So what is available to someone who maywish to enhance their knowledge onsecurity management issues and gain arecognised academic qualification -privately or with support of an employer?

At the top range there are of course theuniversities and colleges, such asLoughborough and Leicester, and otherswho offer diplomas, degrees and Mastersdegrees in Security Management. There arealso universities with degree courses onsecurity risk management or criminalitycontent. Obviously, for any serious mindedsecurity practitioner – especially atexecutive level – achieving this level of accreditation must be the ultimateachievement and accolade. These high-level qualifications should be passports to

almost any high profile securitymanagement position - provided of coursethat such it can be matched with acorresponding breadth of experience andability in both practical security operations,and with management skills. In most casesthe difficulty is educating those tasked withrecruiting for high profile securitymanagement appointments to recognisethe value of not only appropriateexperience and skills but also of thefoundation of academic achievement insecurity management. Wi thout thisfoundation, there should be somecommitment to embark on a trainingprogramme at least.

We have to acknowledge the hugenumbers of ‘security managers’ out there inthe private and public security industry who

the backbone of the industry and they oftendemonstrate the highest levels of competency and professional ism. Theperformance of operatives tends to be onlyas good and effective as the managersdirecting them. The reverse is also true andsadly the instances of poorly managed

operatives are very evident. It wastherefore all the more surprising that theauthorities decided to shy away fromimposing levels of professional competencyrequirements on security managers as partof the licensing criteria. As I implied earlier,I hope the momentum of to achieveprofessional standards at the lower end of the industry will cascade upwards andnaturally steer the middle managers– intoseeking self regulation in the form of industry-led management qualifications.

But is there not something alreadyavailable in the middle ground in terms of qualificat ion for security managers? Tooright there is. Over the last four decadesthousands of career-minded securityprofessionals have studied for, sat andachieved success in the examinations of the International Institute of Security.

These, at Certificate and Diploma levels,have been formally recognised by theCity and Guilds and the NCFE nationalawarding bodies and are considered to bebenchmarks for peer group and industrystandards in security management. Otherorganisations are moving to formulatesimilar security management qualificationsat ‘endorsed’ Levels 3 and 4. The Instituteis also restructuring its qualifications to bemapped against the National QualificationFramework. But there is no gain without

detailed syllabus covering the essentialmodules for each level examination.However, the successful student who haspassed the examination and joined theInstitute has the privilege of displaying thewell earned and highly rated professionalqualification letters (MIISec or DipIISec) after

his or her name. Indeed, after submissionand approval of a thesis on a securityrelated topic, this can be elevated to aFellowship (FIISec).

Why then is this qualification not as widelyheld or recognised at it should be? First, itis not an easy option – it covers a widerange of security and management contentin order to be able to do justice to theexamination criteria. There are the twoadditional reasons - both related to a lackof incentive. People retiring from senior

positions in the police or services seeking asecond career in security are often able tosecure high profile appointments. Whatmotivation is there for them to undergohours of study to become a securityprofessional when others already assumethem to be at a high level?

The second point relates back to the needfor greater awareness in commerce,industry and Government: employingsecurity managers who have attainedqualifications through examination or yearsof experience Is something of real value.Not only is should qualifications be valuedin the recruitment of security managers, butalso in encouraging career developmentthrough training and sponsoring thenecessary extended study. On a morecynical note, it may be that these groups

Government Departments

Home Office A radical reform plan has recently beenannounced by the Home Secretary Dr JohnReid designed to fundamentally change theHome Office with the aim of deliveringquality services to the public.

Security Industry Authority (SIA)

Established on 1 April 2003 as a Non -Departmental Public Body (NDPB) the SIA

The SIA is the regulatory body set upunder the Private Security Industry Act2001 to introduce and maintain a systemof regulation and licensing of the privatesecurity industry in England and Wales. It

will shortly extend its regulatory powers toScotland and Northern Ireland may soonalso come under its control.

The Authority licenses a range of securitypersonnel in the manned guarding sector,including door supervisors on licensedpremises, security officers, supervisors,managers and directors, and similarlycontrols the operation of cash andvaluables in transit, public spacesurviellance (CCTV), keyholding andvehicle immobilisers. It also operates avoluntary Approved ContractorsScheme (ACS).

In addition the Authority has introducednew standards of training and qualificationrequirements for each licensable sector andthrough designated Approved AwardingBodies cordinates the achievement of thesequalifications with the applications forlicences, and makes criminal recordchecks, before issuinmg licenses to ensurethe integrity of the licensing system.

Benchmarks for quality in products and services are to be found in the guidelinesissued by the British Standards Institution and in comparable European Standards.

A number of organIsations operate assessment and inspection schemes, many underthe UKAS accreditation umbrella, signifying that the relevant industry standards havebeenmet and that the holders products and services are of a quality and standard that theclients expect.

(The RRFSO Regulatory Reform Fire SafetyOrder) was approved by Parliament on 7thJune 2005, and came into force 1st April2006. It applies to non-domestic premisesand has the effect of revoking parts of existing fire legislation in favour of a risk-based approach which places responsibilitywhere it more properly lies i.e. the occupantwho is materially in charge of the premises.

There are two key elements at the heart of this new regime: the responsible personand the risk assessmen t.

The RRFSO requires the ResponsiblePerson(s) to put fire precautions in place“where necessary ” and to the extent that is

reasonable and practicable in thecircumstances of the case. The RRFSOrecognizes that to do achieve thissuccessfully, there has to be a “suitable andsufficient assessment of the risks ”, and thisbrings me to the second key element of theRRFSO, the Risk Assessment.

The Risk Assessment may be carried outby the Responsible Person directly wherehe has the competence, or it may bedelegated or contracted-out to acompetent third party.

Clearly the competence required forassessing a petrochemical plant is of adifferent order to that for a smallcommercial site and there will be aspectrum of premises and risks between

these extremes. We are perhaps all too wellaware of the variability of skills required andthe difficulties a RP may have indetermining the true skill levels of those inwhom they put their faith.

But haven ’t we seen this all before? Yes, we certainly have. The concept of a legal obligation upon employers toundertake a risk assessment has beenaround since 1997.

These regulations place theresponsibility on the employer and/orbuilding owner to undertake a writtenfire risk assessment of the workplaceas part of their duty to ensure

employees ’ safety in the event of a fire.Whilst the main ethos of these Regulationsis to encourage everyone within theworkplace to take more responsibility fortheir own safety, it is for employers toensure that they had taken all appropriatesafeguards to protect their workforce in theevent of a fire. Employers need to ensurethat fire detection, fire fighting and meansof escape provision are adequate and thatequipment and devices provided areproperly maintained. Despite the bestefforts of the Fire and Rescue Services

and the Fire Protection Industry, this 1997legislation never seemed to generate thewidespread awareness that it deserved.Let us hope that the RRFSO will achievea better level of understanding in thebusiness community.

The Master Locksmiths Association is anon-profit making organisation, the onlygoverning trade body of its type in the UK.

The expertise of MLA members isconstantly sought by many to give advice,make comment and recommendation;representatives sit on many boards andworking parties.

For many years now the MasterLocksmiths Association has worked closelywith Home Office, Government and manyothers to encourage licensing as a way of promoting standards and increasing public

confidence. In the absence of legislationfor locksmithing, the MLA introduced itsown rigorous company inspections andpersonal examinations. The Association ’straining also guarantees that its memberscan offer the best genuine advice andservice. A major step forward inemphasizing the credibility of MasterLocksmiths Association came when it wasawarded umbrella status for CRB checkswithin the locksmithing industry. A ll newmembers are expected to be CRB checkedand company members are encouraged toobtain this for their employees. In time, thiswill be filtered down so that MLA can claimthat all its members are CRB checked.

Members are encouraged to abide by theassociation ’s Code of Ethics and are issuedwith Customer Charters for display to theircustomers. As with the CRB checks, thisis intended to provide customers with thereassurance that comes from using aprofessional, MLA Approved Company,locksmith.

All “ Approved Company ” members of theMaster Locksmiths Association haveundergone a rigorous inspection by a MLAInspector. The inspectors are workinglocksmiths who have, or had recently, their

own locksmithing company; which alsounderwent the inspection procedure.

To enhance the claims be “QualifiedLocksmiths ”, the training sector of MLA,British Locksmiths Institute, provides bothtraining and examinations. The BLI Trainingand Examination system is renown as theonly industry-recognised qualification inlocksmithing.

NASDU has continued to represent thesecurity dog industry and its membershiphaving firstly been involved in the WayForward Group set up by JSIC and more

recently by its involvement in the DogHandling Consultation Committee set uporiginally by the S.I.A. , which now operateswithin the Sector Skills Group asS.I.D.C.G. (the Security Industry DogConsultation Group). NASDU also hasrepresentation on the expert/steeringConsultation Committees for Keyholdingand Alarm Response and PortsSecurity, both areas in which itsmembership operates.

NASDU with its Educational Partners, theBIPDT - “British Institute of ProfessionalDog Trainers ” together with other industryexperts has also been involved via theseCommittees in the development of NationalOccupational Standards and these corestandards will be incorporated in futurequalifications for dog handlers. In 1991, British Standard 7499 wasintroduced for the self-regulation of theManned Guarding sector of the SecurityIndustry. Many reputable companies beganto comply with the standard and manywere, have been and will be, inspected toits requirements.

The standards however fell short of including Security Dogs. The industry at thetime was using dogs in small numbers,probably because of the introduction of theDangerous Dogs Act and the bad pressdogs were getting at that time.

Slowly but surely since then, Security Dogs

have been re-introduced into the mannedguarding sector. The industry had movedon but had still failed, probably due to thelack of expertise, to cater for Security Dogs.

As a result a democratically electedNational Steering Committee wasformed to investigate and establishnationally recognised standards for

Trainers, Dogs & Handlers and topropose and prepare a fair and workableCode of Practice for all to adhere to.

In November 1996 that National SteeringCommittee was incorporated as NASDU, aCompany Limited by guarantee not havinga share capital and on 11th December1996 was officially opened by the RightHonourable Bruce George MP at the

Surrey Police Headquarters. As a nonprofit making organisation the Charity ’s

Aims and Objectives are detailed on thefollowing pages.

NASDU soon became the recognisedrepresentative body for the security dogsector and over the years has assisted thesecurity industry, the government, themedia and many other authorities withadvice and comment. NASDU is currentlycommenting on the Animal Welfare Bill .

NASDU at is conception was fullysupported by IPSA (InternationalProfessional Security Association), BSIA

(British Security Industry Association), SITO(Security Industry Training Organisation)and the ISI (Inspectorate of the SecurityIndustry). All of these organisations are‘main players ’ within the Security Industryand all have penned their approval of theformation of NASDU . In 1999 the

Association became full members of theJoint Security Industry Council ( JSIC ).

In addition the RSPCA and the GuideDogs for the Blind recognised andsupported the efforts of NASDU and

assisted in the compilation of the welfaresection of the now accepted NASDUCodes of Practice .

In 2001 the “Private Security Act ” wasfinally ratified by Parliament and the

RECENT DEVELOPMENT WORK

In 2004 NASDU was invited by the S.I.A.in consultation with SITO now Skills for

Skills Group and JSIC in getting theSecurity Dog Handler licensed.

TRIALS

For a number of years NASDU has run its

National Working Dog Trials for Security DogHandlers, these have been held around thecountry at Kempton Park, the Midlandsand more recently at Irchester CountryPark, Northampton.

The Trials are open to NASDU Membersand attract both the experienced and thenovice new comer; competitors compete inthe morning session on search procedures

Prizes are awarded for Overall Trials Winner,Handler Protection, Obedience, Agility, BestNewcomer and Best Turned Out Handlerand Dog.

The Trials are currently sponsored byPurina who are Educational Partners andSponsors of NASDU , who of last years

Trials commented “that the standard of competitors was equal to that seen withinthe Police and Prison Services and thatthey were proud to be associated withNASDU as we raise the bar for PrivateSecurity Services ”

Security to sit on a Consultation Group todevelop National Occupation Standards(NOS ’s ) for Security Dog Handlers.

These were completed in late 2005 andwill receive QCA approval in 2006 .

Following completion of the NOS ’s NASDUentered into an agreement with ASET (aQCA Accredited Awarding Body) todevelop a National Award for SecurityDog users and in June 2006 the “ ASETLevel 2 National Award for GeneralPurpose Security Dog Handlers ”was launched.

This was a great achievement for NASDUas whilst the NASDU Basic HandlersCertificate was the first nationally

recognised qualification for dog usersthe ASET National Award developedand delivered by NASDU is the FIRSTNational Award for Security Dogusers to be accredited by a National

Awarding Body.

Following the successful launch of theLevel 2 Award NASDU will be developingan Advanced General Purpose DogHandlers Award together with awards forDetection Dog Handlers.

CONSULTATION – LEGATIVE CHANGES

Following the implementation of PrivateSecurity Act in March 2006 and thesubsequent licensing of Security OfficersNASDU will continue to lobby Governmentand the S.I.A. and support the Sector

NASDU has recently been approachedby DEFRA to comment on “ The Welfareof Animals during Transport – Consultationon the Implementation of EU Regulation1/2005 ”.

ACPO POLICYFollowing the disappointment of S.I.A.licensing NASDU is now turning itsattention to the Association of ChiefPolice Officers (ACPO) whose workinggroup in consideration of an injury haveclassified the dog as follows: -

• Ballistic Weapon (Firearm)• Dog – General Purpose Dog• Baton Round• Baton• C S Gas

• Tazer

As can be seen the dog is classified onebelow a gun and because of this NASDUwill be looking to ACPO to hopefullyprovide a policy on security dogs similarto their existing Keyholding and AlarmResponse Policy which exists to regulatethe systems side of the industry.

The UK private security industry is set for awave of last-minute training activity as firmsof all sizes race to meet the March 2006licensing deadline.

Government legislation has had a massiveimpact on the sector because all contractedsecurity guards have to be licensed by thisdeadline – or they cannot undertakesecurity work.

The approaching deadline seems certain totest the resources of many smaller firms,though help is at hand through IPSA itself,which offers a straightforward, four-dayguarding qualification which providesindividuals with the requisite certificate at thecompletion of the course.

This guarding qualification is being offered byEdexcel, IPSA’s awarding body of choice, anda leading provider of vocational qualificationsto the security industry. Edexcel offers thewidest portfolio of security qualifications for aprofessional and regulated workforce and thisincludes qualifications in key areas of CCTV,Vehicle Immobilisation, Close Protection and
