I now have t o supplement the info~nation 1n these two despatches to state that I accompanied Uessrs . wal~ and Landau, who are here on behalf of the war Refu~ee BOard, on a Visit to the U1n1ster for Foreign .f.ffa1ro at noon on August !J, The !Anister expressed t o l.'es srs, 17aldman and Landau the interest of the l.lexican Government in the work of the War Refugee Board and in the refugee problem. He said that he had knowledge of t he arrangements which t he !Anistr~ of Governacion was making in the s ense of es tablisld.na a port of refuge f or the duration of the war. A1J L!essrs . ':'7aldljlan and Landau had been in t ouch with the l.lini etcy of Oobernaci on, he suggested that the~ continue t his method of handling t he matter, but stated that if the~ experienced aey difficulties whatever the~ were to get i .n touch with hill through me. The visit was purel~ a courtes~ Visit and during the cours e of i t or. Pad1lla expressed his interest in the refugee problem.

Jlr, Jloe Levitt, of the Joint Distributi on Ccmnittee, has arrived i n J,!exico City and I saw him together with uessre . Waldman and Landau yeeterda,y morning. I Wormed them that ae their conversati ons heretofore had been with the U!.nistcy of Gobernacion, they should continue their more concrete arrangements with that K1nietcy and that if the~ experienced any difficultiea they should get in t ouch with e. Jo!r , Levitt stated that it was probable that no refugees would arrive in )lexioo and for that r eason definite concrete a.rrangements with the )lexican Government with regard to specific details did not sea eo important at tld.s time, I said that while t he action of the )lexican Oover lllllllnt eo f ar was valuable as a moral gesture and t or i t s geoeral belptulnese, I felt, nevertheless, that as there was always a possibility of refugeN arriving at s uch a port of refuge in Uexioo, definite arrangements sho<lld be mads with the )lexican oovernment so that there would be no misunderstanding or difficulties as to procedure. D\ this connecti on I r eferred t o the Departll&nt •a televu No. 1461 of .f.QgUSt 3, from which it appeared that the establishment of the ,- ot refuge in l!exico wu to bs used in connection with getting r efugees out of HUngary. I said that this might invclTe the granting o! token visas, or Visas which actually permitted temporary entcy into WOxic o by t he Llex:l.can Gover nment. Levitt expressed a deeire to talk with Jlr, Friedman o! tho war Refugee BOard in Washington, and in view of the clil.f'iculties o! telephone c ommunication the Embassy put through a call !or !.IX'· J,evitt to J.tr , Friedlllan, and there is appended to this despatch a llKimorandum of the conversat ion which Mr. Levitt had wi th ur. Friedman and which ie self-explanatory.

It will be seon from the t wo despatches mentioned at the outset of this despatch, and from this despatch, that s ufficiently concrete arrangements have not yet been made with the JAexican Government which would serve as a basis ! or conversations with HUn6arian or other authorities respectina the admission of refugees into a port of refuge i n J.tsxico, I feel con.f'ident, however, that these details can be worked out,

Hoe Levitt of the Joint Distribution Ccx:ml.ttee, who has cane to L'eld.co 1n connection wUh the pen:d.ssion alleeedly given by tbe ).(elCI.can authorities for the establisllll. • .,t here of a safety port for Jewish refugees. •

Jlt•. Levitt tol d Mr. Friedman tho.t he had just bad a conversation with the ~sador, and also bad discussed the entire proposition with ~ssra . Waldman and Land&UJ that he felt it absolutely necessary that before any furt her action can be taken, either the War Refugee Board or the Joint Distribution Committee should give some sort of guarantees to the !.!exican Qovernment J that of co~~rse the possibility of any Jews being bro~ht to Yoxico was very rcote, but even despite this, it would be necessary t o provide for such a cont ingenc:rJ he felt that tho War Ref'ueee BOard should be able to give to »ex1co the same sort of guarantee or sto.tement as had been given to other neutral governments cooperating in t he project. ~.~r. Levitt also suuested to ur. Friedl:lan that the War Refugee Board should Give consideration to addressing some fona of a note of appreciation through regular channels to the l.'tx1can Qovenunent for its cooperation in regard to setting up a safety port.

The big news here today is the fall ot Reogyeog and the big ques-

tion is what will the Jaoaneee choose to do next ? Many seem to expect

that the !all of Hengyang will bring about another major crisis in the

Chungking Government and again there is serious talk of the Oovern-•

ment 1 a crackins--up. It would uem that the unexpected prolonged resist

ance at Rangyang will take some ot tt.t p ott its tall, although in

recent weeks the official press had been opt1aistic oo the outcome. Ae

tor what the Japaneoe will do next, the range of opi.n1on is nry wide

even within the Embassy here itaelf, There are those who belln• that

serious consideration will be given by the Japanese to the desirability

ot a drive on Kweilin and then to Kunming with the intention ot ending

all real po3sibilities of using China as an American base against Japan .

Others think t hat Japanese will merely drive towards Cant on to establish

through raU transport trom Hankow t o Canton as a substitute for their

threatened shioping routes off But China; others believe that the

Japanese will do this and, in addition, drin out Kwa111n in order to

wipe out the forward American air bases which would threaten the railroad

and now threaten their coastal and other ehipning, llost believe that

the Japanese could achieve any objective they desire0 some say easily;

others say with difficulty, By the time you receive this lettor, it may

be much clearer as to what the Japanese intentione are ,

I heard some stories this week about the fighting. on the Saliween

tront which not only are interesting in theliiSalves, but also illustrate

secret), the following events actually aocurred . The Chinese troops

S forces) are cooaanded by Chinese officers with American Liason offi-

cers as observers . All the planning of tactics ae well as strategy ie

done in Chungking by the Minister of war, General Ho Ying Chin and his

staff. General Ho has been piqued because he was lett out of the ori

ginal diacuaeions aDd planning. lloreover 1 the Chinese troops in the

Saliloeen are Aloerican trained and equipped and are not under hia dOIIilla

tion and t herefore lllieht some day cauae trouble to General Ho and hie

clique. Therefore , veneral Ho ordered repeated frontal assaults on the

Japanese stronghold, Lungling (on the Burma Road) which he knew were

doomed to failure and as a result 2 of China • s best divisions were deci

mated and practically anrdhilated. l'.e concluded by saying that "lfe haven't

yet seen the casualty list of American liasoo officers killed in these

actions.• These troops , being well-trained and well diaciplined could

be counted on to do anything ordered, even if suicidal and they did .

on the above story was a single word not suited for official comttUni ca

ticna which might be translated as "not true. • Instead, he said that

the commanders at the front . were determining the tactics and were in

for advice more and more . He categorically denied that the 2 divisions

in question had been decillated. He told one interesting story of a

Japanese atrongpoint on top of a mountain peak overlooking the Burma

Road . It had been stomed repeatedly by Cbi.neae soldiers with the loss

ferred to the extent of offering a plan which he said was part of

regular training in u.s. AI'I!IY on how to take a pill box. He said it

could be done by 120 engineer troops with infantry support. The Chinese

accepted his advice , but when t he 120 volunteer engineer troops showed

At kinson has nothing but admiration for the Chinese G. I •s and, as

for the Sal lween campaign as a whole, he says it is successful in a

typi cal Chinese way - slow, blundering and costly in lives . He was also

in Kweilin and i s very pessimistic about the situation there. Every-

thine t here is bad including the Chinese strategy. He reports that the

separatist tendencies which have been growing in the 3 S.E. provinces of

Kwangtung , Kiengsi and Kwangsi are becoming strong and bel ieves some

overt action is likely if Kweilin falls . There ie also a similar separa-

tist group in Kunming. Again, as in the case of military developments,

by the time you receive this letter, the general political situation may

be much clearer.

In connection wit h the political situation here, I feel that the

Gov't bas been considerably strengthened by t he comparative lull in the

economic situation and the prospects of an extr aordinarily good harvest.

Even 1f the lull does not last, it will still have been a "breather•

I received the other day the cable instructing me to go to Ku.nming

and Chsngtu for two weeks. I am going to Kunming and try t o arrange a

t rip to Chengtu from there as it is impossible to arrange one from here

by air. The best you can do here is to let people know that you would

like to go to Chengtu and then if an Army truck or such is going, t o

hitch a ride.

I am finding the work here interest ing and instruct ive and feel that

I have gott en considerable out of~ stay here. Needless to say, however ,

I am eagerly looking forward to ~ return home .

what extent increased demand for gold wil l offset

prevailing reluctance to accept promises of future

delivery, particularly a spread between officials

selling pri ce and black market pr:ce for cash bare

becomes large . Thus far very little market interest

in forward sales. In general price level begins

to rise rapidly again while black market price for

cash bare is rising, government argue that general

price rise caused principally by gold price rise,

although actually would probably be minor factor~

Six. Government has instituted following gold

deposit program. (A) Four Government banks and

postal savings bank may accept local currency deposits

which are converted lnto gold at prevailing offic ial

prlce.
