Message from the Speaker

As we commemorate ANZAC day, the experiences of a generation of Australians who lived with the disruptions and anxieties of a global war more than 75 years ago continue to resonate with us. This year Queenslanders continue to face uncertainty as a result of the COVID-19 pandemic—one of the greatest global challenges since the Second World War.The Queensland Parliament commemorates the lives of its 49 former members who actively served with the military during the Second World War. Each of these servicemen lived a unique war story, but they had in common their commitment to their country and the people of Queensland. Charles Brown and Jack Duggan were serving Members of Parliament when they enlisted for war service. Charles Brown served as a medical practitioner with the RAAF, after being assigned to nursing duties and serving as an ambulance officer during the First World War. Jack Duggan served in New Guinea, holding seats in Toowoomba almost continually from 1935 to 1969.Many returned soldiers went on to have significant influence in the development of Queensland as ministers, including Jack Pizzey who served as Premier for six months in 1968. Arthur Wienholt (Jnr), a veteran of the Boer War and the First World War, had completed two terms as a Member of the Queensland Parliament before he was killed in 1940, in Ethiopa, after joining a British Army mission tasked with fostering rebellion against Italy.

A number of former Members returned home from war with extraordinary tales of survival.Geoffrey Chinchen and another officer escaped from a German prison in Europe, after being shot down in North Africa, by cementing themselves inside a bricked-off part of a passage for several days. Chinchen served as a Member of Parliament from 1963 to 1977. Lloyd Roberts and Keith Hooper both served as ministers after being held as prisoners of war in Changi.Nev Hewitt, former Member for Mackenzie and Auburn from 1956 to 1980, parachuted from his disabled aircraft landing in ‘no-mans’ land in North Africa. He sustained a serious ankle injury and spent the next four days crawling mostly at night to reach his aircraft, evading enemy fire and patrols.We cannot relay the stories of all of the servicemen and servicewomen who defended Queensland during the turbulent years of the Second World War, but we honour their service and contributions made to this State, as we honour the contributions of the 49 servicemen who served in the Queensland Parliament.Lest we forget.

Introduction

The Queensland Parliament pays tribute to the former members of parliament who engaged in active service during the Second World War.When Great Britain declared war on Germany on 3 September 1939, the then Premier W Forgan-Smith stated:

“At a time such as this there is no need to make a long speech dealing with the situation. It is enough to say that the declaration of war and the war that is now in operation is probably the most tragic occurrence in human history. It is not an occasion for any kind of illusion or vainglory; it is definitely an occasion for calm resolution to see the war to a successful conclusion.1”

By the end of the war, between 30,000 and 40,000 Australian service personnel had died, and many more were injured. Over 30,000 Australians were taken prisoner.2

In many respects, the Second World War was different from any conflict that Australia had previously experienced.Air attacks played a much greater role in the Second World War than they had in the First World War and by 1945, the Royal Australian Air Force (RAAF) was the fourth largest air force in the world.3

Soldiers were conscripted to serve overseas in the Australian army, specifically the Citizen Military Forces (CMF), for the first time in Australian history.4

At home, Australians faced new threats.

With a major theatre of war being fought in East Asia, South-East Asia, and the Pacific Ocean, the Second World War brought fighting much closer to home than in previous conflicts.5

Direct military attacks took place on the Australian mainland and in Australian waters.6 Japanese planes conducted aerial attacks throughout Northern Australia, including Mossman, Townsville and Horn Island.7 Japanese submarines attacked ships in Queensland coastal waters, including the hospital ship the AHS Centaur which sank off the Queensland coast killing 268 people.8 The Royal Australian Navy (RAN) not only took part in military operations but also played a role protecting the merchant shipping fleet.9 Many veterans of the First World War joined the Volunteer Defence Corp (VDC), to provide defence within Australia in the event of attack.10

Civilians, including children, participated in drills and complied with blackout requirements. Rationing affected the availability of foods, clothing and petrol.11 Parliament House in Brisbane was prepared for attack. Windows were reinforced or removed and rooms were converted into emergency shelters.12 Brick aprons were built around downstairs windows.13 Trenches were dug in the Brisbane Botanic Gardens14 and air raid drills were held.15 The opening of Parliament took place without its traditional pageantry.16 Extra copies of legislation were printed to replace those that were destroyed en route to England through attacks on allied ships.17 The arrival of American servicemen in Queensland in 1941, near Brisbane, Rockhampton and Townsville, brought significant social and economic change to the state.18 By 1944, America was Australia’s largest source of imported goods.19

Many women joined women’s auxiliary services such as the Australian Women’s Army Service (AWAS) and worked in a range of roles including nurses, telephonists, clerks, signallers, coders, wireless transmitter operators and drivers.20 Women also worked in factories and shipyards and as members of the Australian Women’s Land Army, in response to labour shortages in traditionally male areas of work.21 The Labor Party retained power throughout the war, winning both the 1941 and 1944 Queensland elections under the direction of two premiers, William Forgan-Smith and Frank Cooper.22 The Commonwealth was responsible for the defence of the country, while state governments maintained community activities and provided for the safety and care of the civilian population and the protection of property.23 Queensland referred certain state powers to the federal legislature under the Commonwealth Powers Act 1943 (Qld), such as employment, the advancement of returned service personnel and air transport.24 Controversially, the Queensland Parliament passed the Public Safety Act 1940 (Qld) in November 1940 which allowed for the establishment by proclamation of a Council of Public Safety to direct all administrative and executive functions in Queensland. The Australian Council of Civil Liberties, a number of unions and the Leader of the Opposition criticised the legislation on account of the broad-ranging powers given to the administering body.25 The Act was proclaimed in December 1941, following the bombing of Pearl Harbour.26

The Queensland Parliament enacted a number of other important pieces of legislation. For example:

• the Air Raid Wardens Act 1939 (Qld) empowered the Police Commissioner to appoint air raid wardens who could exercise similar powers to the police during an air-raid,

• the Industrial Conciliation and Arbitration Acts (War Service Preference In Employment) Act of 1944 (Qld) provided that persons who, during the war, had been members of fighting forces, would receive preference in employment in certain circumstances,

• the War Service Land Settlement Act of 1946 (Qld) regulated the settlement of discharged members of fighting forces on agricultural land.

We remember not only the former members of the Queensland Parliament, but the service and sacrifice of all of the men and women of Queensland who contributed to the war effort at home and abroad. When the war in the Pacific finally ended in August 1945, Queensland began the task of rebuilding its society and economy, and service personnel came home to their families to rebuild their lives. We pay tribute to the 49 servicemen who continued to serve their state as Members of the Queensland Parliament.

Badge

Active Service Service personnel who meet the following criteria are eligible for inclusion on the Queensland Parliament War Service Honour Board for service during the Second World War:• served in any overseas location in any

capacity for at least one day• served within Australia and its

Territories at certain times, namely the:

º Mandated Territory of New Guinea - 4 January 1942–2 September 1945

º Territory of Papua - 2 February 1942–2 September 1945

º Northern Territory, north of latitude 14 degrees, 30 minutes South - 19 February 1942 to 2 September 1945 and

º Torres Strait Islands -14 March 1942 to 2 September 1945.

These criteria are broader than the criteria used to determine eligibility for the Returned from Active Service Badge

for service during the Second World War. The Queensland Parliamentary Library was unable to confirm eligibility for the Returned from Active Service Badge for every former member who served.

Returned from Active Service Badge (RASB)The RASB recognises Australian Defence Force members who have returned from active or warlike service during military campaigns in operational areas. The criteria for eligibility are set out in Chapter 40 of the Defence Honours and Awards Manual at https://www.defence.gov.au/Medals/_Master/docs/DHAM/40.pdf

General explanations of the eligibility requirements for selected Second World War campaign and service medals are quoted below. Unless otherwise indicated, information regarding medals has been sourced from the Australian Department of Defence website.28

1939-45 StarAwarded for service between 3 September

1939 and 2 September 1945 for:• a period of six months (180 days)

operational service for RAN and Army personnel and RAAF non-air crew personnel

• a period of two months operational service for air crew personnel

• a period of six months service at sea for Merchant Navy provided at least one voyage was made through one of the specified areas of active operations.

The 1939-45 Star is also awarded to Australian Civilian Personnel who served afloat with the United States Army Small Ships Section between 8 December 1941 and 2 September 1945. Eligibility is the same as that for Merchant Navy personnel.

Atlantic StarAwarded to commemorate the Battle of the Atlantic between 3 September 1939 and 8 May 1945. It was designed primarily for convoys and their escorts and anti-submarine forces, as well as for crews of fast merchant ships that sailed alone.

Aircrew Europe StarAwarded for operational flying from United Kingdom bases over Europe between 3 September 1939 and 5 June 1944.

Africa StarAwarded for a minimum of one day of operational service in North Africa, west of the Suez Canal between 10 June 1940 and 12 May 1943 and in Syria between 8 June 1941 and 11 July 1941.

Australia Service Medal 1939-1945Instituted in 1949 to recognise the service of members of the Australian Armed Forces and the Australian Mercantile Marine during World War II.

Defence MedalAwarded for six months service in a prescribed non-operational area subject to enemy air attack or closely threatened,

in Australia and overseas, or for 12 months service in non-prescribed non-operational areas:

• Within Australia the area is the Northern Territory, north of 14 degrees 30 minutes south, and the Torres Strait Islands between 3 September 1939 and 2 September 1945.

• Overseas service includes the Middle East, east of the Suez Canal (less the period of the Syrian Campaign) or Malaya prior to the Japanese invasion on 8 December 1941.

Naval General Service Medal 1915-62The Naval General Service Medal 1915-62 was instituted in 1915 for service in minor Naval war-like operations. The medal is always issued with a clasp denoting the area of operations. Subsequent service is recognised by the award of further clasps to be worn on the original medal.29

Pacific Star Awarded for entry into operational service in the Pacific Theatre of Operations between 8 December 1941 and 2 September 1945. Navy and Merchant Navy personnel are eligible if the 1939-45 Star is earned by six months service or if they entered the Pacific Theatre between 2 March 1945 and 2 September 1945.

War Medal 1939-1945Awarded for 28 days full-time service in the Armed Forces between 3 September 1939 and 2 September 1945. Operational and non-operational service may be counted, providing that it was of 28 days or more duration.In the Merchant Navy there is a requirement that the 28 days should have been served at sea.

Examples of awards received include:31 Air Force Medal

Awarded to non-commissioned officers and men of the Air Force for ‘an act or acts of valour, courage or devotion to duty performed while flying though not in active operations against the enemy’. As with the Air Force Cross, the rationale for the award was altered in 1932 to read ‘for exceptional valour, courage or devotion to duty though not whilst flying in active operations against the enemy’. The award carries the post-nominal AFM. During World War II the Medal was extended to the Navy and Army.

Distinguished Flying CrossInstituted in 1918 by King George V for Air Force officers for ‘an act or acts of valour, courage or devotion to duty performed whilst flying in active operations against the enemy’. This was altered in 1932 to the simpler ‘for exceptional valour, courage or devotion to duty whilst flying in active operations against the enemy’. The availability of the decoration was extended to the Army and the Navy during World War II.

King/Queen’s Commendation for Valuable Service

A Queen’s Commendation for Valuable Service is awarded for meritorious service in an operational theatre.32

Order of the British EmpireThis Order was formed in 1917 by King

George V to reward service to the British Empire in the United Kingdom and abroad. Originally having only a Civil Division, a Military Division was added in 1918 to acknowledge distinguished military service of a non-combative nature.The Order has five classes of appointment in each division and a medal of the Order. In descending order, the classes are:

• Knight/Dame Grand Cross (GBE)• Knight/Dame Commander (KBE, DBE)• Commander (CBE)• Officer (OBE)• Member (MBE)

• Medal (BEM)

Mention in DespatchesThe Mention in Despatches (MID) is the oldest British award and was a device used by commanders at sea or in the field to bring the services of deserving officers to the attention of higher authority.The MID was instituted in Australia in 1920 and took the form of a small oakleaf device. Many Australian Defence Force personnel received an MID during World War I and II and their names appeared in the London Gazette.

Military CrossInstituted in December 1914 by King George V and originally intended for lower ranking Army officers (Captain or less) and Warrant Officers for ‘distinguished and meritorious services’. The award carries the post-nominal MC.In 1916 the award was extended to similar ranks of the Navy and Air Force but only for World War 1. Subsequently in 1931 the Cross was extended to lower ranked Air Force officers for actions on the ground. In 1920 the reason for the award was changed to be for ‘distinguished services in action’. In 1953 the ceiling rank for availability was extended to Majors and to all ranks in 1993 with the discontinuation of the other ranks counter part the Military Medal.

Military MedalCreated in 1916 by King George V for other ranks in the Army to correspond with the Military Cross instituted two years earlier, but eventually back dated in availability to 1914. Awarded to other ranks for ‘acts of gallantry and devotion to duty under fire’.In 1916, the Medal was extended to other ranks of the Navy serving in France, but only for actions in World War 1. In 1931, the availability of the Medal was extended to other ranks of the Air Force for gallant conduct on the ground. Recipients of the medal are entitled to use the post-nominal MM. Discontinued in 1993 when the Military Cross was made available to all ranks.
