Region 2’s Use of the Incident Command System For

The World Trade Center Response&

2004 Republican National Convention Predeployment

Brief Recap: The Mission

FEMA Mission Assignments for EPA ($83M): • sampling and analysis of ambient air, debris, water • "washdown" of personnel & vehicles• removal & disposal of hazardous materials• vacuuming of dust & debris from streets• monitoring discharges to Hudson River• provide data & health info to the public • Assist Financial District in retrieving electronic files/papers• Supplying PPE to rescue workers

Region 2’s Use of ICS at WTC

Dust Suppression: Washing and Cleaning

Monitoring: Establish a Network

Real-Time VOC Data to Workers

External Factors & Influences Affecting “Command” & Leadership

• NYC under a state of Siege• City-lead response (w/FEMA funding)

– FDNY controlled WTC site– NYPD controlled the landfill– NYCDDC ran debris removal– HQ’ed from NYC EOC

• Site work focused on human remains recovery• Initial (EPA) taskings were from the White House• Significant portion of EPA workers not emergency

responders• ICS commitment was within ER program, not the Agency• Used some ICS “tools”, rather than true ICS

Initial Mobilization

• Mobilizing the ER Operations & Support Staff– Shutting Down “normal” regional operations (sites, etc.)– Gathering All Available Resources:

• Regional On Scene Coordinators (OSCs) (20+)• ERT (20+)• USGC National Strike Force (40+)

– USCG BOA Contract Support (Miller & Clean Harbors)• Contract Support (150 +)

– EPA: ERRS, START, REAC; GSA: TetraTech• EPA Program Specific Support

– Contracts– Communications– Information Systems– Media Programs (Water, Air, RCRA, etc)

• OSCs from other Regions

Key Locations

• Pier 92/NYCEOC• Pier 90/FEMA DFO• WTC Site/West & Vessey• Fresh Kills Landfill (Staten Island Landfill)• EPA Edison Facility/EPA Staging area/EPA

COOP relocation• 290 Broadway/26 Federal Plaza

Response partners & organization• New York City Agencies

DEP, DOH, FDNY, NYPD, OEM, DDCPier 92/NYCEOC

• State agenciesState EOC/AlbanyDEC Agency reps @ NYCEOC

• FEMAPier 90/DFOOperations Section/Emergency Service Branch

R2 ICS structure for WTC & RNC

Unified vs. Single Command• No EPA “Incident Commander” as a

unified command partner with NYC• EPA provided Agency Reps in City EOC

and FEMA DFO• Internal Regional Area Command(-like

organization) for EPA’s tactical missions: response led by “Disaster Coordinator”

R2 ICS structure for WTC & RNC

Incident assignments

• Single Agency Area Command (Edison)• Regional & HQ Senior Leadership

Role/participation• USCG AST IMAT• roles of OSCs• roles of Regional Disaster Team (RRSC)

Operations SectionOctober 2001:• “Ground Zero” Branch

– Outfall Monitoring Group– Washing Group– SuperVac Group– Disposal Group

• Sampling Branch– Water Group– Landfill Group– Lower Manhattan Division– Ambient Air Group– Organic/Metals Group– Building Assessment Group

• Data Assessment Branch• Landfill Washing Branch

November 2001:

• Sampling & Data Management• Disposal Group• Wash Group• Landfill Group

Removed from Ops Section (reporting to Disaster Coordinator):

• Coast Guard Support– USCG Landfill– USCG Ground Zero

ICS Structure Oct & Nov:

Organization for Environmental Monitoring & Data Management

• Sampling & Data Management was assigned within Operations Section, some tactical decisions made at RA/DD level

• Environmental monitoring mission transcended the entire response• ICS organization didn’t include substructure for IT support, risk

assessment, and overall scientific & data management support• Multitude of organizations conducted sampling under no common

umbrella, including within EPA (HQ/ORD assets)• Public data release controlled by HQ OEI (not in command structure)• Some sampling decisions made in reactive mode• No clearly defined & documented sampling objectives (QA Plan) led

to lack of any exit strategy. Substantially the same air sampling program in May ’02 as in September ’01.

Monitoring Conducted by Numerous Organizations

• NYSDOH, NYSDOL• NYCDEP, NYCDOH• NYC Board of Ed., NYC School Constr. Auth• NYC Dept. of Design & Construction• NJDEP, NY/NJ Port Authority• USDOL, USDOI, USGS, CDC, GSA• NYU, Columbia, Johns Hopkins, UC Davis• ConEd, Verizon, AT&T• Operating Engineers Union

Planning Section• Planning Cycle

24 hour operational period; then 48 & 72 hour periodsFacilitated by USCG AST

• Resource ordering & tracking (conventional process)ERRS/START ERT/REACUSCG BOAssite-specific sampling contract

• DocumentationWork summaries for each operational period (mitigation activities only)Personnel entry/exit not closely managed

• DemobilizationInitial mobilization was a very heavy personnel resource load Duties of some departed personnel were not reassigned

Situational Reporting:

SITREPS issued 2-3x/week

Did not include any sampling data status or issues

Summary:• Used some “ICS tools”, rather than ICS• OSCs/removal program was a minority population in total

Agency response effort• ICS tools were substantially limited to conventional

removal activity• No command organization for senior management

involvement in response• No command structure for numerous support personnel &

activity (IT, scientific support, logistical support) within Region & HQ

• Operated primarily as single agency command, subordinate to NYC

• Demobilization was problematic – key functions not always replaced & duration of duty tours were not clearly defined

R2 ICS structure for WTC & RNC

RNC Pre-deployment

• USCG COTP-NY is pre-designated OSC for Manhattan

• EPA supported Coast Guard-led organization in integrated ICS structure, staged at COTP-NY facility

• EPA deployment was supported by Area Command org in Edison RRC (strategic planning, logistics, finance)

• Expansion plans for EU to relocate to Edison RRC if need for expansion
