OVERVIEW
Work Origin and Original CostMarch 2019

INTRODUCTION This overview document is intended to provide high level support and direction to better understand the importance of populating the Work Origin and Original Cost fields in the Road Assessment and Maintenance Management (RAMM) system.
Any relevant current industry guidance and case studies have been referenced, where they provide more detailed assistance.
WHAT ARE WORK ORIGIN AND ORIGINAL COST? Work Origin is recorded to associate carriageway surface and pavement layer inventory records with the National Land Transport Programme (NLTP) Work Categories or non-subsidised work activities. This will help to differentiate those surfacings and pavement layers which were rehabilitation, resurfacing, minor improvements, capital works, vested assets or unsubsidised works etc.
Original Cost is the total of costs for sealed road resurfacing and rehabilitation activities charged to Work Categories 212 and 214.
WHY ARE THEY IMPORTANT? At a national level, recording the Work Origin and Original Cost enables robust comparative reporting of the One Network Road Classification (ONRC) Cost Efficiency performance measures 1 - 3.
At a local level, they allow for better measuring and reporting of genuine renewal activity, asset performance analysis and forward works programme development.
HOW TO RECORD WORK ORIGIN AND ORIGINAL COST IN RAMM All new carriageway surface and pavement layer records should have a Work Origin recorded. Original Costs are only required for works associated with sealed road resurfacing and rehabilitation, Work Categories 212 and 214. The total Original Cost should only be recorded in the carriageway surface record.
RAMM is pre-loaded with a standard set of Work Origin codes based on NLTP Activity Classes and Work Categories, plus two other codes used to associate carriageway surface and pavement layer records with unsubsidised activities or vested assets, e.g. subdivision development etc.
Recording the correct Work Category is the critical element for subsidised work. THE STANDARD WORK CATEGORIES IN RAMM ARE
NOT TO BE CUSTOMISED. This will create problems in reporting the correct data.

THE ROAD EFF
Work Origin The Work Origin field is currently only available in the Carriageway Surface and Pavement Layer tables in RAMM. This functionality is expected to become available in other asset inventory tables.
A WORK ORIGIN IS A COMBINATION OF ACTIVITY CLASS AND WORK CATEGORY.
The standard NLTP Work Categories for road maintenance, renewals and improvements are shown in the adjacent table. There is a different Activity Class code for Local Authority and state highway networks.
Two further standard codes are available to be used to associate asset records with non-subsidised activities, e.g. new vested assets associated with private development or unsubsidised works by the Council.
Original CostThe total amount of Original Cost recorded against the carriageway surfacing record should include costs for the surfacing and rehabilitation as described below.
Costs for surfacing (Work Category 212) should include:
Payments to the contractor to construct surfacing (including any preparatory milling)
Amendments to service covers Reinstatement of road markings and raised pavement
markers Cost of design and supervision of work charged to
Work Category 212 – Sealed Road Resurfacing
Costs for rehabilitation (Work Category 214) should include:
Payments to the contractor to construct the renewed section of road including drainage works (where funded from pavement rehabilitation)
Pavement preparation and construction amendments to services and/or covers
Surfacing Reinstatement of road markings and raised pavement
markers Cost of design and supervision of works charged to
Work Category 214 – Sealed Road Rehabilitation
Rehabilitation work can be extensive, and can include significant work on formation (earthworks) and external service relocations. These costs need to be included where they have been charged to the sealed road rehabilitation Work Category, to understand cost drivers in this work.
All surfacing and rehabilitation costs shall be attributed to the surfacing record (first coat seal or AC surface applied as part of the project). The reason for this is that attributing costs to the constituent pavement layer components is seen as very complex. It is this “Original Cost” and “Work Origin” which will be used in the ONRC Performance Measures Reporting Tool (PMRT).
