Purpose

To provide guidance on the development of a Priority for Services (PFS) Action Plan.

NCLB P.L. 107-110 §1304 (d)Each recipient (LEA) of

Criteria for Priority for Services on New Generation System

Have their education interrupted during the previous or current regular school year

Have their education interrupted during the previous or current regular school year

Are in grades 3-12, Ungraded (UG), or Out of School (OS)

Are in grades K-2

have failed one or more sections of the TAKS, or are designated Absent, Exempt, Not Tested or Not Scored.

have been designated as LEP in the Student Designation section of the NGS Supplemental Program Component or have been retained, or are overage for their current grade level.

Priority for Services (PFS) Action Plan

Before the 1st day of school, develop a PFS Action Plan for serving PFS students.

Plan must clearly articulate criteria for defining student success, including timelines for achieving stated goals and objectives.

Migrant funds must be targeted to serve Priority for Services students first and foremost before serving migrant students who do not fall into this category.

PFS Action Plan will include:1. When the MSC will provide PFS Criteria &

updated PFS reports to campus principals, appropriate campus staff & parents.

2. When the MSC will meet with district PEIMS staff to review accuracy of migrant student data.

3. A detailed list of services provided for PFS students at the Federal, State & local level.

4. A narrative that explains how the MSC will use PFS reports to give priority placement to PFS students.

5. When the MSC & staff will make home and/or community visits to update parents on the academic progress of their children.

6. A narrative that explains how the MSC will ensure that PFS students receive priority access to social workers & community social services/agencies.

7. PFS Action Plan will be a part (on its own) of the district’s Student Achievement Improvement Plan (SAIP) & uniquely titled (i.e. Migrant PFS Action Plan Section).

Sample:During a staff meeting to be

held September 14, 2006, the migrant services coordinator will provide designated personnel including migrant lab instructors, counselors, migrant clerks, community liaisons information regarding PFS criteria and discuss the utilization of PFS reports in order to accurately serve PFS students.

2. Include when the MSC will meet with district PEIMS staff to review accuracy of migrant student data.

Sample:The migrant services

coordinator and head NGS Data Specialist will meet with the PEIMS coordinator to share and compare migrant student data to ensure that NGS and PEIMS data match on September 25, 2006 and on January , 2007.

3. A detailed list of programs provided for PFS students at the Federal, State & local level.

Federal & State Programs: NADSME-Strengthens national networks of

practitioners sharing in the task of the education of migrant children.

NGS-Anywhere ISD in coordination with consortium states uses this Internet-based program to maintain migrant student health & academic data.

TMIP-Anywhere ISD coordinates with TMIP to ensure out-of-state TAKS/TAAS testing.

National PASS- Anywhere ISD uses this program to assist students with credit accrual.

UT-Austin Migrant Student Program- Anywhere ISD uses this program to assist students with credit accrual.

St. Edward’s Graduation Enhancement Program- Anywhere ISD uses this program to assist students with credit accrual.

Math Plus-Anywhere ISD uses this distance learning program/curriculum to provide education continuity by promoting literacy development and higher order thinking skills for mobile migrant youth.

Local Programs:NovaNet-High School students use this

on-line program for credit accrual and to enhance reading and writing fluency for the TAKS.

My Skills Tutor-Elementary & middle school students use this computer-based program to enhance skills in content area classes and to enhance reading and writing fluency for the TAKS.

Achieve 3000-Middle school students use this computer-based program to enhance reading and writing fluency and to increase vocabulary development.

Building Bridges-3 and 4 year old children participate in school-based or home-based curriculum to build the child’s growth and development.

4. A narrative that explains how the MSC will use PFS reports to assist & assign services to PFS students.

Sample:The migrant services coordinator will

analyze why the migrant student is identified as Priority for Services before considering appropriate services for each individual.

For example, if the student is in 3rd grade, has education interruption and has failed the TAKS reading, the student will be assigned a Play Station with a reading program so that the student can practice reading skills in an innovative way and simultaneously improve his/her reading fluency. The student must master each level before moving to the next one. His/her progress will be monitored according to the level that the student has achieved.

5. Include when the MSC & staff will make home and/or community visits to update parents on the academic

progress of their children..

Sample:The migrant services coordinator,

community liaisons and/or recruiters will make home visits every 3rd week of each 6 weeks as an intervention strategy to keep parent(s) abreast of child’s academic progress, share instructional services provided by the campus, let parent know what service is appropriate to assist the child in improving his/her skills and ask the parent to share the responsibility of monitoring the child’s progress.

6. A narrative that explains how the MSC will ensure that PFS students receive priority access to social

workers & community social services/agencies.SampleThe migrant services coordinator will

obtain a list of community services from the recruiter and a list of social services agencies from the campus counselor. These lists will be shared with all migrant personnel and with parents. PFS students will be considered a priority and will be interviewed on a one-to-one basis by the campus/migrant counselor. The campus/migrant counselor will recommend services for PFS students based on the interview. This information will be provided to the MSC. Recruiters/community liaisons will follow-up with each PFS student/parent to ensure that services are provided.

7. Include PFS Action Plan on its own in the district’s Student Achievement Improvement Plan (SAIP) &
