INFORMATION BROCHURE FOR ENLISTMENT OF CONSULTANTS FORPRIVATE SIDING WORKS ON CENTRAL RAILWAY

*****1. The information for registration shall be submitted in the form given in

Annexure ‘A’ attached herewith together with any additional information consultantswould like to furnish to Railway to establish the capacity to undertake Surveypreparation of plans and estimates, Construction and construction management ofrailway sidings for private parties.

2. The applicants shall clearly state in the information for registration their fullpostal address. Any communication sent in time to the applicants bypost at the said address shall be deemed to have reached the applicant and dulyintimated to him.

3. The applicants shall submit the information with all enclosures.4. The applications for registration shall be submitted to Principal Chief Engineer,

Central Railway, GM. Building CSTM – 400 0015. The criteria for approval of the consultants would be as under:-

i) The consultant should possess requisite experience, competence andorganizational ability. The consultant should effectively prove hiscredential as well as availability of Engineers with suitable experience inthe related field.

ii) One of the Director/Executive of the consultants should be a Member ofthe Association of Consulting Engineers (India) signifying theconsultant’s performance status, maintenance and competency. One ofthe Directors/Executive of the firm should be a member of theInstitution of P.Way Engineers (India) also. Attested copies of themembership of ACE(I)may be submitted.

Alternatively one of the Directors / Executives of the Consultantsshould be a retired IRSE officer of rank not lower than SeniorAdministrative Grade. It is to be ensured that such an officer is one fulltime employment for the full duration of the work for whichConsultant is being appointed.

iii) The approval granted by the railway to the consultant would be on thecondition that it may be withdrawn any time if the performance is foundto be unsatisfactory.

6. The submission of information for registration shall not bind the railway forregistration of the applicant. The railway administration reserves the right toreject any application without assigning any reason.

7. The consultants who are desirous for enlistment should submit theirapplication in prescribed pro-forma duly furnishing their credentials togetherwith a non-refundable registration fee of Rs. 1000/-.

8. A sum of Rs. 1000/- as registration fee (non – refundable) should paid in theform of Demand Draft payable to FA & CAO, Central Railway of deposited incash with the Chief Cashier, Central Railway, CSTM and the original moneyreceipt be enclosed along with the application form.

9. The registration period will be valid for three years subject to the condition asmentioned in Para 5 (iii) above.

APPLICATION FOR ENROLMENT OF APPROVED CONSULTANTS / FIRMSFOR PRIVATE SIDING WORKS.

The information shall be given under the followingheadings.

Executed or is under execution.c) Estimated cost of work.d) Value of contract.

ii. Documentary evidence in support offinancial standing (Photocopy to beattached)

iv Any other details which the applicant maylike to furnish.

Important Railway Board LettersAs per Railway Board’s guidelines contained in vide letter No.83/WI/12 (Pt.) dated

22.03.1993“Each Consultant’s application for registration should be scrutinised

by committee of 3 SAG Officers (one each of CE open line,Finance/open line and Const. Organisation) and approve by the CE.”

No. 96/CE-I/SP/12 dated 23.02.1999“The approval granted by the Railway to the consultant should be on

the condition that it may be withdrawn any time if the performance isfound to be unsatisfactory. His performance report may be kept alivefor a period of 3 years. However, a consultant already enlisted in theApproval List will continue to be so on payment of an Annual Fee at therate of Rs. 1000/- till such time decision is communicated to him by theCompetent Authority for removal if his name from the Approved list ortill the Registration validity for 3 years whichever is earlier. Aftercompletion of 3 years, such consultants will have to apply for Re-registration.”

No. 83/WI/12(Pt.) dated 07.06.1994“One of the Directors/Executives of the consultant should be amember of ACCE (India) signifying the consultant’s performancestatus, maintenance and competence. One of the Directors/Executivesof the firm should be a member of the institution of P. Way Engineers(India) also.”“Alternately, one of the Directors/Executives of the Consultant shouldbe a retired IRSE Officer of rank not lower than Senior AdministrationGrade.
