Progress and Challenges
in Hydropower Automation in China
Modernization of Hydropower In China
In the past two decades, China has built hundreds huge and
uncountable medium and small sized hydropower stations.

All hydropower stations, including the old one built earlier, are equipped or
rehabilitated with automation systems from governors, excitations,
SCADAs for generation control to condition monitoring systems.

Modernization of Hydropower In China

Most of the power stations along one river are remotely controlled by one
centralized control center of the basin, with no-man on-duty in the
stations.

Most of the automation systems for huge hydropower stations are now
supplied by BITC, NARI and a few by others.
Automation not only improves the reliability and quality of the
energy supplied, but also alleviates the hardness of the daily job
with higher efficiency.
Modernization of Hydropower In China
The hydropower in China will focus more and more on efficient
operation and management, to become more competitive to meet the
requirements of market.
So “smart hydropower”, “conditional maintenance”, “centralized
control of hydropower with wind and photovoltaic” will be the key
issues of automation in the coming years.
Challenges in hydropower automation still exist in following respects:
Trends and challenges
in Hydropower Automation
There are now so many automation systems, supplied by different
suppliers, running in the same hydropower plant, so their
interconnection, to share information and transmit control
instructions, becomes a mission more and more fastidious.
Should we link them? and how?
What is the optimal connection strategy?
These are the questions one must ask oneself. Different schemes
are under consideration or trial in China.
How to interconnect automation systems?
I think for the moment it’s still difficult for one supplier to supply a set
complete of automations for hydropower because of the gap between
applications.
So a hierarchical, distributed, relatively independent and
interconnected structure may be realistic

Maintenance in China:
How to predict the conditions of equipment?
Most of the big hydropower : with monitoring systems.
But great attention must be pay on more effective analysis and
evaluation methods.
Conventional analysis techniques for condition assessment :
“Smart hydropower” : a fashion in China.
Some boast themselves as smart one already
while many others try to take their initials.
But what does it really mean “smart hydropower”?
Some define them by extending the concept of “smart grid”.
How to define “smart hydropower”?
A smart hydropower plant:
Good example the progress made in China.
Three Gorges: the biggest hydropower station ever built in the world,
with 32 units of 700MW each, installed respectively in left-bank, right-
bank and underground power stations.
All equipment for left-bank of Three Gorge, including automation, is
supplied by foreign company, with joint-venture or joint-bidding with
domestic company.
Late for the right-bank and underground: domestic manufacturers,
SCADA: supplied by BITC with its H9000 V4.0.

Progress in Three Gorges
The most impressive work recently done by BITC is the automation
systems for Xiangjiaba and Xiluodu, 200km and 360km respectively
to Chengdu, together the centralized control system for cascade
dispatching center (CDC) located in Chengdu.

The generating units Xiluodu and Xiangjiaba are transferred to CDC
after 72h test run and remotely operated by CDC, while the local
control center is no-man-on-duty.
Thus the target of “unified dispatching and remote control” of Xiluodu,
Xiangjiaba at CDC is achieved.
