& TEACHER I/II/III TO HT/ SCHOOL HEAD POSITIONS

Chiefs, CID and SGOD Public Schools D istrict Supervisors Elementary & Secondary School Principals/ Head Teachers/ TI Cs All concerned personnel

1. This is toannow1ce to the field that pursuant to N BC No. 2005-5 on "Reclassification of Positions" ,the Schools Division of Palawan shall adopt effective CY 2019 the herein set of policies and guidelines for the reclassification of items.

2. Reclassification refers lo the change in the position Litle requiring the issuance of an appoinlmenl with a corresponding increase in rank and salary. It shall apply only to filled regular position in the national government; there is no vacant item once the item is reclassified ; it may be allowed after 3 consecutive years of al least Very Satisfactory or 2 conseculive years of Outstanding performance from the elfectivity of the lat.est appointment; and entries in the PSI-POP musl. be correct. ,updaled and be reflected in the ERF.

3. All school /dist.ricl. r:rnking shall be done once a year preferably afLcr the raling period for SY 20 I 8-2019 and henceforth shall be deemed valid for one year.

4. Application for reclassificalion is year-round but its submission to Lhe Division shall commence on the 3rd week of June until its cut off date on the last week of September to facilitate a thorough checking, review and cvalualion or tl1c submitted documents.

5. All the pertinent documenL5 shall be submitted lo the Division O llice in one rnpy 011ly, with original copies of the trninings/ seminars attended a.11d demonstration teaching ( for Master Teacher );compiled in one folder and arranged in accordance with the given checklist.

6. For reclassification of Teacher I to T- II & Teacher I/II to T - III Items ( Elementary & Secondary

✓ Ranking of applicants for Master Teacher shall adopt MEC Order No.IO, s.1979

✓ Applicants for Master Teacher posit.ions shall have actual teaching loads.This includes teachers who besides providing special/anci llary services have regular teaching loads, with at least 360 mins. of daily teaching hours.

✓ Allocation of MTs for Elementary - The total number of MTs shall not exceed 10% of the lotal number of teachers in the school district.

✓ 6.6%is alloted to Master Teacher I position and 3.4% fo r Master Teacher II ✓ MT posit.ion shall be alloted proportionally by division on the basis of number of teachers

likewise be distributed proportionally among all districts. ✓ If there are not enough qualified teachers in the district to fill-up the number of MT posit.ions

alloted lo il, the positions may be filled by qualified teachers from other district<; provided said teachers shall serve in the district where the MT positions have been alloted.

✓ Claim for Demo Teaching shall be supported with the following: Lesson Plan;Cert.i ficate of Recognit.ion/Commendation as Demonstration Teacher duly signed by authorities in the district/division/ region/ national as the case may be; it should corroborated by 3 lo 5 teachers present during the demonstration teaching; and, Observation tool utilized by observer may be added if there is any.

For reclassification of School Head It.ems ( Elementuy & Second;uy )· Promotion of a SH through reclassification of their incumbent's plantilla item, who is in current position, has mastered all job elements to the point where he/she meets the requirements of a higher level position, but no vacancy exists in the PSIPOP of the di\~sion/school. Reclassification maay only be allowed afLer 3 consecutive years of at least VS or 2 consecutive OuL<;tanding performance from the eflectivity of the latest appointment. Qualification standards for SHs position are stipulated in D.O. No. 97, s. 2011 with the exclusion of requirement of nwnber of teachers to be under his/her supervision except for HTl and Pl as it is generally based on merit and achievements. Reclassification for SH position is ladderized. H ead Teacher I position per school with at least 6 teachers; in a cluster of at least 3 schools with an aggregate of at least 6 teacl1ers;in case of far-flung areas, allocation of HT position will be determined by theSDS Schools with at least 60 teachers shall be provided with a HT to assist the SH .Integrated schools with at least 30 teachers shall be allowed to have a Head Teacher position. Clustering of at least 3 neighboring schools within the schools district which includes primary and mulli-grade schools maybe allowed, provided there are no other available school heads to handle the schools to be clustered. An applicant must obtain at least 60 points to deserve tJ1e reclassification.It is ad~sed thal an applicant should have earned tJ1e minimwn point for each criteria set. Criteria on outstanding accomplishment shall have a minimum points of l O . Exception to NEAP certilication; l.bclo11gs to top 10 performing schools in tJ1e Division;Lhose who achieved the maturity level of SBM practice and Levd III accreditation introduced, adopted and /or implemented innovations in curriculum instructions( i.e. Outstanding Accomplishment certified by the SDS) . Elem HT III can be reclassified Lo Pl provided that all requirements, except the experience a.re satis fied. Head Teacher ( Secondary ) for Non SH; Academic Department Head; Positions are defined per suQject area, a-; in charge of instructions on concerned suQject; QS for Dept. H eads for sec01 tdary is based upon tJ1e guidelines stated in D.O. 39, s. 2007 witJ1 Lhe prescribed number of teachers under superv1s1011. Applicants for Pl position should have passed tJ1e Principal's Examination.
