February 25, 2011 Dear Delegate/Visitor: A warm welcome to the 13th Biennial Convention of the Evangelical Lutheran Church in Canada! We look forward to seeing you at 2011 National Convention, Covenant People: In Mission for Others, taking place in Saskatoon, Saskatchewan, July 14-17th. The convention is being held at TCU Place, The Saskatoon Arts & Convention Centre, situated at the heart of beautiful downtown Saskatoon.
The convention gets underway on Thursday, July 14th at 12 noon with lunch, followed by opening worship and the first business session. An orientation session for delegates will be included at the beginning of the first business session. Please refer to the enclosed Program-at-a-Glance for an overview of our convention schedule. In preparation, we have compiled an information package to help assist you with your registration and travel plans. Please review all of the following information carefully before completing your registration form:

An Order of Blessing for Delegates to the National Convention
This service can be used one Sunday prior to the national convention.
If the pastor is a delegate, someone else should lead this order of the service.
Following the hymn of the day, the delegate(s) are called forward.

February 25, 2011 Welcome Delegates! The 2011 ELCIC National Convention will be held at TCU Place, Saskatoon, Saskatchewan, July 14th to 17th. The convention site is at TCU Place in beautiful downtown Saskatoon, situated near the popular Midtown Plaza Shopping Centre. TCU Place is a short drive from the Saskatoon Airport and is within 10-15 minutes walking distance from our five major convention hotels. The convention begins Thursday, July14th with a lunch in Centennial Hall at 12 noon, followed by opening worship and our first business or plenary session. This letter provides you with detailed and important information for delegates and visitors making registration and travel arrangements to attend the convention. CONVENTION CHECK LIST
REGISTRATION DEADLINE: April 13, 2011 Please book your travel as early as possible, after March 1st and preferably before the convention registration deadline to ensure that the travel schedule you want is available at the lowest rate. Delegate travel only (no accommodation) is included in the convention registration fee.
The 2011 Convention registration form must accompany your payment. Please review and complete all sections of the enclosed registration form and return it with your credit card information or cheque payment of $1,040 registration fee (for delegates - rostered and lay) to:

Please carefully complete the travel section on the registration form with your accurate travel times, in order to assist our Local Arrangements Committee in Saskatoon with airport pickup coordination. Special events include a Canadian Lutheran World Relief (CLWR) sponsored breakfast on Saturday morning, July 16th and an ELCIC 25th Anniversary Banquet on Saturday evening, July 16th. Please indicate on the attached registration form if you plan to attend. Lutheran Theological Seminary will host free one-hour tours July 13th and 14th. Please remember to enclose your fees with your registration form.
DELEGATES – ROSTERED or LAY The Delegate registration fee is $1,040 per delegate. The fee is to be paid by your parish/congregation. Delegates are responsible for their own accommodation. See attached Hotels List.
YOUTH DELEGATES Youth Delegate Registration: $475 per participant. The dates for the Youth Assembly are July 13-17, 2011. Youth delegates will meet one day prior to the beginning of the convention to learn about convention procedures and to get acquainted. Youth delegates are appointed by their synods. Information for youth delegates will be provided in a separate information letter. For more information on Youth delegates, visit the ELCIC website, www.elcic.ca or contact: Rev. VISITORS Visitors to the convention have two registration fee options: $325 per visitor with meals, (lunch and dinner only, no breakfast, no accommodations), a copy of the Bulletin of Reports, and coffee break provided in the morning and the afternoon, or, $225 for visitors without meals. Visitors should complete the enclosed registration form (a photocopy is accepted). A copy of the registration form will also be available on our web site: www.elcic.ca. Visitors or spouses are responsible for paying their own travel expenses including service fees and accommodation. Visitors are welcome to use the convention booking service with Continental Travel. NATIONAL CHURCH COUNCIL (NCC) & OTHER COMMITTEES NCC and other committee meetings will take place before the convention. Please check times with your council or committee contact person prior to planning and booking your travel arrangements.
TRAVEL
Delegate travel only (no accommodation) is included in the convention registration fee and will be billed directly to the convention account. The approved convention airfare for delegates is the least expensive applicable fare. Service fees for seat selection, insurance and airline meals are not covered by the convention. Some airlines do not allow a purchased airline ticket to be transferred to another delegate. If you book an air ticket, and later cannot attend the convention, you will be personally responsible for the ticket.

Delegate travel is to be arranged through Michelle Thorvaldson of Continental Travel Group. You may contact Michelle to arrange your travel after March 1st, 2011. Please include your travel information on the registration form. If your travel is booked after the April 13, 2011 deadline, please contact ELCIC National Office with your travel information.

In most instances, travel for the convention is by electronic ticket. Michelle will require an e-mail address to issue an electronic ticket and itinerary. You are required to present your itinerary and photo identification at the airport or airline desk to obtain a boarding pass. Airline seat selection and meal purchases are not covered by the convention. Email travel booking is the most efficient option, however if you don’t have email, you can make arrangements by contacting Michelle by phone: Toll free: 1-800-665-2626; Winnipeg: 204-989-8581. NON-AIR TRAVEL & EXPENSES Delegates travelling from an airport that has an airport facility fee in effect, please pay the fee. Cash or credit cards are accepted. Please include this item in your expense claim along with the receipt. If you are driving to the convention, you may submit an expense claim for 14 cents per km for one delegate, plus 2 cents per km for each additional delegate, up to the equivalent cost of an air ticket based on the excursion rate approved for convention. Parking fees are extra and are not reimbursed. If you are traveling by bus, the most economical applicable fare will be reimbursed to you for your travel costs. Special requests for extensions or additions to your itinerary will be accommodated. However, any additional costs above the approved convention fare will be your responsibility. Car rental expenses will not be reimbursed. INSURANCE An accident insurance policy under the convention’s coverage will be in place to cover delegates and visitors during the convention, July 14th to 17th. Travel health insurance and trip cancellation are not covered. SASKATOON AIRPORT TRANSPORTATION Transportation from the ‘Arrivals’ area at Saskatoon Airport will be provided: Wednesday, July 13th from 3:00 p.m. to 9:00 p.m. and Thursday, July 14th from 7:00 a.m. to 12 noon. Bus transportation to the airport will be available Sunday, July 17th between 10:30 a.m. and 1:00 p.m. following the closing worship service.
HOTELS
Payment for delegate accommodation is the responsibility of the delegate’s congregation. The convention registration fee does not include accommodation for registered delegates or visitors, who are responsible for booking hotels and accommodation at their own discretion. See attached Hotels list for details and booking information.
Blocks of rooms for the convention are set aside and offer a special convention rate at the five main convention hotels. When booking at any of these hotels, please mention that you are with the ELCIC National Convention. The convention hotel rate is only available until June 13th. Please make your hotel booking before this date to receive the convention rate.
The five main convention hotels are in close proximity to TCU Place. All hotels feature quality restaurants and amenities. Coffee shops are situated en route to TCU Place. The five convention hotels are: Hilton Garden Inn (directly across from TCU Place) Radisson Hotel (10 min. walk to TCU Place) Delta Bessborough Hotel (10 min. walk to TCU Place) Sheraton Cavalier Hotel (10 min. walk to TCU Place) Park Town Hotel (13 min. walk to TCU Place)

PARKING
Parking costs are not covered or reimbursed by the convention. Parking costs vary. Parking is available at the five major convention hotels and near TCU Place. There is also extensive metered parking on Auditorium Avenue, Pacific Avenue and West Lot, adjacent to the YMCA, as well as at the following sites:

TCU PLACE After arriving in Saskatoon, delegates should register at TCU Place in the main floor lobby on Wednesday, July 13th from 5:00 p.m. to 9:00 p.m. The convention registration desk will also be open 8:00 a.m. to 5:00 p.m., Thursday, July 14th, Friday, July 15th and Saturday July 16th. Please plan to arrive to register for the convention at TCU Place before the opening worship at 1:30 p.m. on July 14th. Upon registering you will receive a name tag which is required at all convention events and meals. Plenary sessions: All business sessions will take place in Salons ABCD on the upper floor level. Internet: Delegates who want high speed internet during the convention must book directly at the TCU Box Office, and will receive a code and password. The fees: $5 per hour, $10 per half day, $15 per day, $25 – 2 days. No smoking: TCU Place has a ‘No Smoking’ policy. Smoking is not permitted inside the building or outside the front entrance. Smoking is allowed at side doors within a minimum ten foot distance away from the building.
MEALS Six meals are included in the delegate registration fee. All meals will be served in Centennial Hall located in the lower level at TCU Place. Receipts for meals are not reimbursed for meals eaten elsewhere. Meals are scheduled during the convention as follows:
Lunch Noon – 1:00 p.m. Thursday to Saturday
Dinner 5:00 – 6:00 p.m. Thursday to Friday
Banquet 6:00 – 9:30 p.m. Saturday
SPECIAL CONVENTION EVENTS FORUM SESSION – ‘The Blanket Exercise’ A forum will take place on Friday, July 15th from 1:30 p.m. to 3:00 p.m., and will be led by Ed Bianchi, KAIROS Indigenous Rights Program Coordinator. Convention participants will take part in ‘The Blanket Exercise’ © KAIROS 2011. This activity is part of the KAIROS resource In Peace and Friendship: A New Relationship with Aboriginal Peoples which will be distributed at the convention. This interactive exercise is designed to raise awareness and understanding of the historic relationship between Indigenous and non-Indigenous people in Canada. It begins with blankets arranged on the floor to represent Canada before the arrival of Europeans. A prepared script traces the relationship between Europeans and Indigenous nations in Canada. Participants play the roles of Indigenous peoples and Europeans, and respond to cues from the narrator. The exercise concludes with a question: ‘How much ‘land’ will remain available?’

CANADIAN LUTHERAN WORLD RELIEF (CLWR) BREAKFAST Please indicate on the registration form if you plan to attend these 2011 Convention special events. Both events take place on Saturday, July 16th.
CLWR is sponsoring a complimentary breakfast on Saturday, July 16th in Centennial Hall, beginning at 7:00 a.m. Get your day started with this CLWR appreciation event and learn about some of their latest initiatives. ELCIC 25th ANNIVERSARY BANQUET On Saturday, July 16th, a special ELCIC 25th Anniversary celebration dinner will take place in Centennial Hall from 6:00 p.m. to 9:30 p.m. Tickets for visitors without meals or for additional guests are available at $35.00 each. There will be a cash bar.
LUTHERAN THEOLOGICAL SEMINARY (LTS) TOUR During registration on July 13th and 14th, LTS will be offering free one-hour tours of the seminary. Visit the inspirational Christ Chapel, chat with seminary professors and students, survey a historic book collection, and more! Check shuttle bus details at the hospitality desk. ADDITIONAL INFORMATION PROGRAM-AT-A-GLANCE The attached 2011 National Convention Program-at-a-Glance provides you with a quick summary and timetable of all convention events. Please keep the program as a handy reference throughout the convention. DONATIONS If you wish, you may donate some or all of your expense reimbursements to ELCIC. To do so, the Charities Directorate of the Canada Revenue Agency (CRA) requires that donations must pass through the bank accounts of both the donor and donee. A separate cheque from you is required to be made payable to ELCIC when donating. ELCIC will forward a reimbursement cheque to you from ELCIC Head Office, Winnipeg after the convention. You may either provide a cheque to us with your expense report or you may wait for the reimbursement cheque and then issue a separate cheque. A tax deductible charitable donation receipt will be issued for all donations to ELCIC.
BULLETIN OF REPORTS

The Bulletin of Reports will be posted to our web site at www.elcic.ca on May 30, 2011. If you request a print copy of the reports with your registration, the document will be mailed to you. VOLUNTEERS

The Local Arrangements Committee is recruiting volunteers to assist during the convention. If you are coming to the convention as a visitor and would like to be involved as a volunteer, please indicate your area of volunteer interest on the registration form.
