Education Service Center Region XIII is one of 20 service centers that serve Texas educational needs. We are a non-regulatory agency; our relationship with school districts is collaborative and supportive. Our purpose is to aid teachers and administrators in their role as educators of our children. We serve as a liaison between the Texas Education Agency and the local schools districts and the schools they serve by disseminating information, conducting training, and providing consultation for both federal and state programs. Our staff is composed of knowledgeable educators dedicated to excellence in education.

Although we provide services and tools nationwide, our assigned regional area encompasses:

Behavior Staff Support NetworkThe Behavior Staff Support Network addresses the challenges and concerns of staff who work with children with behavioral needs--teachers, behavior specialists, paraprofessionals, and LSSPs. Participants gain knowledge of best practices and new strategies for addressing problem behaviors. Participants will also receive free admission to three behavior workshops along with these three network support meetings.

Bilingual Evaluation Leadership NetworkThis three-day series focuses on training and support for personnel (Educational Diagnosticians and LSSPs) who evaluate English language learners for special education eligibility. Topics to be addressed include: review of current issues in bilingual education, review and analysis of best practices in evaluating bilingual students, selection and use of test instruments, appropriate evaluation procedures, and report writing. Case studies will be used through the series.

Curriculum CouncilThe Curriculum Council provides district curriculum and special education leaders up-to-date information about major curriculum, instruction, and assessment initiatives. Superintendents Regional AdvisoryThis committee consists of the school district superintendents and charter school leaders. At the monthly meeting, the chair of the Regional Advisory Committee (RAC), elected by the membership, directs the meeting with the assistance of Region XIII’s executive director. The agenda consists of updates in legal issues, the Texas Association of School Administrators (TASA) executive and legislative committee reports, and a featured speaker. The topics addressed by the speaker are varied but pertinent to school operations and student learning. The RAC is also called on from time to time to provide input and share in Region XIII decision-making.

Executive Services

Executive ServicesLisa Gregory | 512.919.5301The Executive Services department is led by our Executive Director, Pat Pringle. The department provides services, including the Commissioner’s Cabinet for Regional Services (CCRS), in which a cabinet of executive directors from all of the regional service centers meets to discuss issues related to service center initiatives and operations; the Governmental Relations of CCRS, which tracks funding and legislation that has a direct impact on Education Service Centers (ESCs) and districts; a Regional Advisory Committee (RAC) that meets to discuss a variety of topics pertinent to school operations and student learning; and the Region XIII Board of Directors whose primary responsibilities include adoption of the budget, approving interlocal agreements with other entities, and employing an executive director.

FacilitiesJanet Basey | 512.919.5228The facilities department is responsible for planning, maintaining, and providing a safe environment for Region XIII staff and visitors. The facility manager oversees all aspects having to do with the Region XIII facility, including emergency plans, fire alarm information, cubicle etiquette, and meeting rooms. In addition, our facilities are available for rental to the public after business hours for events, such as weddings and parties.

The Science Material Center provides a broad spectrum of materials and services for all grade levels, including over 100 living specimens, models, and tools. Human ResourcesJanet Basey | 512.919.5228The Human Resources department provides support to employees of Region XIII. The department maintains the development of the employment application, employs and processes new staff, administers benefits and compensation, compiles mandatory Human Resources records, monitors rules and regulations in compliance with the law, and conducts exit interviews.

Texas Education Telecommunications Network (TETN)Carol Willis | 512.919.5372The Texas Education Telecommunications Network (TETN) is a partnership between the Texas Education Agency and the 20 regional ESCs. TETN facilitates communications among educational entities throughout Texas to improve student performance and to increase efficiency of educational operations via an effective statewide telecommunications network. TETN provides videoconferencing, a cost-effective approach to communication that enables live, interactive audio/video communication between two or more locations.Region XIII is the fiscal agent of the network and is responsible for the consortium budget and the TETN office. This service is not available to anyone outside the consortium at this time.

School Board TrainingJoe Thedford | 512.919.5282Region XIII provides school board training based on the state framework for school board development. Trainings are offered onsite at Region XIII, cluster sites, and districts. Services include the state required training for new and experienced board members and legislative updates.

Business Manager CooperativeJoe Thedford | 512.919.5282Region XIII provides technical assistance, school finance, and investment training to business managers in the region. Monthly meeting are an opportunity to network and gain valuable new skills in managing the business functions of a school district.

Purchasing CooperativeJoe Thedford | 512.919.5282Region XIII and Region 20 share in a Purchasing Cooperative to assist districts in securing the best price and value in purchasing supplies and food products for their operations. Information about the cooperative, including a vendor application may be accessed at www.esc20.net (2013 Purchasing Cooperative).

Media ServicesJoe Thedford | 512.919.5282Video on Demand (VOD) is a rich media collection consisting of over 3,300 videos, 23,000 core concept clips, 6,000 audio files, 25,000 educational photos, clip art images, 5,000 print resources, and a databank of 15,000 quiz questions and 1,000 premade quizzes.

Bus Driver TrainingFrances McAdams | 512.919.5361Region XIII provides school bus driver training for our districts to meet state requirements for certification. Individuals seeking School Bus Driver Certification are required to attend a 20-hour certification course covering content prescribed by the Texas Department of Public Safety and pass the state exam of the course material. Experienced school bus drivers are required to attend an 8-hour refresher course every three years and pass a state exam of the material. Troops to TeachersMeryl Kettler | 512.919.5484 or Dale Reynolds | 512.919.5477Texas Troops to Teachers (TTT) is a federally funded program designed to relieve teacher shortages in public schools by assisting retiring and separating military personnel in becoming teachers in their next careers. At the state level, the Texas Troops to Teachers Office provides information and guidance to participants on all aspects of teacher certification.

PEIMSJohn Shaffer | 512.919.5400The ESC PEIMS team provides explanations of the overall collection and submission requirements for PEIMS, PET, PID, and student records data using the Texas Student Record Exchange System (TREx) and Edit+ systems. All training is based on the TEA Data Standards, TREx Data Standards, Financial Accounting Resource Guide, and Student Attendance Accounting Handbook. Interpretations and resolution of Edit+ data editing fatal errors, special warnings, warnings, and PID errors are available.

Students with significant disabilities must have access to the curriculum in an environment that is least restrictive and provides for the highest quality instruction. The Curriculum Access and Resources for Inclusion team provides professional development and technical assistance to educators supporting students with autism, cognitive disabilities, deaf/blindness, visual impairments, and students who are medically fragile. The team also provides support for assistive technology, speech language pathology, and occupational and physical therapy. Clients have access to state-of-the-art equipment and software for viewing and/or borrowing for trial periods through the Assistive Technology Preview Center/Lending Library and from the Visual Impairment staff. Additionally, there is an extensive Autism library with books and other materials that are available for short-term loan.

Digital Reading: From Evaluation to Implementation

Reading is more than just decoding, and digital reading presents new opportunities and challenges in the 21st century. Struggling readers now have access to text reader applications to support decoding, fluency and comprehension, but is it appropriate for all students? In this workshop, the presenter will describe multiple types of digital reading supports, as well as how they can be used strategically. Wilson Reading System, an Orton-Gillingham-based intervention, is designed for adults and for students in grades 3-12, but it can be used with younger children. R.E.W.A.R.D.S. - Big Word Decoding TrainingThe Reading Excellence Word Attack and Rate Development Strategies (REWARDS) is a system specifically designed to help students who may fit one or more of the following categories: students who need to improve their TAKS scores in the area of vocabulary, including prefixes, root words, suffixes; students in grades 4-5 who have mastered single-syllable words and are ready for multisyllabic words; and students in grades 6-12 who lack word identification skills and are slower oral readers than their peers. Parenting and Paternity Awareness ProgramThe P.A.P.A. Program is a public education project for youth sponsored by the Office of the Texas Attorney General (OAG). Its goals are to promote responsible parenthood, build a basic understanding of paternity and child support laws, encourage the involvement of non-custodial parents, prevent relationship violence, and support the formation of strong, stable families.
