1.O INTRODUCTION;
1. The present mining plan is prepared for Thlru.K.Manikkam S/o.Kali,
residing at Nangathur Village, Vikravandi Taluk, Viluppuram District-
605 202.
2. The application was processed by the District Collector, Viluppuram and
passed alr order vide R.C.No. B/G&M /363/2017 dated 20.04.2O17 has
directed the applicant to produce approved Mining Plal arld
Environmental Clearalce certilicate from the District Level
Environmental Impact Assessment Authority (DEIAA) for the grant of
quarry lease to quarry Rough Stone over an extent 1.00.0 hectare of
Government land in S.F.No. 173/20 (PART-IV) of Nangathur Village,
Vikravandi Taluk, Viluppuram District of Tamil Nadu State for a period of
(Ten) 10 Years only.
3. Accordingly, Mining Plan is prepared under the provisions of rule 41 &
42 of Minor Mineral Conservation ald Development Ru1es, 2010 & as per
the amendments under Tamil Nadu Minor Mineral Concession Rules,
1959 by incorporating the conditions imposed in the precise area
communication letter ald by incorporating all the details proposed in the
letter No. SEIAA-TN/Minor Minerals / 2Ol2 dared 17.O4.2OL3 of District
Level Environmenta-l Impact Assessment Authority.
4. The applicant intends the Rough Stone to use for Basement stones and
also used for crushing units.
5. Geological Reserves is estimated at 7,l5,2Ooms of Rough Stone
formation. Mineable Reserves is estimated at 2,76,86Oms of Rough Stone
formation without maintained safety distance from the lease boundary of
the applied area because area is hilly elevated terrain and below ground
level should not be maintained safety distance because the lease applied
area is government Poramboke land arrd relevant mining laws in force.
6. Productlofl Schedule is proposed al average produ
of Rough Stone formation for the period of (Ten ) 1O Y
7. Environmental parameters,
i) The area does not attract the Porest Coflservation Act]
is no forest around 10Kms radius.
ii) There is no interstate boundary around 10Kms radius.
iii) There is no wild life animal sanctuary within 10Kms radius form the
project site area under the Wildlife (Protection) Act, L972.
Therefore the project seeks clearalce only from District Level
Environmental Impact Assessment Authority (DEIAA), under 82
Category.
8. Environmenta"l measures to be adopted shall be,
i) Dust Control at source while drilling and blasting,
ii) Dust suppression at loading point and transport haul roads,
iii) Noise Control in blasting, control of fly rock missiles and vibration by
doing peak particle velocity with in standard as prescribed by the
DGMS and MOEF.
iv) Unnecessar5z lald degradation should be avoided or damaged land
should be reclaimed or rehabilitated.
v) Avoid uneven rat hole mining and follow scientific ald systematic
mining by safe bench system of open cast mining.
vi) Mining near mqjor fracture zones if aly should be avoided to control
ground water fluctuation in the adjacent agricultural lands.
vii) Emission test of vehicles should be in tack to maintain minimum
emission level of flue gases.
viii) Noise level should not exceed 80db and the vehicles should use
only permitted Air Horn while on road near residential areas.
ix) Safety zones as prescribed by the Department of Geolory and Mining
from adjacent infrastructures should be strictly at here to.
x) And any other conditions as stipulated by the concerned authorities
should be followed to protect the environment.

1. The lease area is exhibits
terrain topography covered
rough stone formation. The massive
Charnockite formation is clearly visible
right from the surface and sloping
towards northeastern side of the area,
the altitude of the area is above 96m
(maxirnum) from MSL.
2. No major river is found nearby the lease
applied area.
3. Water table is found at a depth of 6Om
in summer and 55m in rainy seasons
below the surface general ground profile.
4. Temperature of the area is reported to be18oC to a maximum of 42oC duringsummer.
5. Rainfall of this area is about 800mm to900 mm during the both NE & SW
monsoons.

The area is underlain by the wide range of
metamorphic rocks of peninsular gneissic
complex. These rocks are extensively
weathered a:rd overlain by the recent va-lley
fills and alluvium at places. The geological
formations found in the district are
Archaean rocks like Gneisses, Gralites,
Charnockites basic granulites and calc-
gneisses. The younger formations are
Quartz veins and pegmatite.
The rock type noticed in the area for lease
is Charnockite which contains mostlyQuartz and Feldspar \Mith someferromagnesian minerals. The Chamockiteis part of peninsular Gneisses, a high grademetamorphic rock.

a. Estimation of Reserves The Geological and Recoverable reserves
are estimated by cross sectional method.
Totally Two sections have been drawn, One
sections drawn length wise as (X-Y) andalother One sections drawn width wise as
(A-B) to cover maximum area consideredfor lease.

is concerned, observalce of the provisions ofRegulationlo6 (2) (b) as above is seldom [possibledue to various inherent petro genetic factors
coupled with mining difficulties.Hence it is proposed to obtain relaxation to theprovisions of the above regulation from the
Director of mines safety for which necessar5z
provision is available with the regulation 106 (2)
(b) of MMR-1961, under Mine Act-1952.

The Rough Stone is proposed to qua-rry 5m bench
height and below surface is maintained by bench
method height and width 5m conventional opencast
semi-Mechaaized method.
The Rough Stone quarry specilically used only forBasement stones and crushing industries.
The quarry operation involves Manual jackhammer
drilting, slurry explosives blasting, andtransportation of Rough building stone to the needy
Residential & Industrial customers.
The removed mass is malually dressed into sma-ll
building stones for foundation purpose and thenloaded manually into tippers for transportation tothe needy customers.

Types of Explosives Small dia, 25mm slurry explosive are
proposed to be used for shattering and
heaving effect for removal and winning of
Rough stone. No deep hole drilling or
primary blasting is proposed.
The following steps shall be adopted tocontrol ground vibration due to blasting.
1. The minimum recommendeddelay time of 8ms was introduced tominimize ground vibration.
Measures proposed to minimizeground vibration due toblasting

which are inherentlyaccurate delays (+/- 0.2delay) to minimizes the ground vibration.
3. Use of Ammonium nitrate fuel oil
mixture for shot holes may be avoided

1. The Applicant is advised to storethe explosives as per the IndianExplosives Act, 1958.
2. The explosives to be used inmines treing a small quantity, theDistrict collector may be approached tokeep the stocks not exceeding Skgs attime or any other quantity permitted bythe concerned authorities in a portablemagazine of S & B types.
3. The Applicant is advised to engagean authorized explosive agency to carryout blasting.
4. The blasting time at a day isproposed to be 72 PM to 2 PM.
