Mistry, Regional officer, GPCB Ahmedabad as representative of The Member Secretary, GPCB briefed on procedure being followed in accordance with the Notification of MoEF dated 14-9-2006 and informed the participants about the proceeding of the Public Hearing. the same. The litigation in the court is pending and the next hearing is on 26.06.2008.

• We are not ready to give possession of the land till the verdict comes and do not want to allow to start the work.

3. District Magistrate and collector (Ahmedabad) This public hearing is conducted to discuss the environmental related issues of the proposed project. The land related matter is under the jurisdiction of the court and the decision in this regard shall be taken by the court only.

4. Shri Jaksi Bhai Bharwad, Ex- Sarpanch, Saijpur – Gopalpur • The proposed project is likely

to cause problem related to Air pollution, Noise pollution and Vibration. This aspects must be kept in mind while granting permission to the project.

Power plant shall have the latest combustion technology therefore during combustion of fuel, the concentration of Carbon Monoxide and Oxides of Nitrogen generated will be very less. To control the Particulate Matter emission from the chimney, Electrostatic precipitator shall be provided. The belt conveyor will be used for transfer of fuel shall be completely covered. The fuel unloading hopper shall be equipped with dust suppression system and the crusher house and bunker shall be equipped with Bag filter. • Noise Pollution

The generator which is the major noise generating source in power plant, shall be covered with the acoustic enclosure. In addition to that the preventive maintenance shall be done to keep the equipment in healthy conditions.

With the above precaution, the noise level shall not be more than 90 dB at 1.0 Mtr distance from the source, as per the OSHA Norms.

5. Shri Gopal Bhai Bharwad, Saijpur – Gopalpur • Project is welcomed but the

employment to the local village people should be given.

• The direct employment to the

local people should be given instead of employing through contractor.

• There should be some rules to

ensure that there must be certain percentage of local employment in any new project.

• Company should carryout certain social welfare activities in the nearby village.

Shri Bhola Trivedi, Vice president ( HR & Admin) • The textile industries are

suffering from recession and many companies are forced to cut down their production up to 50 %. In order to cut down the cost of production, this project is proposed to be set up.

• The 42% of total employment in the existing units of Chiripal group of Industries is from the nearby villages.

• In the proposed project, while recruitment, local villagers shall be considered to maximum possible extent.

• The company is already doing the social activities in the nearby villages and the same shall be continued.

6. Shri Naresh Maheria, Saijpur-Gopalpur • The Air and water pollution

has continued in this area in spite of several representations. Under the circumstances the situation will be aggravated due to operation of the new project.

Shri Pushpin Shah • With the operation of this plant

the boilers belonging to all the Chiripal group of Industries in this area, will not be required to be operated. All the measures to control the air and noise pollution shall be taken care with the latest technologies in the proposed project, so that the environmental conditions shall not be deteriorated.

7. Shri Amish Patel, The construction can not be done on the agricultural land and not belonging to the project proponent. District Magistrate and Collector (Ahmedabad) The land ownership related matter is pending with the court and court will give appropriate decision under applicable laws.

8. District Magistrate and Collector, (Ahmedabad) • What wastewater disposal

management will be adopted in the proposed project?

Shri Pushpin Shah, Technical Consultant, Chiripal Group of Industries • The waste water generated

from the project shall be treated by way of pH adjustment, clarification and RO system. The Permeate from the RO plant will be reused in the cooling tower make up and the RO Reject will be used for the dust suppression.

9. Shri Naresh Maheria A copy of the CD of the public Hearing should be made available District Magistrate and Collector (Ahmedabad) The complete proceedings of the Public hearing will be available on the Website.

10. Shri Sushil Patel, Shahwadi • This is the agricultural land as

on date, proof in this regards is available.

Shri K. N. Upadhyay, • This land belongs to the

project proponent and the land is notified by the AUDA for industrial use. Proof for this is available.

District Magistrate and Collector (Ahmedabad) The question raised during Public hearing and the answers replied shall form part of

the public hearing proceeding. Apart from that the queries received from the other

plausible stake holder in writing shall have to be replied by the company in writing. All

the annexure and VCD of the proceeding will be sent to the Government and the

appropriate decision shall be taken by them.

Respected Sir,

Subject: Impact on the surroundings and the people due to establishment of proposed

project of 25 MW captive co-generation power plant by M/s. Nandan Exim Ltd. at

survey no. 188 and 195 Village: Saijpur - Gopalpur, Ahmedabad.

With reference to the above mentioned subject, M/s Nandan Exim Ltd. had applied for

putting up a Co-generation power plant of 25 MW capacity at survey No. 188 & 195 of

Saijpur Gopalpur Village. In response to that, your department has asked for

representation from the affected people of the surrounding area. Therefore I hereby

mention comments as below:-

(1) M/s Nandan Exim Ltd is proposing to put up a power plant at survey No. 188 &

195 , Saijpur-Gopalpur. The main pond of the village is at survey No. 186, which is

nearby to the proposed site. The Government is planning to renovate / develop

the pond for the Villagers as a gathering point. The people coming to the pond

shall be affected with the noise pollution from the power plant.

(2) The Proposed site is nearby the Saijpur-Gopalpur Village, having the population of

nearly 20000/- (Twenty Thousand only). If the permission granted, the whole land

of the village shall vibrate and people will not be able to communicate each others

due to noise and surrounding will be disturbed.

(3) The houses will vibrate and utensils fall down due to Noise Pollution/Vibration and

the people will not be able to stay at home.

(4) Being the Proposed site nearby the Saijpur-Gopalpur Village, the people shall

face the high temperature problem due to the use of coal in the proposed plant.

(5) The permission for this type of power plant shall be granted at a distance of three

Kilometer from the village.

(6) The Boiler shall be used in power plant to generate steam. Coal and groundnut

shells will be used as fuel. Due to use of the same there will be black smoke as

well as the ground nut shells will enter in to the village, which will have severe

effect on the health of the villagers.

(7) If the permission granted to the proposed power plant, the smoke emitted shall

have adverse effect on the trees of the village.

(8) Being the Proposed site nearby the Saijpur-Gopalpur Village, if the permission

granted then there may be threat of life / property of the villagers due to the

problem in boiler and hazardous chemical tanks.

(9) There shall be effect on the education on the students of Primary School due to

Noise generated from the proposed plant and their future shall be on stake.

In the interest of public, the permission to be granted only after considering the above

mentioned points, at a distance of three Kilometers from the villages for any of this type

of project. I am representing these points for the interest of the villages who will not be

able to live comfortablely due to noise pollution.

The representation are made in the response of the public hearing notice Published in

Gujarat Samachar on dated 17.05.2008 by your department against the application

made by M/s Nandan Exim Ltd to get the permission for the proposed power plant. We

request your good self to consider the above points.

We are in receipted of your above-mentioned letter and in this context we would like to

submit following point - wise clarification as per your requirement,

Point no. 1, 2 & 3 (Noise Pollution)

• All the equipment are design which generated noise less than 90 db @ 1 km distance

from the equipment which is less than limit prescribe by CPCB.

• Noise from steam turbine will be control by proan acoustic enclosure.

• We will also install noise barriers/ /absorbers around stationery noise sources, viz.

pumps, compressors and blowers etc so that noise level will not increase.

• We will also develop green belt in around the periphery of the rode and turbine

So noise generated from the plant will not affect the people who come to the main

pond of the village for enjoyment, people who are living in the village and children

of the school.

Point no. 3 (Vibration)

• As the installation of proposed equipments/systems will be based on modern

technologies, they are likely to produce minimum vibrations.

• Steam turbine will be highly balance and there will be 25 -30 micron vibrations from it

which is very less.

• There will no vibration observed in turbine building which will be adjusted to turbine.

• We will also provide anti vibration pad for equipment with high vibration as a control

measures.

Vibration will not generate in the plant premises itself so there will not be changes

of vibration generation in the house of people who are living in the nearby area.

Point no. 4 & 5 (Heat Generation)

• We would like to inform you that heat will be generated in steam boiler which will totally

enclose. Boiler furnace will be cooled by circulating water and it will be properly

insulated. So there will be minimum heat loss.

• We will also developed greenbelt around the periphery of the plant.

• Our power plant will be set up in the industrial zone notified by AUDA which is one of

the well developed industrial area and having all the essential facilities & infrastructure.

With the above precautions, People will easily work near to the boiler area and do not

face the problem of higher temperate. Hence there will not be any problem of higher

temperate to the people who are living in the nearby area.

Point no. 6 & 7 (Gaseous emission)

Hear, we would like to inform you that we are not using any agro waste for the generation

of power. We will use Imported Coal and Lignite (with proportion of 65% & 35% based on

GCV) as a fuel for steam boiler – I & II.

• We will provide Electrostatic Precipitator to both the boilers as air pollution control

measures to control the emission of particulate matter & the flue gas emission will

remain well within gaseous emission norms prescribed by the GPCB/CPCB.

• Our Electrostatic Precipitator is design at outlet load of particulate matter @ 75 mg/Nm3

against the GPCB norms of 150 mg/Nm3

• The efficency of Electrostatic Precipitator is 99.79 %.

• Stack height of 73.0 m will be provided for the proper dispersion of pollutants into the

atmosphere.

There will not be any impact to health of the people and trees of the village with the

installation of ESP.
