Due to its distance of just 18 km from the Austrian border, Maribor represents the gateway into the country as well as to the Balkans. This favourable position makes the city a cultural and economic centre of the north-eastern Slovenia. Out of it comes also the environmental pollution caused by traffic. The majority of citizens used individual cars for traveling to work and also for other activities over the day. Many trips include the city centre. Car transport has no real competitors. The inhabitants, who do not drive or do not own a car, do not have the same mobility conditions. Also the residents, households or companies that want to change to cheaper and friendlier modes of mobility do not have competitive alternatives. REGIONAL ACTION PLAN

1. Introduction

Since mobility is crucial to quality of life and play a key role in all functions of society Municipality of Maribor gradually began to implement measures for mobility management and transport system improvement in the framework of the adoption of the following documents:

- Municipal environmental programme with detailed action plan for urban mobility was adopted at the City council in 2008.

- Sustainable energy and climate changes issues were developed within Local energy concept (adopted in 2009 and novelized in 2017). Detailed action plan for energy use reduction and RES in transport were set.

- The Sustainable Urban Mobility Plan for Maribor (SUMP) adopted at the City Council in 2015.

Many of the implemented activities in the past years have a positive impact on the state of the mobility (eg the expanding of the pedestrian zone in the city centre), however, some key obstacles remain (eg inefficient public transport system, unconnected network of cycling routes).

3. Policy context

The Municipality of Maribor is working on improvement of local policy in the field of mobility. With this Action Plan Sustainable Urban Mobility Plan (SUMP) as policy instrument is addressed, meaning that Action Plan aim to impact on local development policy instrument.

Hereafter further details on the policy context and the Action Plan contribution in order to improve the policy instrument are given.

Sustainable Urban Mobility Plan for Maribor (SUMP) is a modern document which considers and upgrades existent strategic documents of the city and the region. The document was adopted by the City Council of Municipality of Maribor in the 2015. The basis for the document is a long-term 20-year vision, whilst the measures are medium-term (mostly until 2023). Operative elaboration of a document with budget action plan is expected in five-year period (until 2020). Even though the SUMP is focused on transportation system in Maribor, it does not neglect the central role of Maribor in the region and therefore takes into account suburb traffic flows and migration patterns of commuters from the wider area as well as visitors in Maribor. SUMP is one of the municipality main strategies for carbon reduction. At the national level SUMP represents the crucial document needed for funding investments at the local level through Structural Funds and Cohesion Fund (Operational program for implementation of European cohesion policy the period 2014-2020). Strategic pillars of SUMP for Maribor comprise basic decisions in five key activity areas in the future:

1. Implementation of the integrated mobility planning

2. Promotion of walking as an important travelling mode

The development of the Action Plan was carried out in the framework of the European program Interreg Europe and the RESOLVE project. The RESOLVE project innovatively addresses two urgent challenges in European cities: the declining retail sector and the increasing need to reduce CO2 emissions. The overall objective is to reduce carbon emissions created by retail related traffic in town and city centres while also supporting jobs and growth in the local retail economy.

At this point SUMP for Maribor does not recognise the issue of retailing in the city centre or similar areas where economic activities are much dependent on traffic arrangements (i.e. pedestrian zones, logistic organisation).

With this Action Plan Municipality of Maribor will improve its Sustainable Urban Mobility Plan in the area of economic development and urban mobility in the city centre. With this Action Plan the SUMP of Maribor is being improved in a way that more attention is paid to the regulation and organization of the delivery of goods to companies, shops and restaurants in the city centre and to reduction the use of motor vehicles in the city centre with expanding of pedestrian zones, improving cycling infrastructure and public transport offer. These activities are, in addition to reducing CO2 emissions, expected to increase the attractiveness of the city centre, which will have a positive impact on the city centre economy. In this context attention in Action Plan is given to the organizational activities oriented towards better communication of the city administration with retailers and other entities operating in the city centre.

4. Exchange of experience within the RESOLVE project

Exchange of experience within the RESOLVE project represents the basis for the preparation of the Regional Action Plan in Maribor.

In the RESOLVE project we are learning how to reduce carbon emissions from traffic in city centre while supporting growth in the local retail economy. During the project we were learning and exchanging the experiences with partners and their stakeholders from Almada, Reggio Emilia, Ostrava and other cities from Netherlands and their experts how to improve existing pedestrian zones and commercial areas, how to pedestrianize new commercial areas, improve public transport and retail delivery by e-mobility, create a cycling path network. study the system not only the implementation part but also organisational part since there is a weak cooperation between the city and retailers in the city centre. We are planning to take appropriate organisational and investment measures by introducing some of the good practices and ideas, tailored for local needs in Maribor.

Good practices learned in RESOLVE project contributed to changes and improvements of policy instrument during following study visits:

Reggio Emilia (November 2017)

Reggio Emilia’s Electrical Experience where delivery and other services use electric cars in the city center inspired Maribor to introduce delivery by electric cars by obliging delivery companies to use electric cars in the Pedestrian zone during day delivery.

Almada (September 2017, April 2018)

Flexible mobility service in Almada / Maribor is introducing a similar mobility service with electrical vehicle in the pedestrian zone.

Pedestrianization in Almada / Maribor learned from pedestrianization in Almada city center. Maribor City Council intends to introduce a shared space street in city center where motorized traffic should be decreased. It will be a pilot project.

Cycle path network in Almada / in Maribor the cycle path network will be improved; there is lots of missing cycle paths to different destinations and quarters in the city. Maribor will design new cycle paths to build a real network.

Rotterdam/Antwerp (September 2018) - bike sharing system

Maribor learned about bike sharing system and will introduce such system in 2019.

5. Action plan

The Action Plan was prepared on the basis of information and knowledge gathered within project RESOLVE exchange of experience activities and on the basis of an analysis of the situation and needs of the city centre in the field of mobility and economic revitalization, which was one of the project activities.The surveys of visitors and retailers operating in the city centre identified the need to reduce the traffic of motor vehicles inside the pedestrian area, to reduce motor traffic in the wider area of the city centre and to build on the attractiveness of the city centre in order to increase the visit and to influence on the economic activity of the city centres.

Goals:

x Reduction of motor traffic related to the delivery of goods in the city centre;

x Reduction of the share of individual car transport related to visits of the city centre;

x Reducing the air pollution of the city centre due to motor traffic;

x Give more space in the city centre to ssustainable forms of mobility, especially to pedestrians;

x Increasing the attractiveness of the city centre with the aim to increasing the visits and growth of the small economy;

x Improving the state of the environment due to the reduction of emissions from motorized traffic and noise.

The Action Plan recommends measures (activities), responsible bodies and players involved for the implementation, timeframe, relevance to the project and short description of each measure as well as costs and funding sources needed for the implementation of each identified measure.

There were three areas of actions with specific activities identified: ACTION 1: More environmentally friendly delivery of goods to the retailers in the city centre ACTION 2: Better modal split in the city centre ACTION 3: Cooperation, communication and information Hereafter, proposed measures (activities) of each area of action are presented.

Action 1: More environmentally friendly delivery of goods to the retailers in the city centre

Short description of the measure with the relevance to the project:

Measure includes introduction of delivery in the city centre and pedestrian zone by e-vehicles. This is the result of the amendment to the existing ordinance which was prepared during the RESOLVE project and adopted by the City Council in 2018. The transition period for the implementation of the change is until end of 2019. City inspectorate will be responsible for monitoring the implementation of measure.

Currently the delivery system inside the pedestrian zone is arranged in a way that enables some of the courier expresses companies to enter the zone during the whole day (meaning also outside the defined delivery time). In accordance with the new rules this services will be possible only with e-vehicles.

Good practices learned in RESOLVE project contributed to changes and improvements during Reggio Emilia study visit in November 2017 where their electrical experience for delivery and other services in the city center was presented.

Short description of the measure with the relevance to the project:

Measure includes a pilot project of introducing the delivery service inside the pedestrian zone using cargo bicycles.

Delivery companies note 30% annual growth in the number of packages in delivery and it is predictable that the number of packages will double in the coming years. Therefore, the establishment of this measure in the pedestrian area as well as wider area of the city centre is gradually foreseen for the reduction of motor vehicles.

The idea for this activity was formed on the basis of cooperation and exchange of experience within stakeholder group.

Action 2: Better modal split in the city centre

Besides the measures (activities) to reduce motor traffic for delivery, it is also necessary to reduce the individual use of the car for everyday activities related to the city center. The city administration has put in place measures to improve the mobility of the population, such as bicycle connections between urban districts and the city center, to improve the pedestrian and cycling infrastructure in the city center and to introduce the new public transport service. With these measures it is expected that the attractiveness of the city center will increase which will have a positive impact on the city centre economy.

MEASURE 3: Introducing e-mobility in the city centre by free public transport

Short description of the measure with the relevance to the project:

Measure includes introduction of new mobility service with electric vehicle in the pedestrian zone.

The mini electric vehicle enables citizens and visitors easier access to the shops, restaurants, market, different institutions and sights at the city centre as well as the visit to various events. The mini electric vehicle does not have a planned route to stop. Inside the pedestrian area, it can take you wherever somebody wants to go. The ride is free.

In 2018 the service was introduced as a pilot action. On the basis of the vehicle testing period and good response service will be implemented as a permanent offer from 2019 on and will be supported with additional marketing and monitoring.

Short description of the measure with the relevance to the project:

The objective of the investment is regulating the narrower area of the Main City Square and part of the Koroška road. With the investment, the area will be designed as a quality and modern public space that builds on the existing spatial design of the area. The measure of introducing the shared space is the approach where pedestrians, cyclists, public passenger transport and certain types of motor transport use the same surface in one plane.

The shared space will be introduced in the entire Cafova street area in order to reduce space that is intended only for cars and thus improve housing conditions and allowing better conditions for the development of retailer services and restaurants. MEASURE 6: Introducing a parklet in the city center

Short description of the measure with the relevance to the project:

The City administration is improving public space by reducing place for vehicles in several areas of the city center.

A parklet (sidewalk extension that provides more space for people) will be introduced near the pedestrian zone. Some parking places will be reduced and the space will be designed for people to meet as well as for cycle parking to encourage people to cycle to the city center. The parklet will be installed first for a limited period for some months in a street situated next to the pedestrian zone. If the results of the monitoring will be positive, it will be installed permanently.

Short description of the measure with the relevance to the project:

New cycle paths will connect neighbourhoods in Maribor with the city centre cycle path network in order to promote and enable inhabitants of Maribor who live in the living quarters to plan their daily trips to work and shopping areas by bike. Now there is no safe infrastructure for biking from living quarters to the shopping and pedestrian zone in the city centre. Measure includes building new bicycle connections and improving existing ones.

With the introduction of bike sharing system the city wants to introduce a service for a sustainable, environmental, health and energy efficient way of traveling in the city. Within the framework of the measure, 12 bicycle rental sites will be established and 120 bikes will be offered to use.

Short description of the measure with the relevance to the project:

Results of the survey that was prepared as one of the RESOLVE activity and conducted in 2017 and 2018 among retailers in the city center showed that there is a weak communication and cooperation between city administration and city centre. The need for managing city centre was identified also during stakeholders group meetings.

Within the measure municipality is planning to take appropriate organisational measures in order to establish better conditions for proper cooperation and implementation of specific activities also in the area of promoting city centre and its offer.

- Motivation activities for users of different mobility modes

- Workshops organizing

This measure serves as support measure for planed infrastructure projects in connections to promoting city centre and its offer.
