M iami is a melting pot of culture, celebrating its diversity through food, art, and entertainment. Though just one city, it represents

destinations all over the world, a trait that travelers discover the moment they step into Miami International Airport. The mix of languages may grab attention, but it’s the look of luxury that catches the eye. Alongside its relocated cultures is top-rated dining, accommodations, and spas that lure those with a taste for the finer things in life. All of this among beautiful beaches and expansive wildlife. Culture, endless amenities and entertainment, and easy access to nature combine to make up the top 10 reasons to visit Miami.

Miami is one of the few places in America that offers a subtropical climate and sunshine year-round. Even during hurricane season, bouts of rain are almost always followed by bursts of sunshine. Which really is a good thing — it’d be a shame for all those miles of beach access to be wasted by bad weather.

Travelers in need of some retail therapy will be able to shop until they’re stress-free in Miami. The shopping mall mecca is not short on stores and serves shoppers of all calibers and budgets. From outdoor malls decked in designers to wallet-friendly outlets, Miami travelers can choose whether to spend or save.

With over 150 ethnicities residing in Miami, it is no surprise that diversity is represented in the city’s dining. Museums in Miami house pieces from local and international artists but the streets also serve as a showcase for many creatives. For indoor exhibitions, the Wolfsonian-FIU in the Art Deco District is a favorite, while Wynwood offers a more eclectic experience with its cutting edge street art and contemporary galleries.

The nightlife in Miami is set at sparkly clubs, that are ranked among the world’s best places to party. From midnight to morning, they are filled with celebrities, locals, and tourists all with a common interest of bright lights and loud music. Top-tier DJs are booked from Thursday to Sunday, bringing the best sets of hip hop and house to South Beach. Sunday, March 24, 2019Professional Development Seminar - Half Day 8am – 12noonFire, Flood and Hidden HazardsAlice Delia Members $195 NonMembers $225(Not included in Conference Registation) The extent and frequency of large-scale disasters is increasing at an alarming pace. As a result, it’s becoming more critical to be prepared to respond quickly and effectively. One of the most often overlooked aspects in disaster situations is the effect of volatile organic compounds (VOCs). As the largest “unseen” hazard, VOCs are typically the last consideration in any assessment, if included at all.

VOC concerns in disaster situations are many. First of all, there are the sources and effects from the disaster itself. These can range from primary emissions such as smoke residues, to secondary emissions like mold developing after a flood. Finally, there are emissions from the remediation and restoration activities.

In all cases, the questions surrounding VOCs are the same. Where are they coming from? What’s causing them? What effect could they be having? How do I get rid of them?

There are thousands of VOCs around us, some relatively benign and some of greater concern. However, it’s impossible to measure all of them, so where does that leave us? And even if we could measure all VOCs, what does that get us? Do all VOCs have intrinsic

meaning? The answer is no. Although all VOCs contribute to the total and represent different sources and activities, many have relatively little effect on humans or have effect only in aggregate (i.e., a group of VOCs may have a particular effect, but the individual members of that group may not).

This presentation will review some of the VOC hazards associated with disasters directly, as well as those that develop some time later or persist for a long time. In addition, the VOCs from restoration and/or remediation can affect occupants significantly and may be misidentified as arising from the disaster.

Technical SessionHazardous Materials Surveys for Renovation/Demolitions Projects Guy Sylvester All too often we read in the news about companies being fined and facing jail time for violating basic environmental law, whether it’s dumping asbestos-laden tile into a landfill, or renovating a child-occupied apartment building containing lead paint. During this session, you will gain a basic understanding of the what, where, why and how of a HAZMAT investigation, including what is considered hazardous waste, what’s involved in HAZMAT assessment, how to conduct a physical inspection of a building, how to identify contaminants such as Asbestos, Lead Paint, PCBs, Mercury & Mold, and the roles of the consultant and remediator.

Technical SessionWhat’s The Point? The Merits of PLM Point Count AnalysisEloy Cisneros, CAC, CDPH, CMC This presentation will provide a discussion of point count analysis – including the analytical methods, regulatory requirements and how point count analytical results can provide benefits with regards to abatement and waste disposal costs as well as the limitations to those benefits. The presentation will provide attendees with the knowledge of when point count analysis is required and how to use and apply the results. The presentation will consist of a discussion of PLM analytical results, methods, LODs, a discussion of regulatory standards, a discussion of point count analysis results and a question and answer.

Technical SessionManaging Asbestos in an Unregulated EnvironmentJoy FinchDave JacobsAsbestos management in the US is often driven by regulations, but those concerns are not a primary consideration when working in a country that has no asbestos regulations. The shift in focus from regulatory compliance to safety and sustainability triggers different perspectives in asbestos management. This session will highlight the collaborative approach followed by Green Engineering in Trinidad and Tobago promoting the use of sound environmental technology and procedures as a means of improving environmental performance both locally and regionally.

Technical SessionGetting Out - A Guide for Transitioning Your BusinessBJ Fungaroli Greg Powell, MBA As the industry continues its path towards further maturing, a number of new paths open for some. These paths can lead to exiting the industry in a variety of ways. Greg will explore the options that are available in regards to the various transactions. He will explore how you find your path, what it looks like and how it is paved. BJ adds an owner’s

perspective in finding a capital partner as well as what to expect during the process. Regardless if you are an owner, employee or public or private sector professional, the seminar will help you better understand the market forces at play as it relates to industry transitions.

Tuesday - Plenary SessionMoisture, and Microbes, and Lawsuits, Oh My!Bob Krell This session will address the common practices and pitfalls of dealing with mold and other microbial contamination in moisture-affected building. It will explore moisture as the primary causal issue, and help the attendee understand how our building designs and material selections may be prone to moisture failure and subsequent microbial problems. The presenter will discuss assessing and correcting moisture in buildings, identifying mold and other microbial problems, the pros and cons of common diagnostic and testing methods, designing effective remediation strategies. He will also review remediation, including treating the symptoms & their sources, key Indoor Environmental Engineering Controls for successful remediation, as well as getting to “Clear”.

Technical SessionLegionella Study Comparing Traditional Culture Methods to the Legiolert Rapid MethodJason Dobranic, PhD Legionnaires’ disease is a significant world health problem that is increasing in frequency. Rapid and accurate detection of Legionella bacteria is important when investigating outbreaks or evaluating risk in building water systems and cooling towers. In the present study (published in Current Microbiology), we compared the performance of Legiolert with the CDC method for detection of L. pneumophila from non-potable samples. A split-sample analysis was conducted in which 288 samples, primarily from cooling towers, was tested in parallel with each method. Geographically, most samples originated from Texas, with the rest coming from 6 States in the Midwest and 7 in the Southeast. Results will be compared between the two test methods and differences discussed.

Technical SessionTalc Health Litigation - How and Why Did We Get Here and Where are We Going?Marty S. Rutstein, PhD Talc litigation has been highly publicized in recent media stories, especially due to the multi-million dollar judgments to plaintiffs. So, looking to the future, will talc litigation be a “boom or bust” for litigators, companies and plaintiffs? This session will discuss the role of the medical community, regulatory definitions, and the contradictory information provided to jurors, as well as the ‘outdated definitions used in conjunction with state of the art analytical techniques. With 10,000 litigations pending in the US and Canada, things are on track to get much worse.

Technical SessionASTM Phase I Standard UpdateLance LokenASTM’s E-50’s Phase I Task Force is starting up again to provide the next update to the E 1527-13 Standard Practice for Phase I Environmental Site Assessment Process. This was made official on February 8, 2018. This session will review the work the Task Force is undertaking to provide a revision and update to the E 1527-13 Version. The target date for approval by the US EPA is late in 2021.

Technical SessionOSHA’s Voluntary Protection Program and How YOU Can Become a Star Harland Miller Tom Broido The Voluntary Protection Programs (VPP) recognize employers and workers in private industry and federal agencies who have implemented effective safety and health management systems and maintain injury and illness rates below national Bureau of Labor Statistics averages for their respective industries. In VPP, management, labor, and OSHA work cooperatively and proactively to prevent fatalities, injuries, and illnesses through a system focused on: hazard prevention and control; worksite analysis; training; management commitment and worker involvement. To participate, employers must submit an application to OSHA and undergo a rigorous onsite evaluation by a team of safety and health professionals. VPP participants are re-evaluated every three to five years to remain in the programs. VPP participants are exempt from OSHA programmed inspections while they maintain their VPP status. The presentation will include a brief history and overview of VPP. We will then dive into the application process that details a company’s efforts in the 4 major components of the program. Once a company’s application has been accepted, a thorough audit is conducted by a trained team of OSHA inspectors. This presentation will include a brief overview of what they look for and how it is reported back to the applicant.

Technical SessionChallenges of Managing a Large-Scale Mold Remediation Project in Singapore Andreas Wagner, CIH Outside North America, mold contamination within buildings may not be considered a significant concern. This presentation will discuss how a major international developer of hotels throughout Asia had to deal with mold contamination during a multimillion dollar renovation project of an upscale hotel, located in downtown Singapore. The hotel had to stay open which resulted in some unique challenges. In addition, the local mold remediation industry is still developing, with most contractors having very little experience with mold remediation protocols. The presentation will highlight how on-site assessment tools were utilized successfully to manage the remediation project in a multi-stakeholder environment and also saving the client significant amounts of money and time to complete the project.

Technical SessionPCBs In Concrete Case Study Steve Geraci, EIT, CHMM PCBs in building materials has been an emerging issue in the environmental consulting and remediation industry for a decade. This presentation will describe a commercial real estate redevelopment project where an institutional investor, still snake-bitten by the discovery of PCBs in caulks on a previous project, required the developer to have an environmental consultant sample building materials for PCBs prior to closing the financing on the redevelopment. When PCBs were discovered, the investor walked away, leaving the developer and property owner to deal with EPA mandated remediation and an unfunded development project on an eight-story commercial office building. The presentation describes the background information of the project, the site assessment process, the remediation pilot studies, the self-implementing cleanup plan processes, and the remediation and clean-up verification.

Technical SessionAsbestos Bulk Sample Analysis Issues: An Update and DiscussionTom Laubenthal In this session we’ll look at a variety of issues that affect PLM laboratories. These will revolve primarily around regulatory issues and how they affect PLM lab work. Many in the lab community do know that much of what we do here is specifically described or is required in methods, regulations and compliance determination letters. This will include topics such as updated method references, point counting requirements, compositing and similar issues encountered in day to day work. This all leads to how we report results to clients and how they interpret, and often misinterpret, PLM lab data.

Technical SessionRecent Finds of Asbestos in Cosmetics and Other Consumer ProductsSean Fitzgerald, PGAsbestos has been found in consumer products such as crayons, fingerprinting powders, joint compounds, window spackles, and art products, historically in fits and starts in the last 40+ years of analyzing materials for asbestos. Unique determinations of asbestos presence have sporadically forged new ground, often catalyzing other studies in a causal chain of testing consumer products. This presentation will illustrate a timeline of such events, to include very recent testing in which new findings mimic the old, both in the vectors by which the asbestos was found, and, ironically, the uniqueness and novelty of the discoveries- including new findings of asbestos in crayons, fingerprint powders, and cosmetics. Unique insight into the process of taking new research findings to the public through the media will be illustrated, comparing the motives and philosophical differences between commercial interests, the press, and the laboratory.

Technical SessionBrownfields to Brews - Asbestos ComplicationsCheryl Moody, REM, CIEC, CMRS This presentation will explore the 130+ acre Rocky Mount Brewmill Brownfield Project on the Tar River. This site in North Carolina includes two textile mills and 70+ mill village homes and miscellaneous commercial properties. The property is being redeveloped into a mixed use microbrewers community and commercial area. The site challenges included unique issues with asbestos in the mill crawl space, lead paint, PCBs, petroleum impacted soil, USTs, among other issues.

Technical SessionGreen Buildings - The Good, the Bad, and the ConfusingAlice Delia Green or sustainable building is a growing industry. In the not too distant future, all new and existing buildings may be required to incorporate some level of green/sustainable initiatives. Although, at that point they will simply be part of the normal building codes. But what do these terms really represent and how are they being defined now? With several programs with different focus it can be challenging to determine what needs to be done to comply and what effect these measures will really have on indoor air quality as well as building effectiveness and occupant comfort. This presentation will review the different programs with emphasis on the indoor environmental quality sections and compare requirements for these credits as well as examining which requirements are the most challenging.

Technical SessionEnvironmental Health and Safety Hazards and Regulations for the Restoration IndustryMichelle McIntyre, MPH, CIH, CSP Industrial hygienists play a significant role in many restoration projects by offering technical expertise in occupational and environmental health and safety issues as they apply to a variety of natural disasters, hazardous chemical, biological or radiological releases, and terrorism events. Many OSHA requirements apply to the restoration industry and they are oftentimes overlooked. Learn what regulations apply to your industry and consequences for failing to comply. This session will cover OSHA regulations that impact the restoration industry, common OSHA citations, written plan requirements (HAZCOM, blood borne pathogens, emergency action plans, etc.), data collection requirements, administrative program requirements, employee exposure monitoring requirements (asbestos, lead, noise, heat, etc.), OSHA fines and penalties.

Technical Session Real World Silica Testing Daren Frazer Ired Gulley This session will be based on 10 project case studies, from the perspective of the contractor presenter and the laboratory professional. Employee monitoring for

silica exposure was conducted at several project locations involving various types of demolition operations. The main purpose was to evaluate what concentrations of silica are employees exposed to during these demolition operations and what controls are needed to protect the employees. We will present lessons learned from each project alone with appropriate recommendations to control employee exposure to silica dust.
