MID-WILLAMETTE VALLEY COUNCIL OF GOVERNMENTS
HISTORY AND OBJECTIVES The Mid-Willamette Valley Council of Governments is a voluntary association of local governments in Marion, Polk and Yamhill Counties. It is established under the authority of Chapter 190 of the Oregon Revised Statutes.
Intergovernmental cooperation in the Mid Valley began in July, 1957, with the establishment of the Mid Willamette Valley Planning Council, an organization created to provide planning services to Marion and Polk Counties, the city of Salem and the Salem School District. In December, 1959, a Compact of Voluntary Intergovernmental Cooperation (forerunner of COG) was adopted by these same four parties and the State of Oregon. These two organizations merged with the adoption of the 1967 Charter and Agreement of the Mid-Willamette Valley Council of Governments. In 1968 Yamhill County joined to make the COG a tri-county organization.
The Agreement of the Mid-Willamette Valley Council of Governments describes the purposes of COG. Two of the major purposes are: 1) to enable the elected officials of the member governments to jointly identify issues and needs which are regional in scope, and 2) to assure, through cooperation and pooling of common resources, maximum efficiency and economy in governmental operations. The Agreement recognizes the sovereign equality of all members and states that “nothing contained in the Agreement shall authorize the Council to intervene in matters which are essentially within the domestic jurisdiction of any member without its consent.” Furthermore, the actions of any COG committee or group are advisory only and not binding upon any members without its approval.
The COG Board of Directors is composed of 21 elected officials representing the member governments – a commissioner from each county (Marion, Polk and Yamhill), mayors of member cities, a member of the Tribal Council of the Confederated Tribes of the Grand Ronde, and designated Board representatives of member special districts. The Board of Directors for the Mid-Willamette Valley Council of Governments is found on page 2 of this Directory.
In addition to providing a forum for local elected officials to share ideas and communicate with each other, the Council of Governments also provides technical planning services to its member governments, coordinates regional planning initiatives, and fosters collaborative problem-solving by convening appropriate resources to address multi-jurisdictional issues.
