Project Alternatives

There are four main project goals:

> Improve safety by separating vehicle and pedestrians from trains at railroad crossings

> Maintain easy access for emergency responders to business and residential areas

> Minimize disruption to residents, businesses and commuters during construction

> Enhance mobility and quality of life for the community

Project Goals

Background

The Doran Street railroad at-grade crossing has been identified as one that would gain the most significant benefit from safety enhancements in Los Angeles County. This project is a top ranked project in the Advance Investment Memorandum of Understanding with the California High Speed Rail Authority (CHSRA). A unique combination of limited access, high tra;c counts, adjacent industrial uses, and residential interests make safety and mobility enhancements in this area a priority issue for elected o;cials, as well as regional planners and transportation agencies. In addition, Doran Street is closely located to the Broadway/Brazil crossing, also heavily used by trucks and cars.

Metro has obtained Measure R and other funding for safety improvements for the railroad crossings bordering the cities of Glendale and Los Angeles. Metro is looking at several grade separation options, including a combined grade separation that would allow the closure of both the Doran Street crossing and the Broadway/Brazil crossing. This will be done while enhancing access to the businesses in the area while not impacting the residential areas.

The purpose of the Doran Street and Broadway/Brazil Safety and Access Project is to improve safety and mobility while maintaining suitable access to existing businesses and surrounding residential areas. Metro is partnering with the

The initial phase of the Alternatives Analysis will consider and evaluate a range of alternative concepts that meet the goals of the project, including concepts previously developed by the City of Glendale and the CHSRA. During the Alternatives Analysis process, the proposed alternatives will be evaluated across a range of technical and environmental criteria. Public feedback will also help inform the evaluation and refinement of the alternatives prior to advancing to the environmental phase.

Through the environmental process, Metro will identify the Preferred Alternative which will trigger final design prior to initiating construction.

CHSRA and the Southern California Regional Rail Authority (SCRRA), in addition to the City of Glendale and the City of Los Angeles to advance this Project that will enhance the safety and mobility for the area.

Both the Doran Street and Broadway/Brazil railroad crossings are located on the south side of the State Route 134 (SR-134) and east of the Los Angeles River. In addition to approximately 90 Metrolink, Amtrak, and Union Pacific Railroad trains that use these crossings daily, this corridor is anticipated to be part of the proposed California High Speed Rail system. This railroad activity, combined with the residential and business nature of the area and the significant truck and passenger vehicle tra;c, suggests a need for grade separated crossings.

Substantial safety and functional upgrades are currently being constructed for the nearby Broadway/Brazil at- grade crossing and are nearing completion. The Doran Street crossing will also be retrofitted in the short-term to improve safety, including signal modifications, a new pedestrian crossing, and a modified roadway for one-way (westbound) use only. These scheduled modifications resulted from the California Public Utilities Commission (CPUC) order instituting investigation on the commission’s own motion into closure of the highway-rail at-grade crossing at West Doran.

The Doran Street and Broadway/Brazil Safety and Access Project is anticipated to go through four development phases, including: Alternatives Analysis (Phase 1), Environmental Studies and Preliminary Engineering (Phase 2), Project Design (Phase 3), and Construction (Phase 4). Public involvement is of paramount importance

for all agencies and jurisdictions involved. Therefore, community outreach will continue through the end of construction to educate, inform and garner input from stakeholders. The flow chart below highlights the major milestones in the process from beginning to end. Currently, the project is in the Alternatives Analysis Phase.
