Introduction The Regional Information Sharing Systems (RISS) Office of Information Technology (OIT) is pleased to announce that the Federal Law Enforcement Training Center (FLETC) Electronic Learning Portal (ELP) is now available to sworn law enforcement officers in the United States through the RISSNETPortal. This RISS OIT Instruction Guide provides information regarding how users can access the FLETC ELP resource. Introduction

The Regional Information Sharing Systems (RISS) Office of Information Technology (OIT) is pleased to announce that the Federal Law Enforcement Training Center (FLETC) Electronic Learning Portal (ELP) is now available to sworn law enforcement officers in the United States through the RISSNET™ Portal. The FLETC ELP provides a wide variety of on-line training sessions for law enforcement, and is offered at no cost for sworn RISSNET law enforcement users from the United States. This RISS OIT Instruction Guide provides information regarding how users can access the FLETC ELP resource.

Logging On Through the RISS Public Website

RISSNET users1 who are familiar with logging onto the RISSNET Portal can skip the following sections and

go directly to the Accessing the FLETC Electronic Learning Portal section below. RISSNET users who are new to the RISSNET Portal will gain access to the RISSNET Portal through the RISS Public Website. The RISS Public Website is available via the public Internet at www.riss.net. It provides information about the RISS Program that is of interest to the general public. It also provides authorized RISSNET users with a way to access the RISSNET Portal as follows:

1. On the RISS Public Website click the Logon button (Sample 1.1).

2. On the RISSNET Logon screen, enter the RISSNET User Name and Password (Sample 1.2).

3. Check the “I agree to abide by the RISSNET Terms of Use and Privacy Policies” check box. To review those policies click the links in the aforementioned text.

a. Depending on level of RISSNET access, users may be prompted for their RISSNET digital certificate. (Samples 1.3a and 1.3b). Checking the “In the future, ask me for my certificate first and use my certificate to enter my user name” check box will change future logons accordingly. On future logon attempts, only the user’s password will need to be entered.

Note: This setting will be saved for 30 days from each logon. If the user logs on more than 30 days from the last logon or clears their browser cache, the user will be reverted back to the original logon process.

b. To revert back to the original logon process, uncheck the box at next logon.

4. Once the appropriate information is entered, click the Logon button.

5. If prompted, select the appropriate certificate from the list (Sample 1.3a from Windows XP and Sample 1.3b from Windows 7).

6. Click OK. This opens the RISSNET Portal Home Page (Sample 2.1).

Accessing the FLETC Electronic Learning Portal

Resources available to RISSNET users, including the FLETC Electronic Learning Portal, can be accessed from the RISSNET Portal Resources Links footer. Find and click on the Federal Law Enforcement Training Center link under the Training heading to access the FLETC ELP (Sample 2.1).

To make it easier for users to access resources that they use frequently, the RISSNET Portal provides a section called “Favorites” where each user can place links to their most used resources (Sample 2.1).

To add a link to the Favorites section:

1. Click the star icon with plus sign overlays next to each resource link to be added as seen in the RISSNET Portal Resources Links footer (Sample 2.1).

2. Once a link is designated as a favorite by that user, it will be displayed in the user’s Favorites section on the RISSNET Portal Home Page (Sample 2.1).

3. To delete a link from the Favorites section, click the star icon with the minus sign next to the link to be deleted (Sample 2.1)

FLETC Electronic Learning Portal

When the “Federal Law Enforcement Training Center” link is clicked on the RISSNET Portal, the FLETC Electronic Learning Portal Welcome page is displayed (Sample 3.1).

Identifying your organization

To access any training materials, the user must identify the organization with which they are associated by selecting values from the pull-down menus on the right side of the screen. RISS users who are assigned to a law enforcement agency will follow the steps under “Law Enforcement Agency User”. RISS users who are associated with organizations that support Law Enforcement, such as RISS Center staff members, will follow the steps under “Law Enforcement Support Agency Users”.

Law Enforcement Agency User

This section is for RISS users who are assigned to a law enforcement agency.

1. Select the appropriate organization type from the Organization Type pull-down menu (Sample 3.1). For most RISS users, the selection will be “Office of State and Local.” Once selected, the Department Type pull-down menu will be displayed (Sample 3.2).

4. Select the appropriate county from the County pull-down menu (Sample 3.4). Once selected, the Department pull-down menu will be displayed (Sample 3.5).

Law Enforcement Support Agency Users

This section is for RISS users who are associated with organizations that support Law Enforcement, such as RISS Center staff members.

1. Select “Partner Organization” from the Organization Type pull-down menu (Sample 3.6). Once selected, the Department Type pull-down menu will be displayed (Sample 3.7).

Videos and other training materials may be accessed from the FLETC Electronic Learning Portal Home Page. For more information about the FLETC Website, please click the Help link on the FLETC Home Page (Sample 3.8).

Obtaining a RISSNET Account

Access to the FLETC Electronic Learning Portal through RISSNET is restricted to users who have a RISSNET account and by FLETC policy, are sworn U.S. Law Enforcement Officers. If you are uncertain if you have a RISSNET account, or if you would like information on obtaining a RISSNET user account, you can contact the RISSNET technical support staff at the regional RISS Center for your area. You can determine which of the RISS Centers to contact by finding your location in the lists below.
