforusebutfailedtoleavethepitlane)mustbecoveredandreadyforFIAsealstobeappliedinordertoensurethattheyremainsecureuntilthe

    followingday.

    purposes

    this

    deadline

    may

    be

    extended

    for

    34.4 Fivehoursbeforethestartoftheformationlapthesealsandcoversmayberemovedbutthecarswillremainunderparcfermconditionsuntilthestartoftherace.

    34.5 IfacompetitormodifiesanypartonthecarormakeschangestothesetupofthesuspensionwhilstthecarisbeingheldunderparcfermconditionstherelevantdrivermuststarttheracefromthepitlaneandfollowtheprocedureslaidoutinArticle38.2.

    Onadaysuitabletothepromotersschedulealldriversmustbeavailableforautograph

    teams

    FIA

    35.3 SecondDayofPractice:

    AlldriverseliminatedinQ1orQ2mustmakethemselvesavailableformediainterviewsimmediatelyaftertheendofeachsession.Inaddition,alldriverswhoparticipatedinQ3,andwhoarenotrequiredtotakepartinthepostqualifyingpressconference,mustmakethemselvesavailableformediainterviewsimmediatelyafterQ3.

    Anycarwhichdoesnotcompleteareconnaissancelapandreachthegridunderitsownpower

    38.2 17minutesbeforethestartoftheformationlap,awarningsignalwillbegivenindicatingthattheendofthepitlanewillbeclosedintwominutes.

    15minutesbeforethestartoftheformationlaptheendofthepitlanewillbeclosedandasecondwarningsignalwillbegiven.Anycarwhichisstillinthepitlanecanstartfromtheendofthepitlaneprovideditgotthereunderitsownpower.Ifmorethanonecarisaffectedtheymustlineupintheorderinwhichtheyqualified.However,anycarreachingtheendofthepitlaneafterthefiveminutesignalmuststartbehindanycaralreadyatthepitexit.

    Allsuchcarsmaythenjointheraceoncethewholefieldhaspassedtheendofthepitlaneforthefirsttimeafterthestart.

    38.3 Theapproachofthestartwillbeannouncedbysignalsshowntenminutes,fiveminutes,threeminutes,

    one

    minute

    and

    fifteen

    seconds

    before

    the

    start

    of

    the

    formation

    lap,

    each

    of

    which

    willbeaccompaniedbyanaudiblewarning.

    Whenthetenminutesignalisshown,everybodyexceptdrivers,officialsandteamtechnicalstaffmustleavethegrid.

    38.4 Whenthethreeminutesignalisshownallcarsonthegridmusthavetheirwheelsfitted,afterthissignalwheelsmayonlyberemovedinthepitlane,oronthegridduringaracesuspension.

    ApenaltyunderArticle16.3(b)willbeimposedonanydriverwhosecardidnothaveallitswheelsfullyfittedatthethreeminutesignal.

    38.5 Whentheoneminutesignalisshown,enginesshouldbestartedandallteampersonnelmustleavethegridbythetimethe15secondsignalisgiventakingallequipmentwiththem.Ifany

    38.7

    Duringthe

    formation

    lap

    practice

    starts

    are

    forbidden

    and

    the

    formation

    must

    be

    kept

    as

    tight

    aspossible.

    38.8 Overtakingduringtheformationlapisonlypermittedifacarisdelayedandcarsbehindcannotavoidpassingitwithoutundulydelayingtheremainderofthefield.Inthiscase,driversmayonlyovertaketoreestablishtheoriginalstartingorder.Anydriverdelayedinthisway,andwhoisunabletoreestablishtheoriginalstartingorderbeforehereachesthefirstsafetycarline,mustenterthepitlaneandstartfromtheendofthepitlaneasspecifiedinArticle38.2.

    38.9 Whenthecarscomebacktothegridattheendoftheformationlap,theywillstopontheirrespectivegridpositions,keepingtheirenginesrunning.

    Therewillbeastandingstart,thesignalbeinggivenbymeansoflightsactivatedbythepermanentstarter.

    Onceall

    the

    cars

    have

    come

    to

    ahalt

    the

    five

    second

    light

    will

    appear

    followed

    by

    the

    four,

    three,twoandonesecondlights.Atanytimeaftertheonesecondlightappears,theracewillbestartedbyextinguishingallredlights.

    38.10 UnlessspecificallyauthorisedbytheFIAsafetydelegate,duringthestartofaracethepitwallmustbekeptfreeofallpersonswiththeexceptionoftwopeoplefromeachteam,officialsandfiremarshals.

    38.11 If,afterreturningtothestartinggridattheendoftheformationlapaproblemarises,thefollowingproceduresshallapply:

    a) Ifacardevelopsaproblemthatcouldendangerthestartthedrivermustimmediatelyraisehishandsabovehisheadandthemarshalresponsibleforthatrowmustimmediatelywaveayellowflag.Iftheracedirectordecidesthestartshouldbedelayedthe

    Whenleavingthegridtocompletetheextraformationlapalldriversmustrespectthepitlanespeedlimituntiltheypasspoleposition.

    Theteammaythenattempttorectifytheproblemand,ifsuccessful,thecarmaythenstartfromtheendofthepitlane.Shouldtherebemorethanonecarinvolvedtheirstartingorderwillbedeterminedbytheorderinwhichtheyreachedtheendofthepitlane.

    Every

    lap.

    b) Ifanyotherproblemarises,andiftheracedirectordecidesthestartshouldbedelayed,thefollowingproceduresshallapply:

    i) Iftheracehasnotbeenstarted,theabortlightswillbeswitchedon,aboardsayingDELAYEDSTARTwillbedisplayed,allengineswillbestoppedandthenewformationlapwillstartfiveminuteslaterwiththeracedistancereducedbyonelap.Thenextsignalwillbethethreeminutesignal.

    Tyrechangingonthegridisnotpermittedduringsuchadelay.

    Everytimethishappenstheracewillbeshortenedbyonelap.

    not

    attempt

    to

    start

    the

    car.

    iv) Oncethecarisinthepitlanehismechanicsmayattempttostartit,ifsuccessfulthedrivermayrejointherace.Thedriverandmechanicsmustfollowtheinstructionsofthetrackmarshalsatalltimesduringsuchaprocedure.

    38.12 ShouldArticle38.11apply,theracewillneverthelesscountfortheChampionshipnomatterhowoftentheprocedureisrepeated,orhowmuchtheraceisshortenedasaresult.

    38.13 EitherofthepenaltiesunderArticles16.3a)orb)willbeimposedforafalsestartjudgedusinganFIAsuppliedtransponderwhichmustbefittedtothecarasspecified.

    38.14 Onlyinthefollowingcaseswillanyvariationinthestartprocedurebeallowed:

    a) Ifitstartstorainafterthefiveminutesignalbutbeforetheraceisstartedand,intheopinionoftheracedirectorteamsshouldbegiventheopportunitytochangetyres,theabort

    lights

    will

    be

    shown

    on

    the

    Line

    and

    the

    starting

    procedure

    will

    begin

    again

    at

    the

    tenminutepoint.

    b) Ifthestartoftheraceisimminentand,intheopinionoftheracedirector,thevolumeofwateronthetrackissuchthatitcannotbenegotiatedsafelyevenonwetweathertyres,theabortlightswillbeshownontheLineandinformationconcerningthelikelydelaywillbedisplayedonthetimingmonitors.Oncethestarttimeisknownatleasttenminuteswarningwillbegiven.

    c) Iftheraceisstartedbehindthesafetycar,Article40.16willapply.

    38.15 Thestewardsmayuseanyvideoorelectronicmeanstoassisttheminreachingadecision.Thestewardsmayoverrulejudgesoffact.AbreachoftheprovisionsoftheCodeortheseSportingRegulationsrelatingtothestartingprocedure,mayresultintheexclusionofthecaranddriverconcerned

    the

    Event.

    39) THERACE39.1 Duringtherace,driversleavingthepitlanemayonlydosowhenthelightattheendofthepit

    laneisgreenandontheirownresponsibility.Amarshalwithablueflagand/oraflashingbluelight,willalsowarnthedriverifcarsareapproachingonthetrack.

    40) SAFETYCAR40.1 TheFIAsafetycarwillbedrivenbyanFIAappointeddriverandwillcarryanFIAobserver

    capableofrecognisingallthecompetingcarswhoisinpermanentradiocontactwithracecontrol.

    40.4 Whentheorderisgiventodeploythesafetycarthemessage"SAFETYCARDEPLOYED"willbedisplayedonthetimingmonitorsandallmarshal'spostswilldisplaywavedyellowflagsand"SC"boardsforthedurationoftheintervention.

    40.6 Thesafetycarwilljointhetrackwithitsorangelightsilluminatedandwilldosoregardlessofwheretheraceleaderis.

    reduce

    speed

    and

    form

    up

    in

    line

    behind

    the

    safety

    car

    no

    more

    than

    tencarlengthsapart.Inordertoensurethatdriversreducespeedsufficiently,fromthetimeatwhichtheSAFETYCARDEPLOYEDmessageisshownonthetimingmonitorsuntilthetimethateachcarcrossesthefirstsafetycarlineforthesecondtime,driversmuststayabovetheminimumtimesetbytheFIAECU.

    40.8 Withtheexceptionsofthecaseslistedundera)toh)below,nodrivermayovertakeanothercaronthetrack,includingthesafetycar,untilhepassesthefirstsafetycarlineforthefirsttimewhenthesafetycarisreturningtothepits.However,ifthesafetycarisstilldeployedatthebeginningofthelastlap,orisdeployedduringthelastlap,Article40.15willapply.

    Theexceptionsare:

    a) Ifadriverissignalledtodosofromthesafetycar.

    b) Under40.13or40.16below.

    c) Whenenteringthepitsadrivermaypassanothercarremainingonthetrack,includingthesafetycar,afterhehasreachedthefirstsafetycarline.

    d) Whenleavingthepitsadrivermayovertake,orbeovertakenby,anothercaronthetrackbeforehereachesthesecondsafetycarline.
