ChroniclingthephenomenalachievementthatisBallymuntodaywillbeadauntingchallengeforfutureurbanhistorians.Itisaregenerationprojectthathasbeenuniquefromtheoutset.In1998therewere17,000peoplelivinginthe324hectarearea;aconspicuousandnotoriouslydeprivedhigh-riseestatewithits36highriseblocksclearlyvisiblefromtheair.Suchwastheextentofthetaskthatthemasterplannercomparedittoopenheartsurgery.
RegeneratingBallymunandputtinginplacethenecessarysocial,cultural,economicandenvironmentalinfrastructuretocreateasustainablefutureforthosewholivedandworkedtherehasindeedbeenachallengingjourney.IthasbeencharacterisedbyasharedvisionandresoluteambitionofBallymunRegeneration’sboardandregenerationteam,theircolleaguesinDublinCityCouncilandlocalresidents’workingwithnumerousotherstakeholderstodelivertheMasterplanforthearea.
Inmanyways,theMasterplanpresentedtoGovernmentin1998foretoldtheSocialPlanwehavetoday.Itwasgroundbreakinginitssheerscaleandcomplexity;andthemostambitiousinitiativeofitskindeverundertakeninthehistoryofthestate.Itprovidedtheframeworkforaseriesofintegratedphysical,socialandenvironmentalinterventionsaswellaseconomicandculturalinitiatives,designedtoengagewithlocalresidentsandcreateasenseofplaceandofownershipofthenewtown.
Almost15yearslater,thephysicallandscapehasbeentransformed.However,itisabundantlyclearthatinordertobetrulysustainable,theregenerationofBallymunencompassesmuch,muchmore.Deliveringsustainableregenerationfortheareademandsaninteragencycollaborativeeffort,supportedbypro-activeinputsfromthecommunityandvoluntarysector;arobustapproachthatmyGovernmentactivelypromotes.TheSocialPlanrightlyrecognisestheimperativetodeliversocialregenerationacrossarangeofservicesandactivitiesthroughawiderangeofpublic,privateandcommunityinitiatives.DublinCityCouncil,theBallymunPartnership,YoungBallymun,theHealthServiceExecutiveandthepartnersinSaferBallymunhavealreadyprovedthatproductive

TheSocialPlansignalsthecoordinatedcommitmenttosocialregenerationbyawiderangeofpublic,privateandcommunityinterests.Itcreatesanintegratedframeworkforinter-agencyactionstoaddressthefuturesocialdevelopmentoftheareathroughthedeliveryofpracticalinterventions.WebelievethatsustainingtheregenerationofBallymunwillrequirepartnershipbetweenresidents,localbusinesses,communityandvoluntaryorganisationsandpublicserviceagencies.
DevisingtheplanhashighlightedtheneedfortheleadpartnerstocontinuetoworktogetherforBallymun’sfuture.WeparticularlyacknowledgethevaluableinputofDublinCityCouncil,theBallymunWhitehallAreaPartnership,theHealthServiceExecutive,alltheschools,YoungBallymun,andthepartnersofSaferBallymuntotheplan.TheBRLsocialregenerationexecutiveteamhasshownextraordinarydedicationinbringingtheplantogether.Wealsorecognisethevitalcontributionoflocalresidentsandotherstakeholdersworkingintheareathroughoutthepublicconsultationprocess.Eachoneofusknowsthatthisisnottheendoftheregenerationprocessbutreallyanewbeginning.WorkonimplementingtheSocialPlan’sseventhemeswillcontinuetobringthepartnerstogethertofulfilthespecificactionsdocumentedintheimplementationplans.
BallymunRegeneration’slogodepictsthehandofthecommunityreachingforabrightnewfuture.Thisisafuturethatisnowinsight;afuturewhereSustaining Regeneration: A Social Plan for BallymunwillbeforthebenefitofeverybodylivingandworkinginBallymun.

Ballymun: Framing the context
InMarch1997theregenerationofBallymunwasannounced;thelargestscale,mostambitiousinitiativeofitskindeverembarkeduponinthehistoryofthestate.Notingthattheprojectincorporatedanintegratedstrategicplanfortheeconomicandsocialdevelopmentofthearea,theaccompanyingpressreleasestatedthatthere-developmentofhousinginBallymunaimedtogetBallymunworkingasatown‘cateringforalllocalneeds,attractingpublicandprivateinvestment,providingemploymentandsecuringabettermixofhousinginarejuvenatedphysicalenvironment’1.Itwasalsoclearthatwhilehousing-basedpoliciesalonecouldnotfullyrealisetheproject’sstrategicaim,theycouldactasthecatalystwhichwould‘improveBallymunforthepeoplewholivethere,andforthosewhowillliveandworkthereinthefuture’.
ThevehiclechosentoplanandimplementtherealisationofthisvisionwasatargetedcompanywhollyownedbyDublinCityCouncil:BallymunRegenerationLimited(BRL).Thecompanywasincorporatedwithaboardofdirectors,representingarangeofstakeholdersfromstatutoryandcommunityandvoluntaryagencies,thelocalauthority,thecommunityandtheprivatesector;reflectingtheholisticviewoftheregenerationproject,andrepresentingthecreationofanagentchargedwithchangingthewaymajorprojectswouldbedelivered.
the Masterplan: Articulating the vision
InMarch1998,followingsixmonthsintensiveconsultationwiththecommunityandagenciesoperatinginthearea,themasterplanforthenewBallymun2wasdeliveredtoGovernment.Itprovidedanintegratedframeworkincludinginterventionsofa‘hard’and‘soft’naturewhichfacilitated
cross-cuttinginitiativestoaddressanumberofsocial,cultural,economicandenvironmentalobjectives.Theambitionwasclear.Servicesandsupportswereneededandinnovativeprogrammesalsohadtobedevelopedtoengagewithlocalresidentsandtomeettheiraspirations.
Ahousingtransitioncoursewasdevisedaroundthehousingprogrammetotackletheissuessurroundingthemovefromhigh-riseaccommodationtomoreconventionalhousing.Thiscoursewasalsodesignedtoimpactonpersonalandcommunitydevelopmentandtoassistpathwaystoemployment.Atthesametime,environmentalinitiativesrespondedtotheneedforownershipofthelocalarea,whileculturalandartisticprogrammesstimulatedparticipationanddebateacrossthecommunityandbeyond.Voluntaryandcommunitysectorservicespopulatedandenlivenedthebuiltenvironmentintheneighbourhoodcentresandfacilitatedtheirusebylocalresidents.Thecommitmentfromtheoutsettoinvolvethecommunityandconsultextensivelywasgroundbreaking-ifnotwithoutcontroversy.Themulti-facetednatureofregenerationrepresentingalloftheseinterestswasabundantlyobvious.Thiscouldnotbeachievedbyoneagency,onesectororasingle-focusstrategy.
the Masterplan: Charting the progress
ProgressontheregenerationprojecthasbeenwelldocumentedovertheyearsinthemonitoringreportsoftheIntegratedAreaPlan3butalsoinaplethoraofpapers,presentations,evaluationsandreflectionsonbothproductandprocess.Thepublicationofacollectionofessays4celebratingthe10thanniversaryofregenerationcapturedthebreadthanddepthoftheproject’sintenttoimprovequalityoflifeforlocalresidentsandtoenhancepersonalcapacity.

InNovember2007,theComptrollerandAuditorGeneralproducedareport5ontheregenerationofBallymunwhichencompassednotonlythefinancialandphysicalaspectsoftheproject,butalsoreflectedonthesocialandeconomicfactors.Successwasacknowledgedacrossawiderangeofagencies.
However,alackofcoordinationrelatingtoactioninthesocialfieldwasidentifiedandreachingtheambitiousobjectivessetbytheGovernmentandtheMasterplanrequiredalongertimeframethanthatneededtofulfilthere-housingprogramme.
Thecompletionofthere-housingprogrammewassetoutindetailin2009byBRLinaHousingCompletionStrategywhichwasaccompaniedbyasuiteofadditionalstrategiescoveringsocial,environmental,economicdevelopmentandNeighbourhoodActionPlansrelatingtothephysicalsocialinfrastructure,theTenureDiversityReportandSaferBallymun’sawardwinningCommunitySafetyStrategy.Thisinitiativerepresentedaninnovativeapproachtopartnershipandinteragencyactioninthecontextofcommunitypolicing,whilealsoencompassingthevariousaspectsofdesign,managementandengagementrequiredtodeliverasuccessfulneighbourhood.
the Social Plan: the genesis
ThegenesisofthisstrategySustaining Regeneration - A Social PlanforBallymunisrootedinaninteragencyapproachandrepresentstheuniqueresponseofthesocialregenerationsubcommitteeoftheboardofBRLtosocialregeneration.ItaddressestheunderlyingstructuralandoperationalissuesthatcouldimpactnegativelyonthepotentialforsuccessofsocialregenerationinBallymun.Theplanproposesawaytocopper-fastenregenerationandhenceprotectpublicandprivateinvestment.Itservestostrengthentheareaandthepeoplelivingandworkingthere.ThePlanisparticularlyappositeatthistime,notonlybecauseoftherecommendationsfromtheComptroller&AuditorGeneral’sreport,butalsobecausepressureonthepublicpursehascreatedanimperativetoadoptanintegratedapproachtoservicedeliveryandtooptimisetheuseofthe
enhancedfacilitiesprovidedthroughregeneration.ItalsocoincideswiththewindingdownofBallymunRegenerationLtdanditsplannedexitin2014.
WhileBallymunwasuniqueinmanyways,notleastinitsconcentrationofsocialandeconomicdeprivation,threeaspectsoftheprojectareequallysignificantinapproachingthisSocialPlan.Theyarethescaleofthetask,re-housingtheentireoriginalpopulationinthearea,andthemulti-strandedscopeoftheundertaking.Hereinisthekerneloftheachievementstodateandtheongoingchallenge.
Sustainable regeneration: what is it?
SustainableregenerationisaboutthequalityoflifethatindividualsandfamilieslivinginBallymunwillhaveintheyearsahead.Itisaboutimprovingcommunitysafety,health,education,recreation,artsandculturalservices;providingaccesstocommunityservices,andcontinuingthedevelopmentofastrongcommunitysector.Itincludesskillstraining,accesstoqualificationsandcommunitylearningandempowerment.Crucially,sustainableregenerationisaboutmakingtheplacethatBallymunis,andensuringthatitissafe,cleanandgreen.TheSocialPlan’ssevenkeythemesencompassallofthesesentimentsandreflectnotonlycommunityneedsbutalsotheopportunitiesthatarepresentedbyregenerationinitiatives.TheorderinwhichthethemesappearintheSocialPlanreflectscommonconcernsfollowingonfromthePlacemakingtheme;itselfareflectionofthemasterplanandtheinterpretedframeworkflowingfromit.

Interagencyplanningandworkinghavealwaysbeenexactingtasks;oftenstimulatingandultimatelyfruitful.Craftingaconsensualinteragencysocialplanwithanumberofthemesandafocusondeliveryratherthanstrategisingalonehaspresentedchallenges.Atthesametime,thebreadthanddepthofplanning,activityandendeavourthroughouttheBallymunareainrelationtoalltheSocialPlan’s
Thisdoesnotmeanthattheleadpartnersarethesolepractitionersinaparticularthematicareabutratherthattheirexistingplansandstrategies,orthosewithinwhichtheyoperate,includearangeofactionsthatcanmakethestrategicobjectivesofthisstrategyareality.Thekeyplans,strategiesandactionsoftheleadpartnersarereflectedintheirimplementationplanswhichareatvariousstagesofdevelopment.Itisimportanttorecognisethelinksbetweentheleadpartnersandthecommunity-basednetworksandcommunitypartnerswhoseactionplanswillalsoimpactdirectlyonthesuccessfuloutcomesofsocialregenerationinBallymun.
Insomecasestheleadpartner’simplementationplansarepresentedandreferencedasasynopsisofamoredetailedplan.Whattheydoaffirmisacommitmentbyeachleadpartnertohaveanindividualactionplanspecifictotheobjectivesset,andgearedtowardstheachievementofspecificoutcomesrepresentingrealimprovementsandbenefitsinpeoples’lives.Thesignificanceofthisframeworkfordeliveryisthatthekeyobjectivesencompassthoseoftheleadpartners;theyrelatedirectlytotheirownreportingandmonitoringarrangements,andthesearethusembeddedintheSocialPlan.Linkstotheindividualstrategiesoftheleadpartnersareavailableontheelectronicversionofthisdocumentatwww.brl.ie.
Asteeringgroupwillbeestablishedtooverseethedirection,theimplementationandreviewoftheSocialPlanensuringthatitretainsitsdynamismandthatitcanreacttochangingcircumstancesandimperatives.

TheachievementofarobustandaccountabledeliverymechanismfortheimplementationofSustaining Regeneration: A Social Plan for Ballymunhasbeenthroughtheidentificationofleadpartnerswhowillcoordinatethedeliveryoftheplanacrosseachofthechosenseventhemes.Theseleadpartnershaveeitherstatutoryresponsibilityforservicedeliveryorarekeystrategists/partnersinthearea;theirplansaredeliveredinlinewiththepolicyoftheorganisationsorstatutoryagencieswithwhichtheyarealigned.

Thelong-standingsuccessofnetworksinBallymundemonstrateshoworganisationsandtheiractionsareincreasinglycoordinatedtowardstheachievementofcommongoals.Networksandpartnershipshavedevelopedtorespondtothecomplexneedsofthearea;alreadytheyseektoensurethatacoordinatedapproachisachievedandthatactionisinclusiveandstrategic.TheyoperateascustodiansoftheapproachtoplanningandimplementationembodiedintheSocialPlan.
Asanagencyitself,theLocalDrugsTaskForcerepresentsagovernment-sponsoredresponsetotheoverlappingnatureoftheissuesrelatingtodrugandalcoholmisuse,andtheneedforintegratedagencyaction.Thewell-establishedstructuresofSaferBallymunandthePrincipals’networkaremirroredinthedevelopingagencyandcommunityforarelatingtosportsandtohealth.Thesuccessfulimplementationoftheschoolattendanceinitiativerequirescoordinatedactivityofnumerousagenciesandservicesonanongoing
basis.Groupshavealsoemergedwhoseobjectivesreflectadesireforownershipofthephysical,socialandeconomicenvironmentbymembersofthecommunitythemselves.TheyincludetheTidyTownsCommitteeandBallymun4Business.Thesecoordinatingstructuresareexamplesofhowactionsofindividualorganisationsaremorelikelytohaveanimpactandfostertheobjectivesoftheplanbyworkinginpartnershipwitheachother.
Community Partners
Toachievetheambitiousgoalsthathavebeenset,actionisrequirednotonlyoftheleadpartnersbutalsoofotheragencies,thecommunityandvoluntarysector,andindividualsascitizensandvolunteers.Someoftheseorganisationshavetheirownstrategicplanswhichoperateascomplementarystrategies;allareinvolvedindeliveringtheobjectivesofthisplanatlocallevel.Therepresentationofthesegroupsinthenetworkstructureindicatesadesireforapartnership

approach.Digestsofthesegroupsareheldbythenetworksthemselves,theBallymunWhitehallAreaPartnership,DublinCityCouncil’scommunitydevelopmentsectionandintheNeighborhoodActionPlans.Acomprehensiveupdatedtheme-leddirectorywouldbeanappropriatepriorityactionfortheSocialPlan’simplementationsteeringgroup.

BRLfacilitatedanextensivepublicconsultationprocessonsocialregenerationinBallymunthatenabledmembersofthepublic,Ballymunresidents,localagenciesandorganisationstoparticipateandcontributetothedevelopmentoftheSocialPlanviaanumberofdifferentroutes,includingadoortodoorpublicsurvey,aweb-basedquestionnaireandapublicopenday.Focusgroupswereheldforyoungpeopleandaseparateconsultationprocessonartsandculturewasalsocarriedout.
Thefindingsoftheconsultationprocesshavebeenincludedbyalloftheleadpartnersinthedevelopmentoftheirimplementationplans.GiventheirimportancewithinthecontextoffutureproofingBallymun,thedevelopmentofaseparatethemeforyoungpeoplewasconsidered.Itwasagreedthatduetothecross-cuttingnatureofthethemes’focusthroughoutthevariouslifestages,objectivesunderallthethemeswouldensurethatyoungpeopleandtheirprioritieswouldbewelladdressed.
Thelevelofparticipationbyresidents,andtheoutputsfromthevariousconsultationprocessesindicatethehighlevelofinterestthatresidentshaveinthesocialdevelopmentoftheirarea:
–– Theemergenceofcommunitysafetyastheprimarysocialprioritygivesweighttotheemphasisthathasalwaysbeenplacedoncommunitysafetythroughouttheregenerationprocess,anditisclearthatthisneedstobemaintained.
–– Educationandhealthappearasissuesofdeepconcern;residentsyoungandoldrecognisethemasvitaltothedevelopmentofasuccessfulplace.
–– Theimportanceandvalueoffamilylifeisalsohighlightedrepeatedlywiththewelfareofchildrenandyoungpeopleprioritised.
–– ThemajorityofyoungpeoplealreadylivinginBallymunwanttomaketheirhomesinBallymun;furthersupportingtheneedtosustaintheregenerationoftheareaforthenextgeneration.

1PlacemakingisawayofdescribingtheessenceofwhatthemasterplanforthenewBallymunrepresents.Itisnotconfinedtobuildingbuildingsandhomes-importantthoughtheyare-butratherencompassesthemeansofcreatingasuccessfulurbanarea.WhereBallymunisconcerned,placemakingrepresentsthetransformationofashunnedareaintoaplacewherepeoplewishtolive,work,visitanddobusiness.
AswithallthethemesrelatingtotheSocialPlan,ithasbeennecessarytoutiliseanumberofcomplementarytoolstoapproachthetask.Theseincludethespatialplanningstrandssuchasurbandesign;mixedlandusesandappropriatedensityofdevelopment.Othertoolsincludeinitiativestoincreasetenurediversity,transformationstrategiestofostereconomicandculturaldevelopment,environmentalinterventionsandsocialprogrammes.
Avarietyofinitiativeshasbeentakenintandemwiththephysicaldevelopmenttoenhanceconsultationandparticipationacrossarangeoftopicsfromhousingdesigntolocalenvironmentandcommunity
safety.Inthissense,thephysicalinfrastructureprovidesthebuildingblockstodeveloprelevantsocial,recreationalandleisureservicesandactivities.Theenvironmentandtheartsarenotonlyvalidandsupportedfortheirownsake,butalsofortheroletheyplayinpersonaldevelopmentandjobcreationaswellasprovidingthebedrockofanengagedcivilsociety;showcasingwhatisbestwithintheareaandensuringthatBallymunisadestination.

TheregenerationofBallymunisanambitiousplantosignificantlyimprovethelivesoflocalpeople.Itistransformingtheirhousingandphysicalenvironmentandimprovingtheirlifechances.Localfamiliesandchildrenfaceallthechallengesoflivinginadesignateddisadvantagedarea.Inthepast,theyhavehadhighaspirations,butsomehadmuchlowerexpectationsofdoingverywellinschool,accessingaccreditedfurtherandhigherleveleducationprogrammes,andgainingthemarketableskillstosecureandretainwellpaidjobs.Education,lifelonglearningandtrainingcanchangeallofthat.Itcangivelocalpeopleroutesoutofpovertyandlowincomesbyhelpingthemtoaccesstheemploymentandachievethefinancialindependencethattheyaspiretoforthemselvesandfortheirfamilies.
CommunityspiritinBallymunisacknowledgednearandfar.Localpeopleareamazinglycreativeandresilient.Thereisanextraordinarilyhighdegreeofpartnershipworkingamongschoolsandeducationprovidersandlocalpeople.TheSchoolPrincipals’NetworkandtheBallymunPartnershipEducationWorkingGrouphaveprovidedeffectiveforaforcollaborationforthe
goodofalllocalfamiliesandchildren,ratherthanforthebenefitofoneschoolororganisation.
Theresultsareimpressive.AnindependentevaluationoftheBallymunSchoolAttendanceCommunityActionInitiativeshowsthatintwoshortyearsBallymunhasalmosthalvedthegapinwholeschoolattendancebetweenBallymunandthenationalaverage.Ithasalsoalmosthalvedthenumberofchildrenwithchronicnon-attendance.TheinitiativeledbytheBallymunWhitehallAreaPartnershipistheproductoftheeffortsofchildren,families,allofthelocalschools,theNationalEducationalWelfareBoard,theschoolcompletionprogrammesandmanylocalorganisations.
Itisrepresentativeofthesocialregenerationapproachtocollaborativeproblem-solvingthatisthehallmarkofBallymun.Butthereisstillsomuchmoretoachieve.Nooneagency,localorganisationorfamilycanachievetheseimpressiveresultsalone,buttogetheritispossible.TheImplementationPlanforeducationlife-longlearningandtrainingwillreplicatethisapproachtoensurethattheobjectiveswesetareachieved.

Oneoftheprimaryrequirementsofanysustainablecommunityisasafeenvironmentforitspeopletolivetheirlives.Theimportanceofpersonalsafetytothesuccessofanareaisunsurpassed.Itisaffectedbydesign,managementandbehaviour,andinturnitaffectspeople’sdecisionsaboutwhethertostayinanareaorleaveatthefirstopportunity.
Sinceitsinceptionin2005,theSaferBallymunCommunitySafetyForumhasbecomeanintegralpartofthesocialregenerationprogrammeinBallymun.Preventingcrime,solvingcrimeandfosteringanenvironmentwherecrimeandanti-socialbehaviourwillbeshunned,hasbeenoneofthekeychallengesfacingtheBallymuncommunity.
Astructuredandintegratedapproachhasbeentakenbypolicingandlocalgovernment;thetwinagencieswithresponsibilityforcreatingasafe,cleanandgreenenvironment.ThisapproachhaswonseveralawardsforSaferBallymun,includingaTaoiseach’sawardforExcellenceinthePublicService.
TheSaferBallymunpartnershipacknowledgestheinterdependentrelationshipsinvolvedinachievingitsvision.Action-basedproblem-solvinginitiativestoembeddingasenseofpersonalandcommunitysafetyarecontributingtoanewwayofthinking,makingBallymunasuccessful,safeandcleanplaceinwhichtolive,workandvisit.

TheHealthServiceExecutive(HSE)aimstoenablepeopletoleadhealthierandmorefulfilledlives.Promoting,protectingandimprovinghealthandreducinghealthinequalitiesarekeyprioritiesfortheHSE.Thereisaclearrelationshipbetweensocio-economicstatusandhealthbehaviour:increasededucationalopportunityforindividualsequateswithbetterpersonalhealth.Evidenceshowsthatthemosteffectivepracticesareachievedthroughapproacheswhichinfluencethedeterminantsofhealthandhealthinequalities.Inordertoaddresshealthinequalities,theHSEworkscollaborativelywithstatutoryandnon-statutorybodiesandthecommunityandvoluntarysector.
Promotingandprotectinghealthrequiresmanyinterventions.Primarycareisthecornerstoneofmodernhealthservices.Itisafirstpointofcontactthatpeoplehavewithhealthandpersonalsocialservices.ThePrimaryCareTeaminBallymunwassetupasoneoftennationalpilotsitesinSeptember2003andhasbeenusedasamodelofbestpracticenationally.Itprovidesanintegrated,inter-disciplinary,highqualityteam-basedsetofservicesforthepublic.Earlydiagnosis,treatmentandcareoptionsareavailableifrequired.Theseservicesarestrivingtobeequitableandaretailoredtomeettheneedsofthelocalpopulationandprovideimprovementinaccesstoalldisciplines
ontheteam.ThestateoftheartfacilityprovidesabasefortheoutofhoursservicesDDoc.
TheHSEencouragesconsumerparticipationintheplanninganddevelopmentofservices.IntheBallymunarea,statutory,non-statutoryandcommunityandvoluntaryorganisationshavecometogethertosetupaCommunityHealthForum.Infostercareandmentalhealthservicesthereisincreasinginputfromserviceusersintheplanningoftheseservices.TheBalanceMattersProgramme,astrengthandbalancetrainingandsocialisationprogrammeforolderpeoplewon2010HSEAchievementAwards,andacommendationatthe2011BiomnisHealthCareInnovationAwards.
TheHSEisinvestinginpreventingillness;supporting,encouragingandempoweringpeopletopursueindependent,healthyandfulfillinglifestylestoreducethelikelihoodofillnesswhilestrivingforthehighestlevelofachievementsinallaspectsofourwork.
