2 The NRC Registration for the M67 Mortar Sight Unit was reviewed. The limitation on page 8 presents a problem to the use of the M67. On page 8 of the registration, the third bullet under the heading, "I .:mitations and/or Other Considerations", states "The device shall not lie subjected to conditions which would exceed an ANSI N540 classification ofT6GC with the exception of a maximum temperature of 65°C ( 149°F) under any conditir1n ., During Ref I 2 I O~CO!'\. \VC

requested darilication of this limitation We understand that it precludes use of the \167 at

temperatures outside of the limits of-Jot1C and +65°C Although we fully· unckrsta11d why these

limits have been imposed it was not our intent to limit use to these temperature~ limits

3. The US Army has the requirement to use the M67 at environmental conditions v.ihich we refer to as hot and basic This equates to a range of from -33°C to +71 11C Jlowcver, the user may, on ra1 ')Ccasions, use the t\167 at cold temperatures as low as -<~6°C We have data to validate thh. dSC between the limits of-46°C and +71°c will not adversely aflect the Tritium vials. We request that· 1 review this data and, if you agree with our conclusions. request the NRC to modit)1 t1 . ~egis 1 at ion to authorize use within the range of ~46°C and + 71°C

evaluating the Hem for tritium leakage Leakage evaluation on the Telescope is done thru swipe testing and a 24 hour ditli1sion test, the Mount is swipe tested but a diffusion test is not conducted because it would be a destructive test

S We believe that the temperature extreme test is sutficient to validate sate use ocrwcen the range of -4{>°C and., 71°C because of the fr>llowing aspects of the test

a The sight unit 1s tested bare rather than in its shipping container Any insulation value which the case may provide i·) not factored in and thus the sight unit v,1ill be exposed during this test to temperature levels that may in fact exceed real world situations

b. The sight unit is held at the temperature extremes H.1r fou1 or more hours This insures that the sight unit has stabilized at the extreme temperature and, in effect, provides for a hot soak/cold soak condition

c The sight unit is heated and cooled over a period of 4-5 hours This slow and steady temperature change better represents a storage scenario than the 45 minute period used in the ANSI-N540 temperature test.

d The test protocol includes handling and some operation at the extreme temperatures for the Mount

6. Encl 2 provides test data frn the J sight units tested during First Article Test and the .1 sight units tested during the Lot Acccptr.;-;.cc Test for Lot #I Lot #I consisted of IO scopes and 9 mounts. This test data confirms that exposure to temperature extremes of-461

Telescopr: Temperature testing e~ the telescope was conducted over the pcrind 14-1 (, Nov l 99S Tab K depicts the temperature plot for the cold and hot ternpcrat111e test These te~ts were done 011 the telescopes identified as 7, 8 and 11 There were no swipe tests cc:iductcd atler the cold and hot temperature tests because these were only mandated for the First Article Test Tab Lis a record of the results of the diffosion test This data confirms that the telescope had 110

tritium contamination caused by the temperature test.

Independent Laboratory: The contract also requires that an independent laboratory conduct swipe testing on <t random sampling of the mounts and telescopes That test inti was done bv Canatom Inc and the results are shown at Tab M Since the lot was small, 9 mnunts and I 0 telescopes, Canatom elected to swipe test all of the mounts and telescopes These swipes were conducted on I 7 Nov I lNS after completion of the Lot Acceptance Test The data validates that there \.Vas no exterior tritium contamination on any of the items It also rc-cnntirms that those mounts \.vhich undcrn·cnt temperature testing (mounts #2, #8 and #I 0, and telescopes #7. 1f8 and ti I I ) arc free of contamination

2. Ref 1.1 registration wa!> re\ icwed and a change requested per Ref 1.2. Subsequent to that request, a failure occ.:urred during acceptance testing. Two changes to our drawing package must be providt:d to the NRC for review and amendment of the M6 7 NRC Registration. This issue was hrietly Lliscussed \\'ith Mr. Broaddus during Ref 1.3 conversation and it was recommended by Mr. Broaddus that this additional information be provided to the NRC to act upon concurrent with the Ref 1.2 request.

3. At issue is the breakage of the index lamp (PN 11733 738) in several telescope mounts during acceptance testing. The breakage occurred as a result of an improper test by the contractor; however, during the enginecri ng evaluation of the incident, it was noted that the index lamp assemblies had not been assembled in accordance with drawing #9360181. The variances to the drawing were: a) the use of RTV as the potting compound rather than Sil.GUARD and b) the failure to meet the prescribed 0.01 inch clearance between the lamp and the plastic index, in which the lamp is housed.

4. Further review revealed that the prototype units used in the ANSI testing and the government durability testing had been potted with RTV. Clearance could not be validated on the prototype units so the decision was made to modify the index drawing tn insure that all production potted index assemblies would have the full .OJ inch clearance between the lamp and the index in all directions. These decisions have resulted in two changes to the drawing pa~kage previously approved by the NRC. The affected drawings are #9360181 (lm.h:x (Potted)) and #9360175 C .Hlcx). Attached find Engineering Change Proposal D6J200 I which changes the potting

compound from SILGUARD to RTV on drawing #963081 and enlarges the cavity dimension of the plastic index on drawing #9360175. The change to RTV insures that the production item is identical to the prototype umts which underwcnt durability testing and ANSI testing. The change to the cavity dimension insures proper clearances are available between the lamp and the index ..

5. It was also noted during the Ref 1.3 FONCON that it was not clear as to exactly what temperature range we were requesting for firing of the mortar as opposed to storage and handling. Our requirement is to be allowed to fin: the mortar within the temperature range of -33°C to -t 71°c, but be able to store and handle the sight unit within the temperature range of -46°C to + 71°c. The Operators Manual prohibits firing l 20MM ammunition at temperatures below -33°C. In order to preclude any chance of being in violation of our registration we would desire that the registration authorize both storage and firing at temperatures a~ low as -46°C; however, if this will require additional review time within the NRC, then the -33°C to +7t 0c range for firing and the -46°C to+ 7 l 0c range for storage and handling is acceptable.

6. Request expeditious actio· to obtain a modification of the NRC Registration as this action is required prior to Material Release. Material Rdeasc is scheduled for 29 March 96 and the NRC Registration will he required by ~2 March to allow us to meet that release date. l. What is the BASE coJnt?

A. ~he BASE sample is equivalent to tte BACKGROUND sample that we normally use when we do ~count. A. It is the co\:.n't of a vial which co1nes with the Beck.mat'\ calibration vial set. This vial l~ yesigned to ree~lt in the lowcct po~eible count. It uGe1 the iame cocktail as the seek.man calibration e';.andard wi t:1 no tritium added. The gas in the v1al, normally oii: for normal eour..te, ie :::-eploced with !1.1t:-o­qen which causes less quench and therefore increases the count:ng efficiency. It i& valid to uee this vial as the background when c:ouHt.iuy the calibration standard (althou9h since the count rates are normally so high it's unimportant). Q. What is the meaning of ESCR?

A. ESCR 1tands for "External Standards Count Ratio". lt is a number qeneratec l:>y th• B•ckl'Mn T.R1t'>OC which relates to the ef!ieiency of the count. QESCRIPTION:

The Model M67 Mortar Sight Unit is a modified version of the M64 and M64Al Mortar Sight Units. The modifications included changing several of the light sources and their mounting, and modifications to the unit to allow its use on a 120 mm mortar and to make it more rugged due to the greater shock forces it will experience.

The M67 Sight Unit consists of an elbow telescope assembly (consisting of an eyepiece assembly, a reflecting prism as3embly, and the sighting cell assembly), and a mount assembly containing four aiming scale assemblies. The elbow telescope and each scale assembly contains one or more tritium light sources as shown in Attachment 1. The light sources are manufactured by mb-microtec (Model 400 Series), or other approved supplier, according to the Army's specifications, and are secured in the assemblies by means of an epoxy adhesive. In addition, each light source is provided protection from external damage by a molded plastic scale and/or metal enclosure. overall dimensions of the elbow telescope are approximately 4.3" x 1.9" x 4" (10.9cm x 4.Bcm x 10.2cm) and of the mount are approximately 5" x 4.5" x 6.5" (12.7cm x ll.4cm x 16.5cm). When assembled, the overall device measures about 5" x 4.5" x 8.9" (12.7cm x 11.4cm x 22.6cm).

The elbow telescope body is constructed from cast aluminum alloy. The mount is constructed from cast aluminum alloy and stainless steel. The telescope is secured to the mourt by means of a stainless steel cylindrical holder and clamping wingnut. In addition, accidental or unauthorlzed separation of thP telescope from the mount is prevented by means of a mounting ring installed on the telescope with a set screw that requires a special tool for removal. This mounting ring prevents the telescope from being withdrawn from the cylindrical mount.

Each of the sighting scale assemblies are constructed from cast aluminum alloy into which one or two light sources (0.03-1.1 Ci each) are mounted and secured by an epoxy adhesive. The light sources are intended to provide illumination of the aiming scales in low light conditions. The scales are constructed from transparent molded plastic and are glued and screwed onto each assembly, covering the tritium light source. The scales also provide additional protection for the light sources from external impact hazards. The scales contain a total of 4.99 Ci tritium.

The elbow telescope assembly contains two additional tritium light sources (0.4 Ci each) in the eyepiece to provide illumination of the aiming cross hairs in low light conditions. These sources are secured in an aluminum assembly by means of an epoxy adhesive and an aluminum retaining ring. This assembly is next inserted in the eyepiece and secured by means of an epoxy adhesive. The eyepiece assembly is then inserted in the body of the telescope and secured with an epoxy adhesive. The entire telescope assembly is sealed with a sealing compound to prevent the ingress of contaminants in the optical assemblies.

The fully assembled unit is mounted to the mortar by sliding the base plate of the mount assembly into a corresponding slot on the mortar barrel. A spring actuated locking mechanism secures the baseplate in the slot on the mortar. After firing the mortar, the locking m~chanism is released by means of a lever on the mount body anrl the sight unit may then be removed.

The sight unit is stored in a padded, fiberglass or nylon carrying case when not in use. The ca~e protects the sight from incidental drops and impacts during transport from site to site, and reduces the exposure of the sight to humid and dirty environments.

LABELING;

The M67 sight units contain several labels on che telescope assembly and the mount assembly. The labels are made of adhesive backed metal foil, aluminum alloy or equivalent attached by screws, and adhesive backed decal material. Lettering is stamped, engraved, or painred and coated with a finish material.

The information contained in the labeling on the telescope assembly includes the radiation trefoil symbol, isotope (H3), activity (contained in the telescope assembly only), date of source vial manufacture, telescope serial number, the words

The informati0n contained in the labeling on the mount assembly includes the radiation trefoil symbol, isotope (H-3), activity (contained in the mount assembly only), date of source vial manufacture, mount serial number and date of manufacture, the words "CAUTION RADIOACTIVE VIALS, SCALES, INDEXES" and "Sight Unit, M67," the NRC License Number, and a statement that the device, i.f found, should be returned to any military base.

CONDITIONS OF NORMAL USE:

The sight unit is intended for use on 60 mm, 81 mm, and 120 mm mortar systems (principally 120 mm) in a towed or carrier configuration. During firing of the mortar, the sight unit experiences extreme shock percussions and vibration. When not in use and during transport, the sight unit is stowed in its case inside a vehicle. During transport, the unit and case may experience extended vibration, drops from several feet, and a variety of impacts. In addition, in the towed configuration, the mortar unit may tip over and fall on the sight unit. The sight unit is designed to withstand repeated exposure to these conditions. The optical components of the unit are likely to become unusable before damage to the tritium glass vials occurs. The unit would be then be taken out of service. As the sight unit requires a person for mounting and unmounting, the unit will always be used in environments suitable for human occupancy. Typical uae teaperature raaqe is -33°C to 71°C (-27°F to 160°P) with occasional extremes to -S0°F (-46°C).

PROTOTYPE TESTING:

The M67 sight unit is essentially a modified M64Al (a variation of the M64) sight unit. Therefore, initially an M64Al sight unit was modified to meet the design specifications of a M67 sight unit. A prototype M67 was then constructed and both units were subjected to the following t sts:

· Soak (sight only) ................. Immerse in a water bath for 24 hours.

The above tests were conducted in accordance with an ANSI N540 teat level of 6, with the exception of the immersion test temperature that was reduced to 65°C. The custom user indicated the units would not normally encounter temperatures greater than this during use. Bach unit was also subjected to an additional t .. perature test as part ot the acceptance testinq for these devicea. Bach unit was tested to a temperature ranqe of -S0°F to 160°F (-46°C to 71°C) and held at these temperatures for a ainiawa of four hours. Followinq the additional temperature test each unit was teated for tritium leakaqe by a wipe teat, soak teat, and a visual ex~ination. Both units remained functional following all of the above tests. In addition, visual inspections of the tritium glass vial sources, swipe tests following each test, and the soak test water analysis indicated that the sources were undamaged. The units were tested in their respective cases (first sight in a fiberglass case and second in a nylon case) for the Thermal Shock, Reduced pressure, Impact, Vibration, and Immersion tests since a unit would likely be in its case during incidences of these conditions (e.g., during transport) .

During use of a unit, it is removed from its case and mounted on the mortar. The custom user indicated that during these operations, a unit could be subjected to impacts (drops),

temperature extremes, and exposure to wet environments (e.g., rain). Therefore, the two units above were subjected to the Temperature and Soak tests without their cases. A production model M67 sight unit was constructed and subjected to th• additional temperature test described above and an additional impact and soak test, all without the case. The additional impact test consisted of dropping the unit 20 times from a height of 1 meter in 10 different orientations selected to impart the most damage to the unit. The unit was slightly damaged during these drops, but the tritium vials showed no damage. On the 21st drop, the height was increased to 2 meters (6.56') to simulate an accidental drop from the maximum height a unit would normally be subjected (during mounting or unrnounting of the unit to the mortar). This drop caused a plastic scale to break off from the unit and expose one of the tritium source vials. A visual examination of the unit and a swipe test indicated no damage to the source integrity or mounting. A second drop was planned, but was not performed as the first 2 m drop exposed the source vial to possible direct external damage. It is expected that the device would be able to withstand a second 2 m impact without damage to the source vials. In addition, the custom user indicated that damage of the type indicated above would cause the unit to be taken out of service and repaired. The production Model M67 was next subjected to the Soak test. The results of this test also confirmed the tritium vials were undamaged. The above test data indicates the device could be given an ANSI N540 classification of T6GC1333443.

In addition, three production Model M67 devices were subjected to simulated and actual shock levels encountered during firing of the mortar. The first and third units were subjected to 850 shocks at a simulated charge level of 4 (the highest level) and 2530 shocks at a simulated charge level of 3. The second unit was subjected to 680 shocks at a simulated charge level of 4. During testing, units 3 and 2 experienced damage to the elevation locking knob. Unit 2 was damaged sufficiently to prevent additional testing. Units 3 and 1 were modified (during testing) to prevent further damage to the elevation locking knobs, and were able to complete the full test. The elevation locking knob assemblies were redesigned and uni~s 1 and 3 were next tested to 500 shocks from live firings (125 at an actual charge level of 4 and 375 at an actual charge level of 3). Units 1 and 3 were then

successfully retested to the full 3380 simulated shocks. No further damage to the units or light sources was noted. Following each shock test, the tested unit was visually inspected for damage and swipe tested for tritium leakage. All tritium vial sources remained secured in the device, were undamaged, and were shown not to be leaking.

Two prototype M67 sight units were also subjected to a series of shock tests, including 1003 live firings at a charge level of 4. The tritium source vials and their mounting were undamaged and determined to not be leaking following the tests.

The U.S. Army indicates Model M64 sight units have been in use on 60 mm and 81 mm mortars since 1983 under conditions similar to those expected lor the M67 unit with no reported incidents of failure of the source vials or containment due to the design of the unit. The similarity of the design and construction of the M67 sight unit to the M64 sight unit indicates the units should perform similarly when used on 60 mm and 81 mm mortars.

EXTERNAL RADIATION LEVELS:

As the device contains only tritium in glass vials, the external radiation levels from the device are not discernable from background.

QUALITY ASSURANCE AND CONTROL:

The U.S. Army is responsible for the design, development, and production of the M67 sight unit. This is accomplished through U.S. Army personnel, contractors and non-government sub­contractors. The elements of quality assurance and control {QA/QC) for the M67 are determined and prescribed by the U.S. Army. Each contractor and/or non-government sub-contractor must have a QA/QC program consistent with the requirements specified by the U.S. Army. The manufacturer, Hughes-Leitz, has a QA/QC program for the manufacture and production of the sight units and the installation of the tritium vials that has been approved oy the u.s. Army. In addition the U.S. Army/contractor performs incoming inspections and acceptance tests on completed sights

received from the manufacturer prior to release for use. These QA/QC programs have been deemed acceptable for custom licensing of the M67 sight units, and copies of the programs are on file with the Source Containment and Devices Branch.

LIMITAIIONS AND/OR OTHER CONSIDERATIONS OF USE:

· The M67 sight unit may be used only by the custom user as e~ecif ied in this document.

· Handling, storage, use, transfer, and disposal: To be determined by the licensing authority.

• Tl1e Model M67 sight unit may only contain tritium source vials manufactured in accordance with Department of the Army specifications as described in this document and that have been approved and registered in accordance with 10 CFR 32.210 or equivalent Agreement State regulation.

· The device shall not be subjected to conditions which would exceed an ANSI N540 classification of T6GC, with the exception of a temperature range of -50°F to 160°F (-46°C to 71°C), and maximum shock levels as listed in this certificate.

· This registration sheet and the information contain~~ within the references shall not be changed without the written consent of the NRC.

~FETX ANALYSIS SUMMARY:

Based on our review of the Model M67 sight unit, the information and test data cited below, we conclude that these devices are acceptable for custom licensing purposes. Furthermore, based on the prototype testing performed on the M67 units, and that the M67 sight unit is essentially similar to the M64 sight unit that has been used on 60 mm and 81 mm mortars since 1983 with no reported incidents of failure of the glass vials or source containment, we conclude the M67 sight unit would be expected to maintain its containment integrity for normal and accidental
