REDHILL AERODROME CONSULTATIVE COMMITTEE Minutes of the meeting
of the Consultative Committee held at Redhill Aerodrome on
Wednesday the 10th January 2018 at 10.00 a.m. PRESENT:

The Chairman welcomed Mr. David Lindsay, who had been appointed
the new Managing Director of Redhill Aerodrome. Mr. Lindsay gave an
overview of his background and previous experience in the Royal
Navy and MOD. Mr. Chris Hoskins, on behalf of the Committee,
thanked Ann Bartaby for the work she carried out at the Aerodrome
and wished her well for the future.
2. MINUTES OF THE MEETING HELD ON THE 13TH SEPTEMBER
2017 The Minutes of the meeting held on the 13th September 2017
were agreed, subject to the following amendment: Minute 1 –
Chairman’s Welcome Mr. Hoskins asked for clarification on Mr. Mike
Murray’s position within RAVL. In response Mr. Murray explained
that he was a development consultant to RAVL, who had been

nominated by RAVL to attend the meeting. He confirmed that he
was not part of the developers Thakeham. Minute 3 – Development
Works update The Cost of the infrastructure was also discussed and
concerns were raised at the lack of detailed costings which to date
had not been developed. Mr. Hoskins queried the sum of £150 million
stated by Mr Mike Murray to be Thakeham’s estimate on
infrastructure costs, including the proposed motorway junction and
link road. Various members stated that they felt that this was
underestimated. In response Mr. Mike Murray explained that it was
early stages of the process and it had not been possible to provide
more detailed costings at this stage.
3. MATTERS ARISING FROM THE PREVIOUS MINUTES
Residents Meeting with NPAS and Air Ambulance
At its meeting on the 13th September an action was agreed to
arrange a meeting between helicopter pilots/users and affected
residents. Cllr John Johnson had asked for an update on when this
meeting would take place. Mr Wright responded by explaining it had
been difficult to get a date arranged with the Air Ambulance. It
was hoped that now they had moved into their new building he would
arrange the meeting for February 2018.
4. MONITORING REPORTS FROM REDHILL AERODROME
Reports for the period September 2017 to December 2017 were
submitted regarding:
(i) aircraft movements (ii) movements outside Air Traffic
Control (ATC) hours (iii) complaints (13) about fixed wing aircraft
overflying properties (iv) complaints (9) about helicopters
overflying properties.
*** The statistics were reported into monthly figures, as
previously requested. These reports are reproduced at Appendix ‘A’
(page 3).
Mr. Wright presented the report and explained that the fixed
wing movements had increased
towards the last part of the year, however, helicopter movements
continued to decline. This was attributed to the fact that there
was only one Helicopter flying company now based at the
Aerodrome.
The complaints had been similar to previous quarters and work
would continue with the
Emergency services to try to resolve some of these complaints.
Paul Murray enquired about the recent press release surrounding EU
flight regulations and
the impact on flying movements. Mr Wright explained the impact
of the regulations and updated the committee on the planned meeting
with the CAA and Gatwick (NATS) to work towards some procedures to
address the changes. He went on to explain that Emergency Services
helicopters had exemptions to these regulations in order that they
may carry out their taskings.

Cllr Blackmore asked why 8-9% of all movements were out of
hours. Mr. Wright confirmed that with the nature of the work the
emergency services carried out, unfortunately more incidents
occurred at night. He also explained that in the Winter months the
Aerodrome closed at 5pm not 7pm.
5. DEVELOPMENT WORKS UPDATE
Mike Murray circulated the Vision Statement for the proposed new
garden community. When asked if the Parish Council’s could get
copies of the brochure, Mr. Murray explained that the clerks had
contact details for Thakeham’s communications company – ‘Meeting
Place communications’ and could contact them to obtain a copy. He
suggested that the Parish Councils had been contacted at the
beginning of January 2018. Paul Murray asked for clarification on
what Mr. Murrays role was within RAVL. Mike Murray referred the
Committee to the minutes of the previous meeting (13th September
2017). Discussions took place surrounding the proposed Highway
infrastructure. It was explained that there were no proposals to
‘stop up’ any highways. Cllr Frow reiterated the importance of the
new junction on the M23 to the success of building any development
on the site. Councillor Potter asked how much of the development
would be allocated to social housing. It was explained that the
number of houses was not known, however it would be compliant with
the current planning policy. He also enquired as to why the Helipad
was not situated next to the hospital in the suggested plan. Mr.
Wright explained that most of the air ambulance work did not take
patients to East Surrey Hospital and that the Air ambulance was a
charity not affiliated to the hospital. The works due to take place
on the M23 to turn junctions 8 to 10 into a ‘smart motorway’ were
discussed. It was understood that following any major works to such
a road a purdah period of 5 years would be in place to prevent any
further work or disruption. Mike Murray suggested that this was
usually the case, however there could be exceptions to these rules.
He went on to say there were no plans to link any railway routes
into the development, other than running a bus service from the
existing railway at Redhill. Cllr Vickers stated that she
appreciated that Mr. Lindsay was new to the role, but asked for a
more detailed update of outstanding planning applications at the
next Committee meeting in April. Mr. Lindsay agreed to provide an
update and made it clear to the Committee that his role was to
manage the day to day business of the Aerodrome and develop the
business so that it made a profit. He was asked whether he felt it
was making a profit, to which he acknowledged that significant
investment had been spent on improving the site, but concluded that
it was making a profit.
6. DATE OF FUTURE MEETINGS Future meetings (all commencing at
10.00am) were scheduled as follows:
