Somerset County Council has 15 regeneration priorities grouped into 4 keyregeneration themes:

This Delivery Plan draws together all of the key implementation activitiesacross Somerset County Council’s Directorates and Service Areas thatcontribute to the achievement of these regeneration priorities. For thepurposes of this document activities are identified under their principalregeneration theme/priority, although it is clear that many deliver againstseveral themes and priorities. For instance, the 21 individual projectsmaking up Waterlinks will deliver against all four themes and 13 of the 15priorities.
Wherever possible the Delivery Plan sets out the proposed timing,resourcing and partnership arrangements for each delivery action.
However in relation to the proposed funding arrangements set out in theDelivery Plan, it is important to understand that future funding allocationsare not commitments but will be subject to annual budget processes thattake into account the availability of funds and the relative priorities betweenall of the resource demands across the Council’s wide range ofresponsibilities.
Also it should be noted that there are numerous other implementationactivities across Somerset County Council’s various service areas that are notstrategic in nature, although they may be of great local importance, and aretherefore not included in this overview document. Details of these arecontained in the delivery plans of the County Council’s individual serviceareas.
The Delivery Plan can only be successfully implemented through thecoordination of a wide range of activities across the Council. This isrecognised in the governance arrangements that have been put in place.

Heading up the arrangements is the Regeneration Strategy Groupcomprised of members and senior officers. This group will be responsiblefor forming, maintaining and reviewing links to regional and sub-regionalbodies in relation to regeneration issues affecting Somerset. The Regeneration Strategy Group also has overall responsibility for:
Overseeing the implementation of the Delivery Plan,Reviewing the Delivery Plan annually,Coordinating actions across Directorates and Service Areas;Promoting issues relating to regeneration and development both within theCounty and externally;Coordinating and prioritising the Council’s input into the various physicalregeneration initiatives (such as Bridgwater Challenge) and otherregeneration programmes; and Ensuring that the Council’s aims, objectivesand interests are properly represented in relationships with externalstakeholders.
The Regeneration Delivery Group, comprising the relevant heads of serviceand group managers supports the Regeneration Strategy Group, and isresponsible for coordinating and prioritising the day-to-day activitiesassociated with implementing the Delivery Plan.

SCCparticipates at the Advisory Board(members) and Executive Group (officers)levels and provides technical advice andexpertise to various project groups. AsHighways Authority, SCC is alsoresponsible for delivery of the InnerNorthern Distributor Road and Third Waymajor projects essential to the delivery of the Taunton vision. (See Action AC4.3)
Yeovil is identified as a StrategicallySignificant Town in the draft RSS. SCC is represented on the Project Team andSteering Group, and provides technicalexpertise and advice as required.

The Waterlinks Programme is anintegrated package of regeneration andwaterways improvement projects, theunifying concept of which is a set ofHubs and Spokes, into which the 21individual projects are being organized.The Hubs (the 4 towns) are the spatialfocal points of the programme, whereresidents and visitors can experience acollection of Waterlinks projects. Thespokes represent sustainable ways oftravelling between hubs, includingopportunities for boating and canoeing,waking, riding, cycling and bus services.

This route is used by some as a commuterroute near to Taunton and Bridgwater butmore significantly is a recreational route.This approach ties in with policiesdeveloped through the SomersetWaterways Advisory Committee for thecanal and river corridor.
The RoWIP was endorsed in November2006 and will be reviewed in 2011.
Target is to achieve 84% ease of use by2010/11. Paths will be categorised asfollows:1. National and regional trails (e.g. SWCoast Path, River Parrett Trail)2. The team is managing highpriority actions from the Tourism DeliveryPlan. SCC is leading the business themegroup developing the business plan for theDMO with a projected launch 2007/08.
This is a high priority activity beingprogressed through the STPT Brandingand Marketing theme group on whichSCC is represented. Marketing will bebased around themes targeted tospecific audiences including Relax inSomerset, Short Breaks, Family holidays, History and heritage, Festivalsand events, Food and drink, ActiveSomerset. The latter will link closely with the Tour of Britain.

Dulverton and Chard are existing schemecommitments. Future schemes will beprioritised through the refresh of theSomerset workspace strategy.
