• In 2013, average households waste dump is ±275,51 M³ daily. Payakumbuh is a small city and majority of the waste is coming from households

• Traditional market produced waste 33 M³ daily • Waste from traditional market (especially daily

market), which is mostly organic, has been processed in an integrated waste processing to become compost fertilizer

• Special waste such as households wastewater and small industries waste (not B3 waste), and some hospital waste (using incinerator)

• Culture problem such as littering, trash can thievery

• Consists of equipments needed for containing, collecting, transporting, and final disposal of waste

• Problems: the equipments and their capacity are still not able to meet the entire city needs because of limited budget but it still manageable by optimizing the available equipments. We are implementing two-shift mechanism for workers.

• For wastewater, we planned separated system which called IPAL (wastewater management installation)

• Small and home industries waste is considered households waste for efficiency and not toxic nature of its waste, most of them coming from food industries

• Hospital waste treatment using incinerator

• Garbage transport services start at 6:00 AM (Draft of Perda on Waste Management appeals people to dispose their garbage to the TPSS between 18:00PM-6:00AM

• 14 dump truck routes covering the entire districts heading to Regional Final Waste Disposal (TPA)

• Garbage collecting services are also carried out by motor pedicabs, which transport garbage along the side roads and from kelurahan unreachable by dump trucks

• People in several kelurahan also voluntarily participate in providing motor pedicabs and collecting garbage in their areas, sorting organic and non nonorganic waste, some of the waste will be used for fertilizer

• TPST encourages people to participate in waste management, such as sorting, making fertilizer and collecting plastic to be sold

• There are 6 TPSTs: – 1 unit operated by DTRK – 5 units operated by Community Initiative Group (KSM)

• We also educate and ask for people participation in waste management especially in youth organizations and schools (One of our school got first place in waste management and green school competition in Indonesia)

• The TPST operated by DTRK is located in Ibuah traditional market

• Processes the market waste into composts, keeping off waste disposal to TPA

• Produces high quality organic fertilizer

• Located in Kelurahan Padang Kaduduak in Payakumbuh Utara District.

• Serving several nearby kelurahan

• Produces liquid organic fertilizer

• The organic fertilizer has been tested by the people and researchers at Agriculture Polytechnic UNAND showing result of increasing production compared to those using non-organic fertilizer

• Located at 4 Kelurahan: Payobasung, Koto Tuo, Bulakan Balai Kandi and Limbukan.

• These TPSTs are managed by KSM, effective since June 2014

• Operationalization of these TPSTs are expected to reduce waste volume transported to the Regional TPA

Road to Regional TPA as far as ± 2,2 Km is in the process of broadening and and hardening. The costs for land acquisition and physical works are funded by the APBD of West Sumatera Province

1. Managed by UPTD at Dinas Prasarana Jalan, Tata Ruang dan Permukiman – West Sumatera Province

2. The TPA is used by 5 Kabupaten/Kota: Kota Payakumbuh, Kota Bukittinggi, Kabupaten Lima Puluh Kota, Kabupaten Agam and Kabupaten Tanah Datar.

3. Utilization of the Regional TPA has been supported by an MoU and Inter-Regional Cooperation Agreement between the Governor of West Sumatera and each participating Kabupaten/Kota government, and has been approved by its corresponding DPRD.

4. Each participating Kota/Kabupaten pays contribution fee for their waste processing to the operational unit of Regional TPA for Rp.20.000,-/ton waste disposed to the TPA (technically, the processing of 1 ton of waste at the TPA is Rp 65.000, but the remaining Rp 45.000 is subsidized by the provincial government)

5. The contribution is only for operational processing of the waste at the TPA, while the transporting of the waste to TPA is responsibility of each corresponding region.

6. The TPA has been put into trials by the gov’t of Payakumbuh since 2011

7. In August 2013, an inter-regional cooperation has been signed between the Governor and the Mayor of Payakumbuh and Bukittinggi for the use of the TPA. Since then, the gov’t of Kota Bukttinggi has been formally transporting its waste for processing at the Regional TPA Payakumbuh.

Everybody is prohibited to:

1. Dumping waste to river, ditches, irrigation canals, drains, city parks, open spaces, public facilites, roads and streets, and other places not specifically allocated for garbage

2. Dumping specific waste

3. Incinerating waste (plastics/non plastics) using non-standardized burning tools

4. Burning any kinds of waste

5. Unauthorized use of land for waste dumping

6. Intermixing hazardous with non-hazardous waste

7. Dumping infectious waste (carcass, faeces, and other

excretions) not according to applied rules and regulations

9. Piling and placing demolition rubbish, tree loggings, trashes, and thrifts, on the streets’ shoulders or body, parks, green lanes , building fronts, and public places

People Participation:

1. Maintaining environment cleanliness

2. Actively participate in reducing, collecting, sorting, picking up, transporting, and processing of waste

3. Proposing suggestion, consideration, and recommendation to the city government on waste management

4. Proposing suggestion, consideration, and recommendation to the city government on waste disputes

5. Self-initiated waste management in the neighborhoods (RT/RW/Kelurahan) through separating container, collecting, picking up, and transporting waste from the sources to the final disposal, and initiating Waste Management Volunteers

Administrative Sanctions:

1. Any body or legal institution that violates articles 11 (clauses 1-5), 12, 16, and 18 as mentioned in this Perda shall be given administrative sanction.

2. The administrative sanctions as mentioned in clause (1) could be in the form of verbal warning, written admonition, license revocation, and closing of the activities

3. Procedures and mechanisms for applying the administrative sanctions as mentioned in clause (2) shall be further regulated by Mayor’s Act (Perwako)

Punishments:

1. Any body or legal institution that violates articles 11 (clauses 1-5), 12, 16, and 18 as mentioned in this Perda is subject to a maximum of 6 (six) months confinement, or Rp 50.000.000 (fifty millions Rupiahs) fine

2. The criminal acts as mentioned in clause (1) is considered violations
