IJF CONGRESS BUDAPEST 2021 HEAD REFEREEING DIRECTORS REPORT We appreciate all involved people, for the incredible effort to support athletes, coaches and all judo- enthusiasts to continue to do judo in all ways during these challenging times. Our special thanks go to all Executive Committee Members, Presidents of the Continental Unions and especially to our President Mr. Vizer to make substantial efforts and bring our beloved sport to such a high level and perspective despite all recent restrictions. Our high-level experience, cumulated over the years, got active support from the Sport Commission, IT specialists, dedicated media and open suggestions from the national federations. All our initiatives, judgements, and resolutions get a more and more positive feedback. Highlights & initiatives, improving every day The Olympic Qualification of the Referees brought 36 candidates to be selected by the Ranking List. The refereeing top leadership in the world attended the meeting held in Madrid in June 2018. On this occasion, all present adopted a program of increasing the individuals’ value and refereeing. After the meeting, beyond the regular yearly IJF Refereeing and Coaching Seminar, new tools to understand the rules and decisions were introduced. For a deeper understanding of the judo techniques and their variations faced during World Judo Tour, the IJF Refereeing Commission cooperated with the IJF Academy. In 2019, before two IJF Events, in Zagreb and Budapest, all IJF referees nominated for World Judo Tour passed the IJF Academy Nage-waza and Katame-waza examinations. Working meetings with Supervisors, Assessors and Referees have been held in multiple video conferences, videos with explanations about specific subjects and situations and score given during contests were published in the IJF website (over 1 million viewers). We appreciate all involved people, for the incredible effort to support athletes, coaches and all judo-enthusiasts to continue to do judo in all ways during these challenging times. During other various working sessions, the concepts related to the judo technique’s principles and evolution in the current competitive activity have been standardized. The credit goes to the professional work of the colleagues of the IT department who continuously analyse and sort the video records of fights of the IJF events.

Our aim is to reach a general standard in applying the rules to improve the understanding of not classified situations by all the parties involved in the contests. We focused on appreciating the scores, reducing negative judo, entering into Ne-Waza and more other.

The Referee Commission strengthen its close collaboration with the Sport and the Education and Coaching Commissions for the most complete information flow and to a continue implementation of the IJF refereeing regulations.

Organisation

Visual Impaired Judo – IBSA

Based on the Memorandum of Understanding between IJF and IBSA, our main objective was to present a homogeneous and qualified referee selection for the Tokyo 2020 Paralympic Games.

The selection for the Tokyo 2020 Paralympic Games was made from the initial group of referees agreed in 2018 qualified by IBSA also, incremented with the IBSA licenced referees.

IBSA Refereeing Directors were appointed in agreement the IJF Refereeing Commission.

Unfortunately, not all Continental Unions were pro-active in the mentioned process. We need to intensify our efforts to have in the next Olympic and Paralympic Games from all Continental Unions elite referee having IBSA license.

IJF Veterans

The Veterans Refereeing Director has been appointed in the IJF Refereeing Commission.

The 2019 Veterans World Championships in Marrakech were a pillar of the cooperation between the two Commissions. We supported and supervised the operations before and during the event. We submitted recommendations for the changes in the Age Divisions.

Continental Unions

We were continually supporting the Continental Unions Referee Directors’ to increase education quality at continental level.

The right perception of the rules generated a better comprehension of the changes at all levels. The Continental Refereeing groups organised expert seminars and education courses endorsing and recognising the same prospective suggested by the IJF Refereeing Commission through video chats.

All these actions contribute in creating a modern and dynamic approach and help the IJF leadership’s efforts to make Judo more attractive and enjoyable not only for judo lovers but also for media, sponsors and spectators.
