Minister of Planning and Minister of State for Cabinet Affairs for the State of

Kuwait during different terms.

He has founded many NGO’s in Kuwait and has been active in various

International Health and Environment Affairs at Regional and International

levels. He is an Honorary Fellow at the Royal College of Medicine, Ireland

and at the Royal College of Surgeons and Physicians, Glasgow.

He has also written many publications to his credit. At present he is the

Executive Secretary of ROPME (Regional Organization for the Protection of

the Marine Environment).

a joint venture between the mining giants BHP Billiton of Australia and Vale of Brazil. "It's clear what happened in the Doce River is the biggest environmental catastrophe in this country's history. We can't let it happen again anywhere,"

The event was concluded with an exhibition including a display of the ADESCO’s capabilities in terms of equipment and response facilities that were explained to the attendees by HSE experts from ADESCO Member Companies.

The aim of this first-of-its-kind workshop-cum-exhibition was to promote awareness about the roles and responsibilities in establishing and maintaining an effective Search and Rescue (SAR) Response Capability among ADNOC & Group of Companies in case of emergency. RECSO has been invited by ADNOC to participate in this event and Mr. Talib Al Alawi conducted informative presentation about RECSO “A joint Capability in the gulf region. The workshop was attended by representatives of ADESCO Members, including ADMA-OPCO, ADCO, ADOC, BUNDUQ, DOLPHIN ENERGY LTD., ESNAAD, IRSHAD, Al-Hosn Gas, along with the Ex-Officio Members: ADNOC-S&CD, ADNOC-PPA, and the Critical Infrastructure and Coastal Protection Authority (CICPA).

Environmental Campaign in the school, supported and sponsored by RECSO. They promote and share knowledge about Marine environment and clean gulf using RECSO posters and publications. A total of more than 600 students were involved and participated in the campaign. A short video clip

RECSO Technical Committee Meeting in Kuwait

he 2nd Technical Committee Meeting was held on 18 November 2015 at Kuwait Oil Company (KOC) premises.

Highlights

by RPS company. The meeting was concluded with 2016 calendar events and other concern topics. The attendees during the 2nd Technical Committee Meeting are (Dr. Hasan Anbar (Saudi ARAMCO), Mr. Talib Ala-Alawi(ADNOC), Mr. Adbulla Al-Ansari (BAPCO), Mr. Yousef Yahya Al-Jabri (QP), Capt. Ahmad Ahmad (KOC), Capt. Ahmad Al Awadi (KOC), Mr. Hilal Hammed Al Dughaisi (PDO), Mr. Abdullatif Al-Shammari (KJO), Mr. Ibrahim Al Hilal (Saudi Aramco) Mr. Khaled Almenhali (ADNOC) and two staff of RECSO Ms. Bolor Bonaobra and Bianca Lumibao.

During the meeting the committee members elected Captain Ahmad Hadi from KOC as Vice Chairman starting from January 2016. Capt. A. Munem M. Al-Jahani, Director of MEMAC, was invited to give his note at the beginning of the meeting. The committee members also attended the technical presentation for Trajectory Modeling which been presented

BAPCO Conducts ICS Training and Oil Spill Exercise

B APCO has recently conducted ICS training and Table Top & Boom Deployment Exercise for the Oil Spill Response Team in cooperation with Oil Spill Response Limited (OSRL), an international industry cooperative. The aim of the training was to

provide refresher training on the use of ICS within the BAPCO Oil Spill Response Team (OSRT), practice the roles and responsibilities of each section during an incident and conduct effective incident management using the ICS ‘Planning P’ in line with BAPCO Oil Spill Contingency Plan. In addition, the exercise aimed at enhancing Bapco’s capabilities in terms of responding to an oil spill through internal notification, initial assessment & response, communication with a number of stakeholders stakeholders in the Kingdom and the region. The seven The event was opened by Bapco’s Deputy Chief Executive, Chairman of Environment, Health & Safety Committee (EHSC) Mr. Ebrahim Talib and Acting GM Maintenance, Mahmood Mirza, where they expressed their appreciation to the attendees for their dedication and encouraged them to maintain this team spirit. The training conducted into two parts, the first part covered a refresher ICS training and table top exercise at the Awali Oil Spill Response Command Centre and the second part covered practical area surveying and zoning, boom deployment, beach washing, deployment of wildlife and other equipment at Sitra. As part of a joint effort to enhance cooperation and contribution to the National Contingency Plan, members from the Supreme Council for Environment (SCE) were invited and contributed in the training and the exercise. D ecember – RECSO received one notification for Drill Exercises from one of the members (Saudi

Aramco) and all members participated in the DRILL EXERCISE.

RECSO received a notification from Saudi Aramco with below details: Time of Spill Start : 08:15 Hours. Location : Berri field, approx. 3.0 NM South East of Berri GOSP-5. Cause : Pipelines connected to TP-1 due to line back pressure. Time of Spill Close : 14:00 Hours.

Emergency Mutual Aid Centre (MEMAC), Manama, Kingdom of Bahrain, on 27th

of October 2015. The aim of this Meeting was to strengthen cooperation and to

exchange information between the two organizations in accordance with their

mandates.

Saudi Aramco leads the Marine Oil Spill Training

Pollution Control Equipment onboard the Marine Pollution Control Vessels.

Also, the aerial chemical dispersant aircraft, the Air Tractor, participated in

these exercises. The awareness sessions included a presentation and was

followed by an open discussion, where the importance of protecting the

environment as well as prevention of oil spills and appropriate reporting and

response procedures emphasized.

These courses included participants from various Saudi Aramco

organizations, local Government authorities and member oil companies of

the Regional Clean Sea Organization (RECSO), for the first time. The

BAPCO Oil Spill Exercise Notification received

Exercise named NEW ISLAND WHARF (NIW). The scenario is fuel oil spill from one of the fuel oil sea lines

supplying fuel oil to the two tankers at the new island wharf at BAPCO. The incident occurred early morning

of November 19, 2015.

Time of Spill Close : 12:00 Hours.

RECSO Visits BAPCO

Hasan Anbar accompanied by Mr. Khalid Al-Dossary - Director of Global Oil Spill Response, Saudi Aramco and RECSO Board Member visited BAPCO on 27 October 2015, and met with Mr. Ebrahim Talib – Bapco’s Deputy Chief Executive.

The main objective of the meeting was to strengthen the collaboration bond between two organizations and introduce the recent RECSO organizational changes and activities. During the meeting RECSO chairman appreciated the role played by BAPCO in supporting various activities and programs of RECSO. Mr. Talib concluded the meeting by praising the role of RECSO as an oil spill and environmental cooperative and assuring the continued support by BAPCO.

assessment focused on determining the state of the marine environment in the area immediately outside the Refinery and extended area to the north and the south, and also over the reef. It also assessed chemical pollution that could be related to refinery operations, and the biological impact of metals and petroleum hydrocarbons. The prime objectives of this comprehensive marine survey are to continue monitoring BAPCO’s coastal areas assessed previously to establish any changes in the marine environment since the last assessment conducted in 2011, and to provide a detailed environmental status report of the survey findings including recommendations to further improve the surrounding marine environment.

T The directory contains all owned oil spill equipment. This booklet contains all

RECSO member companies’ oil spill equipment and assets that are stationed in the

GCC countries. Also the booklet is friendly guide as quick reference for all

responders. Oil spills are the serious environmental hazards which often exhibit

long term impacts. In order to control/minimize the damages caused by oil pollution,

this directory will provide (people, individuals) an informative prescription for

different kinds of oil spill equipment. RECSO has compiled all the necessary

equipment needed for oil spill response tactics during containment, recovery or

disposal.
