On behalf of the Red Cliff Band of Lake Superior Chippewa Indians, welcome to Miskaabikong (Red Cliff) known for its red cliffs along the shores of Gitchigami, the greatest and clean-est lake in the world. We hope this visitor guide helps you better understand how we are structured and what services are available to our visitors and com-munity.

Today we have over 6,500 enrolled members of the band, and our population on the reservation continues to grow at a pace faster than other surrounding communities. The tribe continues to experience a steady growth in employment opportunities and constant-ly looks to expand services. Our tribe is structured into five divisions which include: health, education, family and human services, protective and emergency services, treaty and natural resources and also administrative functions. These divisions provide a wide array of services in the community as documented in our annual report.

Miskaabikong is also known as a fishing community. Commercial fishing is an economic driver of the Red Cliff community. Fishing provides a livelihood for many of our fam-ilies but also is one of our main staple foods for subsistence. We hope you try one of our delicious fresh fish dishes before heading back home. There’s nothing fishy about our fish — when it curls in the pan, it’s fresh — yummy.

We invite you to bring your family and explore the Frog Bay Tribal National Park (the first of its kind) located on the shores of Lake Superior with breathtaking views of the Apostle Islands. Enjoy a walk in the primordial boreal forest before you reach the pristine sandy beach. Sit on the beach and soak up some sun. There is something to do every season of the year in the peninsula. Enjoy fishing, sailing, hiking, skiing and the list goes on. Come and appreciate the natural beauty and serenity of our area.

Relax and enjoy some play at the casino, have a bite to eat in the Wii Kway Ong restaurant or Minising snack bar or gather around the campfire and enjoy some fresh grilled whitefish and s’mores with the family.

The names of the Anishinaabe are many; Ojibwe, Chipewyan, Ojibwa, Chippewa, but united by a shared history of clans, language and culture, all identify the thousands of politically autonomous bands and tribes which make the Chippewa Nation the largest tribe in North America. Most significant among these shared political and cultural back-grounds are the spiritual practices and values of the Grand Medicine Society and its teachings, which still continue today.

Situated along the shores of the legendary waters of Lake Superior, the Red Cliff Reservation is located on the Bayfield Peninsula, at the extreme northern most point of Wisconsin, which extends several miles out into Lake Superior and includes the Apostle Islands. These lands and waters are renowned for their pristine environment, rugged waters, wilderness areas and unique scenic beauty.

And here, the “People of the Big Water” or ‘gi-chi-b-waa-tig’ remain today, at the hub or center of a historical, spiritual and cultural crossroads highly significant for the past 1,500 years but which extends back more than 4,000 years.

Within Chequamegon Bay lies the spiritual cen-ter of Anishinaabe nations. The Anishinaabe were told by a prophet that a sacred shell would guide them on a generations long journey to seven plac-es and, ultimately, to the ‘Food that Grows on the Water’. That food today is known as Maa-no-min, or wild rice. The seventh and final stop was at the island called ‘Moo-ning-wana-kawn-ing’, which means ‘the place of the yellow-breasted woodpecker’.

Centuries later, this island was renamed “Madeline Island” in honor of an anishi-naabe woman ‘Ikwesewe”, wife of a French fur trader who established the first fort and settlement there in 1693.

Among the smallest of the Indian reservations in Wiscon-sin today, Red Cliff was the primary village of the Great Buffalo, head chief of the Anishinaabe. The ‘Great Buf-falo’ is a historical tribal figure known specifically for his role as peacemaker in the forma-tion of the Treaty of 1854.

Prior to 1854 and despite several earlier treaties, the

U.S. Government attempted to eliminate or remove all tribes to locations west of the Mississippi River with the passage of the Indian Removal Act, signed by President Jackson.

Following the tragedy at Sandy Lake and the deaths of hun-dreds of tribal people, the chiefs Buffalo and Oshogo, and other clan chiefs of the Grand Council, challenged the past treaties and agreements, and accused the U.S. Government of carrying out a great deception towards the Ojibwe in earlier treaties signed.

At age 93, Great Buffalo and several band chiefs were dele-gated to begin the several month’s long journey to Washington, D.C., to meet with President Millard Fillmore. When they finally

met, along with the words of the Grand Councils, they carried a Pa-wa-gon or great pipe which was smoked with the President. Following the meeting, the chiefs returned home with that pipe, now known as the “Buffalo Peace Pipe” which became a symbol of our nation’s agreement, and today it is preserved and protected by the Red Cliff Tribe.

President Fillmore rescinded the Indian Removal orders and agreed that the Ojibwe would never be required to leave its homelands. The Treaty of 1854 would forever change the Anishinaabe as well as other tribes. With the establishment of homeland reservations, it marked the end of federal efforts to remove tribes onto lands west of the Mississippi River.

The ‘gi-chi-b-waa-tig’ continues to follow these traditions and agreements, preserving our traditional knowledge, wisdom and sovereignty, and maintaining our cultural integrity for the benefit of future generations.

As the largest employer in Bayfield County, the Red Cliff Tribe is a significant partner for the economic prosperity of the region in sustainable economic and community development. The tribe operates a full range of governmental, cultural and recreational opportunities, providing services and facilities for health clinics and senior centers, tribal fisheries, family and human services, police, fire, conservation and EMS. A lakeside resort hotel, conference center, casino and marina facility provides a gateway to the islands and waters of the island archipelago.

The Red Cliff mission statement is “To promote, plan and provide for the health, welfare, education, environmental pro-tection, cultural preservation and economic well-being of tribal members and to protect Treaty Rights now and in the future.”

Escape Ordinary, Experience Legendary

Red Cliff offers visitors a variety of unique sites and experiences, including its anchor businesses, Legendary Waters Resort & Casino (LWRC) and Buffalo Bay Campgrounds and Marina.

On Aug. 11, 2011, hundreds of eager guests toured, purchased products and services, and tried their luck at LWRC during a “soft opening”, which has now become a part of history at the $23.5 million project’s first day of operation. Thanks to the generous investment from the Shakopee Mdewakanton Sioux community.

General contractor Taylor-Woodstone of Minneapolis- St. Paul constructed the open design with natural materials by architect Ron Erickson to emphasize and maximize the casino’s unique location on the shores of Lake Superior, with the scenic Apostle Islands close at hand.

LWRC employs approximately 150 employees in general and sometimes spikes to 250 employees during peak

seasons. The economic impact for the area is huge. Increased year-round visitors to the area is also a great compliment to boost surrounding communities, especially local harbor towns.

Every room in the hotel has a lake view, and the restaurant and the restaurant’s deck also have a one-of-a-kind view of the lake. There is nothing like it anywhere else.

The casino-hotel-convention center complex had been a dream of the Red Cliff Band of Lake Superior Chippewa for many years. For a variety of reasons, that dream was unrealized until recently. A former small casino operation, which experienced fluctuating financial growth and compet-itiveness, is no longer standing. The Red Cliff community have built something very special — a place where you can sail out to a casino — that is unheard of!

restaurant and friendly personnel, LWRC offers a bit of something for everyone in the whole family: a luxurious hotel, facilities for visiting snowmobilers, shower facilities for campers, a great bar, and, of course, a varied and exciting gaming experience.

It’s all aimed at positioning LWRC as a premiere year-round destination spot in its own right, alongside all of the other well-known attractions of Bayfield and Madeline Island.

The hotel amenities include an indoor pool, year-round indoor/outdoor whirlpool, and 47 luxurious and spacious hotel rooms all with spectacular views of Lake Superior and the Apostle Islands. LWRC features gaming, promotions, a marina on property with both transient and seasonal docking, and two popular campgrounds. Hotel and casino are open 24-hours, 7-days per week.

Adjacent to the resort and casino is Buffalo Bay Campground, which has panoramic lake view sites and accommodates tents, trailers and RVs. A few miles north, experience our “wilderness” Point Detour Campground wooded rustic camping surrounded by nature overlooking the shores of Lake Superior (open May through October).

In addition, entertainment is never lacking in Red Cliff at LWRC. The event and convention center hosts several great regional and local bands, and nationally recognized acts. Red Cliff began providing primary health care to its commu-nity by hiring its first physician in 1994. Prior to 1994, community members requiring medical care would be driven by volunteers to their medical and dental appointments in one of the nearby towns. Since that first visit by their first doctor, Red Cliff has continued to grow and expand its services to the building where they are today!

After several years of planning and preparing, the new Red Cliff Community Health Center became a reality and opened its doors to the public on June 3, 2014.

The new health center is 32,000 square feet and showcases the Ojibwe culture. This was completed using various methods throughout the center. Entering the building, you are welcomed by the inlayed pattern of fish and turtles which represent the history of the Lake Superior Ojibwe. You can find your way through the facility by following the Woodland Indian floral designs to the lobby and patient care areas. Once in the patient care hallway, murals made

from community member photos, representing the Four Hills of Life are highlighted. The Four Hills of Life philoso-phy and teachings were developed by an Ojibwe elder and educator. The Four Hills of Life is an indigenous model and continuum of care which focuses on providing a full spec-trum of care from a child’s birth to an elder’s last years.

The Red Cliff Community Health Center utilizes a Patient-Centered Medical Home health care delivery model. The foundation of a medical home is that it is patient centered, evidence based, comprehensive, coordi-nated, accessible and committed to quality and safety. It is also based on the same philosophies as our culture embrac-es, by treating the whole person, physically, emotionally, mentally and spiritually. The Health Center staff has worked hard to pair traditional Ojibwe knowledge with contem-porary health care. Features within the finished building support this new care model. The health care providers, care managers and support staff work as a team in an open space area where all team members can communicate and work together on patient care. This system of care has received national recognition for improvements that were made in the health outcomes of those we serve.

RED CLIFF’S TRADITIONAL HOOP DANCERS

Sometimes, one person’s vision can make so many significant impacts, in so many different, positive ways. The Native Expressions Drum and Dance troupe is one such personal vision that is creating many benefits for the young dancers, growing pride in the Red Cliff community, and sharing the rich Ojibwa culture with the larger world.

Five years ago, the troupe’s founder, Giizhig-ikwe Gretchen Morris, wanted to share her love of traditional dance with the children of Red Cliff. Through dance, they would gain pride and understanding of the rich Ojibwe culture. However, first Gretchen had to overcome one very large challenge; she had never done any hoop dancing herself. But that didn’t discourage her. Gretchen reached out for lessons from Bad River dancers, Meline and Florence Powless.

“When they came and showed us, it was the hardest style of dance that I have ever done. But I saw the glistening in the children’s eyes that I had never seen before,” Gretchen said. “I knew at that point that I needed to learn the hoops.”

Along with Gretchen, 19 young girls, from 7 to 13, have

also become expert hoop dancers. In fact, in only five years, the group has grown from learning a difficult, rare form of dance to performing at state-wide and national events at the Wisconsin capital, Smithsonian Museum, and Lambeau Field during the Green Bay Packers’ halftime. Native Expressions also share the beauty and stories of hoop dancing at Red Cliff’s annual pow wow, community events, local schools, and nursing homes.

Participating in a troupe like Native Expressions helps young people gain confidence, poise, physical agility, in addition to the very important knowledge of the Ojibwe culture, history, and traditions. It also serves as an outlet for energy and self-expression.

At Native Expressions, there is another important lesson the young dancers gain: the importance of unity and accep-tance of others. As Gretchen explains: “In this troupe, non- Indians are welcome to be a part. I have two students who are non-Indian, and they perform with us. It’s about bringing our spirits together, and connecting with each other through song and dance. If there is someone who is in a good place

and wants to share in this too, I don’t care about the skin color. It’s about how they carry themselves.”

The mission of Native Expressions Drum and Dance Troupe is to help create a positive self-image among the participants and to promote a message of global ecolog-ical conservation, through the teaching and advocacy of a conscious, holistic, and healthy lifestyle, cen-tered on the practice of Native American dance, song, art, and culture. The troupe’s philosophy is one of unity and conservation, promoting the idea of interconnectedness between all people and our Mother Earth. This vision is sum-marized by the motto: “One Tribe.” Persons of all races, ethnicities, ages, genders, and creeds are equally welcome to participate.

The Red Cliff Band of Lake Superior Chippewa was one of the first tribal nations in the United States to develop a formal Natural Resource program. Court decisions which reaffirmed the tribe’s rights to com-mercial fishing activities in Lake Su-perior created a necessity in the early 1980s for Red Cliff to establish a pro-gram that oversaw fishing activities. Treaty harvest in the ceded territories was thus the impetus for Natural Resource program development, and it remains the foundation of program activities to this day.

Continuing the lead as a tribal innovator in Natural Resource man-agement, Red Cliff was one of the first tribal nations to establish a hatchery in 1987. Treaty harvest and hatchery management activities, therefore, became the building blocks of what is today called the Treaty Natural Resource Division. The division is a fully formed natural resource entity with programs in water resources, air quality, conservation enforcement, forestry, wildlife, fisheries, solid waste management, climate change, sustain-ability, and hatchery operations.

Most recently, three elements of the division have received consider-able media attention and awareness by the public in general. The first

is commonly known as the “barrels project”. For 10 years, Red Cliff has maintained a committee that has been actively pursuing the removal of approximately 1,400 barrels dumped in Lake Superior by the Department of Defense in 1959-1962. After years of planning and government coordination, the first retrieval of these barrels successfully occurred in 2012. The tribe is currently pursuing additional barrel retrieval and clean-up efforts.

With the distinction as the first tribal national park in the nation, Frog Bay Tribal National Park opened with considerable acclaim in 2012. Trail building and other infrastructure needs were completed in the fall of 2014. Everyone is welcome to come and ex-plore the trails in this quiet wilderness setting.

Finally, considerable statewide

attention has been devoted to Goge-bic Taconite’s (GTAC) open pit mine proposal in the Penokee Mountains. GTAC is attempting to acquire the necessary permits to mine the headwa-ters of the Bad River for low grade iron ore, just 25 miles from the Red Cliff reservation. With the amount of sulfide rock present in the Tyler Formation of the bedrock, widespread environ-mental destruction of the Bad River watershed and coastal Lake Superior around Chequamegon Bay would be catastrophic. The Red Cliff Tribal Council has stood strong with the Bad River Band of Lake Superior Chippewa and other midwest Chippewa bands in their opposition to the GTAC mine. Investigation and permit reviews are coordinated through Red Cliff’s Mining Resource Specialist and Mining Task Force.

FROG BAY TRIBAL NATIONAL PARK

The Treaty Natural Resource Division with-in the Red Cliff tribal government oversees the management of Frog Bay Tribal National Park, the first of its kind in the United States. The park was purchased in 2012 and later dedicated during a grand opening ceremony in August of that year. Since that time, rustic trails and foot bridges have been designed in consideration of sensitive plants and wetland areas in the park. The park is open to quiet enjoyment by tribal members and the general public alike.

Red Cliff puts special emphasis on the sustainable management of natural resources both on the reservation and in the Chippewa ceded territories, and for the overall protection of Lake Superior, the most pristine freshwater sea in the world. Frog Bay Tribal National Park celebrates the cultural importance of water and the spirituality that is associated with Lake Superior. The rare boreal forest ecotype and undeveloped sand beach is an unequaled wil-derness experience on the Bayfield Peninsula.

Visitors can learn more about the ecol-ogy and cultural importance of the forest at Frog Bay through a series of interpretive signs located along the trail network. Stop, relax and enjoy! Let the wilderness replenish, and please remember to “leave no trace” as you experi-ence Frog Bay Tribal National Park.
