BACKGROUND

The Town of Mammoth Lakes annually awards funds to supplement organized, non-

profit and self-sustaining youth sports programs that may be in need of additional

funding to provide enhanced programing or to foster greater participation from low-

income residents.

The sum of $28,800 is identified in the FY2016/17 Parks and Recreation budget for

allocation to the 2017 Youth Sports Funding Program. Mono County has also

approved a further $8,000 in funding appropriations, a $2,000 increase from the

2016 allocation. The addition of county funding provides $36,800 of available funding

for award in 2017.

The application period for the 2017 award opened on Monday, February 27 and

closed on Friday, March 24. A total of 7 Youth Sports Funding applications were filed

and received by the Parks and Recreation Department. Staff has reviewed each

application and confirmed their eligibility for funding. Staff is making the

Commission aware that the Mammoth AYSO application was submitted after the

deadline. All organizations have a non-profit status. Funding applications are posted

on the dedicated Youth Sports Funding page: http://www.ci.mammoth-

Staff is also requesting that the Recreation Commission review the applications, and

if necessary, ask specific follow-up questions to applicants, then make a funding

recommendation for Town Council Consideration on April 19, 2017.

2017 Funding Applications

ANALYSIS/DISCUSSION

Youth Sporting Organization Assistance Program

Following the approval by Mono County of a $2,000 increase from the 2016

allocation, staff is proposing the establishment of a Youth Sporting Organization

Assistance Program. The proposal is to fund the program with an annual allocation of

$2,000 from both Town and County general funds. The Recreation Commission

would provide oversight of the program with administration performed by the Parks

and Recreation Department. Organizations can make a request for the use of the

funds, independently or collectively, with the purpose of sustaining the long-term

financial and operational functions of youth sporting organizations. Requests could

include, but are not limited to, provision of funding for:

National Alliance for Youth Sports (NAYS) League Director Training and

Membership

Expanding outreach to Hispanic youth in Mammoth Lakes for all youth

sporting groups

League registration software, licensing or team Apps that could be utilized by

youth sporting organizations

Establishing an agreement with a Certified Public Accountant (CPA) to manage

the organizations’ financial management and reporting functions

Establishing a local youth sports council with the aim of bringing local sporting

organizations together in an effort to discuss issues and opportunities to

enhance the delivery and development of organized sport in Mammoth Lakes.

The proposal was presented to attendees at the Youth Sports Funding Workshop on

March 21, 2017 and received positive support. As such, staff recommends the

establishment of the Youth Sporting Organization Assistance Program.

2017 Youth Sports Funding Recommendations

Staff has identified five Youth Sports Funding alternatives for 2017. The following

recommendations are based on a total funding allocation of $34,800. All of the

options presented by staff include the $2,000 for the Youth Sporting Organization

Assistance Program.

Option 1: Recommend awarding each organization’s 2017 funding request.

Option 2: Recommend developing new methodology for allocation of funds.

Option 3: Recommend awarding a 35% increase on 2016 awards. (Husky Club

to receive $6,000).

Option 4: Recommend awarding a 30% increase on 2016 awards, with the

remaining funds ($1,100) being held in reserve for existing or new youth

sporting organizations. (Husky Club to receive $6,000).

Option 5: Recommend awarding a fixed amount ($4,800) to each organization.

(Husky Club to receive $6,000).

RECOMMENDATION:

Staff is requesting that the Recreation Commission:

1. Review the Youth Sports Organization Assistance Program and make a

recommendation as to the establishment of this program

2. Review the 2017 Youth Sports Funding Applications and, if necessary, ask

specific follow-up questions to applicants.

3. Participate in a discussion to determine appropriate funding for each

organization.

4. Consider funding YSF organizations at a 30% increase on 2016 awards, with

remaining funds ($1,100) being held in reserve for existing or new youth

sporting organizations (Option 4).

2017 YOUTH SPORTS FUNDING APPLICATION FOR ORGANIZED YOUTH SPORTS PROGRAMS

The Town of Mammoth Lakes annually awards funds to supplement organized, non-profit and self-sustaining youth sports programs that may be in need of additional funding to provide enhanced programming or to foster greater participation from low-income residents. To be considered, an application must be completed and submitted to the Town of Mammoth Lakes Recreation office by 5:00 p.m. on Friday, March 24, 2017. Recreation Department staff and the Recreation Commission will review all applications, giving special attention to those requests that reflect the following criteria:

A sport or youth program that is a non-profit and registered with the State of California.

Program is offered and available for both Mono County and Mammoth Lakes (including Crowley Lake and surrounding areas) residents.

Organized sport program that serve youth between the ages of 3-18 years old

Organized sport program that offers consistent and structured opportunity for play to large groups of children

Organized sport program which has limited funding sources or supports low-income households

Organized sport program where funded participants volunteer for public benefit or community projects

In addition to providing information on the Youth Sports Funding Application, representatives from each organization are encouraged to attend the Recreation Commission meeting on Tuesday, April 4, 2017 at 9:00 a.m. in Suite Z, where the Commission will make their recommendations and often have questions for the applicants. Town Council will review the recommendations on May 4, 2016. Attached is the 2017 Official Youth Sports Funding Application. Older versions will not be accepted. A copy may be retained for the organization’s records. Please request the amount necessary to accommodate the needs of your organization so that the very limited amount of

available funds can benefit as many groups as possible.

INSTRUCTIONS AND TIPS FOR COMPLETING THIS YOUTH SPORTS FUNDING APPLICATION

Please PRINT/TYPE legibly.

All information requested must be provided. You are encouraged to provide any additional information you feel pertinent which would aid us in evaluating your request.

This request should only be submitted for funding activities that will have a direct impact on the youth involved in the program. Funding requests from organizations which have only a very minor, or indirect impact on the youth involved in the program will not be given serious consideration.

The organizations current fiscal year operating budget (P&L) must be submitted with the application. If a budget is not submitted, the funding request will not be considered. The lack of a budget is an indication that the organization may not have made a reasonable effort in evaluating its financial needs.

Applicants must identify any volunteer community projects that their program participants are involved in.

Funding consideration will not be given to short-term events such as sports camps and tournaments, individual athletes, or any funds directed to other organizations other than the sporting organization who applied for these funds.

Purpose of organization: Eastern Sierra Nordic Ski Association is committed to building a stronger community through cross country skiing. We support local skiers by providing: financial assistance for equipment rentals, financial scholarships for travel and participation fees, training and race wax, uniforms, tools, coaching. Currently there are approximately 145 youth skiers participating in Gliders (after school cross country ski program), Avalanche (weekend youth ski sessions), Mammoth Middle School Team, Mammoth High School Team, and Mammoth youth Competition Team. ESNSA’s purpose is to provide an opportunity for local youth of all abilities to experience cross country skiing and enjoy the outdoors in which we live.

FUNDING INFORMATION

Amount of funding request: $2,000.00 Please describe how the funds received in 2016 were spent: In 2016 we were awarded $2000. The funds were used to purchase three sets of roller skis ($630) and a tablet ($255) for video analysis of technique for our summer training program. The funds were also used to provide athlete scholarships for youths who would otherwise not be able to afford Nordic programs, including summer and fall training ($935), and the Junior National Championships ($180).

Please describe how the requested funding for 2017 will be used: 2015 funds were focused on rejuvenating the Nordic program amongst middle-school aged skiers by offering scholarships for participation dues. This introduced and ultimately retained several athletes to what will likely be a life-long love of the sport. In 2016 funds were more focused on equipment and sponsorship to support a larger-than-normal group of high-school aged athletes as they pursued their goals of training for and attending Junior Nationals. In 2017 we want to support more our younger athletes, those of elementary and middle school age. Funding would support an expanded summer training program for these younger athletes, building on what we started in 2016. We also need to purchase 3 more sets of roller skis for the summer dryland training program, as we continue to replace older and broken equipment with safer and newer gear. There’s never a shortage of ways we can add value to the program. What other sources have you pursued to obtain funding? (e.g.: fundraising events, grants, increased participant fees?) Please attach any information that will assist in establishing the funding history of the organization. This winter we ran the Mammoth Biathlon at Panorama Dome, in what we hope will be its new permanent location. This is traditionally is our biggest fund-raiser. With the help of several dozen volunteers we were able to run another very successful event which brings in skiers from all over the western United States and fulfills our organization’s mission to grow biathlon and Nordic skiing as sports for local youths. We also partner with Tamarack Ski Center on the Tannenbaum Classic Ski Race and raise funds by volunteering at local events such as the Mammoth Half-Marathon and the Fall Century ride. Finally, we are supported by philanthropic donations from individuals and organizations. Do you have a Facility Use Agreement with the Town of Mammoth Lakes? Yes, Shady Rest Park, Whitmore Track are used by the teams for dry land training. Hours per year varies, typically 4-5 hours per week in the summer/fall. We also use biathlon rifles and other equipment from the Measure R pool of equipment for our biathlon events.

PROGRAM INFORMATION Duration of the program’s season (days per year): Approximately 225 a year for the comp team kids that train year-round. For those that only participate in the winter, the number could range from 30-60+ days.

Number of registered youth participants in 2016: Average of 145 kids in all youth programs. Number of Mono County and Mammoth Lakes full-time residents (including Crowley and other nearby areas): 100% Number of adult volunteer hours involved with the program (specific program set up, maintenance, etc. – provide details): Parents, ESNSA board members, coaches, community members and athletes all work together to volunteer for various races, e.g., High & Middle School races, Mammoth Biathlon, Tannenbaum Classic and other community cross country ski races. We help with registration, social media and communications, making posters and banners for events, race sign-ups, event setup, timing, course marshaling, course setup and break down. Many also help with the Mammoth ½ Marathon, in which the junior cross country ski teams worked an aid station. Our volunteers also help with friends of Inyo trail days (clearing debris and rebuilding hiking trails). Volunteers assist our youth teams on town cleanup days. We also help staff an aid station for the Fall Century Ride. We were particularly gratified this year to see our high school-aged Nordic athletes start up an after-school training program for the Elementary school-aged “super Gliders” and also volunteering in for our Mammoth Biathlon. With the many activities and so many individual volunteers it is difficult to state a hard number, but we estimate the total to be in the order of 1000+ volunteer hours.

What type of measures or procedures do you take to promote good sportsmanship among the players, coaches and parents? Are there policies in place to discourage abusive behavior and language towards participants, coaches and officials?

Nordic Skiing definitely promotes great sportsmanship amongst coaches, parents, and youth skiers. If you have been to a Nordic race, you know that parents, coaches, and fellow competitors, all cheer each other no matter what team they are representing. The best races are usually when a child does their personal best, which doesn’t mean just first, second, or third

place. If this means just finishing a race strong, then that young skier is successful. Cross country skiing is a difficult sport and everyone has an appreciation and respect for the effort it takes to successfully complete a race. You can feel the positive energy of the crowd. It is also a given part of the sport, from youth races to the Olympics, that if a racer has an equipment failure, e.g., broken pole, that a replacement will be offered by coaches or bystanders, regardless of affiliation. Many of these youth skiers become lifelong friends and keep in touch as they grow older. Some even return and volunteer or coach. This may be anecdotal, but there seems to be strong correlation between cross country skiers and strong academic achievement. It is an all-around positive influence on our local youth. All information requested must be provided. You are encouraged to provide any additional information you feel pertinent which would aid us in evaluating your request.

This request should only be submitted for funding activities that will have a direct impact on the youth involved in the program. Funding requests from organizations which have only a very minor, or indirect impact on the youth involved in the program will not be given serious consideration.

The organization’s current fiscal year operating budget and P&L statement must be submitted with the application. If a budget is not submitted, the funding request will not be considered. Lack of a clear budget indicates that the organization may not have made a reasonable effort to evaluate its financial needs.

Applicants must identify any volunteer community projects that their program participants are involved in.

Funding consideration will not be given to short-term events such as sports camps and tournaments, individual athletes, or any funds directed to other organizations than the sporting organization who applied for these funds.

FUNDING INFORMATION Amount of funding request: $6,400 Please describe how the funds received in 2016 were spent: In 2016 we spent our funds on financial assistance to families (through families in need and keeping the general registration fee as low as possible) and pool usage fee. Please describe how the requested funding for 2017 will be used: In 2017 we will again use funds to provide financial assistance to low income families and keeping the general registration fee as low as possible to allow as many children as possible to join swim team. Some of these funds will also be used for necessary equipment that needs to be replaced/added for our members. Additionally, we will use these funds to supplement the pool use fee. Funding comes primarily from registration fees, our annual shark-a-thon where swimmers raise money for the laps they swim and other fundraising efforts.

If yes, indicate the nature of the usage, the estimated number of participant hours, and any expenses incurred by your organization for the prep and maintenance of the facility used by your organization. We use Whitmore Pool for practices and swim meets. During that time, we estimate 11,000 hours of practice time in the pool plus an additional 500 participant hours for swim meets. While our coaches are paid salaries, our swim board and parent volunteers helping at these meets are not.

PROGRAM INFORMATION Duration of the program’s season (days per year): Program operates early May to early August Number of registered youth participants in 2016: 65 Number of Mono County and Mammoth Lakes full-time residents (including Crowley and other nearby areas): The majority of our participants are Mono County/Mammoth Lakes Residence, in 2016 63 or our 65 swimmers were local year round residents. Number of adult volunteer hours involved with the program (specific program set up, maintenance, etc. – provide details): Board Hours are a minimum of 400 hours usually split between 2-4 people, and about another 600 minimum hours for parent volunteers. Board members hire and manage coaches; work with USA Swim and Pac Swim for registration, and to ensure the team in running with in standards; manage expenses; head up fund raising events to keep team dues low and pay for equipment, as well as provide scholarships for high school seniors; create the overall teams program. Parent Volunteers help with home meets, fundraising and volunteering at away meets as officials or timers. What type of measures or procedures do you take to promote good sportsmanship among the players, coaches and parents? Are there policies in place to discourage abusive behavior and language towards participants, coaches and officials?

Although swimming is mainly an individual sport MLST operates as a team. Swimmers cheer on each other fostering team spirit and good sportsmanship. All sharks are required to sign a code of conduct as well as their parents.

Outside of your program, what type of community programs or projects does your organization participate in? Historically MLST participated in the 4th of July Parade and the Ducks Races which is not only a great fundraising event during the 4th of July holiday but also great entertainment.

FUNDING INFORMATION Amount of funding request: $3,700 Please describe how the funds received in 2016 were spent: In 2016, we spent our TOML Youth Sports Funding Grant ($3,700) on uniforms. Uniform costs totaled $12,106 last season (including All-Star Uniforms.) All players are given hats, pants and socks to keep. T-ball division keeps their t-shirt jersey. The other divisions (Farm, Minors, Majors) are loaned jerseys and belts, which they return to MCLL at the end of the season. Please describe how the requested funding for 2017 will be used: If granted, funds for 2017 would again go toward uniforms. Also, we will be purchasing a portable mound ($1,250) with the hopes of purchasing 2-5 more if this is an acceptable replacement of clay mounds, thus potentially reducing Town maintenance costs associated with building and removing mounds throughout the season and providing pitches a bullpen on the side of the field to practice on, something that has been discussed for 4+ years. We strive to keep registration fees low ($70 early bird, $80 normal and $100 if late).

Families pay $80 per child, with possible discounts for “early-bird” registration, multiple children, and coaches. Local businesses support our program via sponsorships with levels ranging from $75 - $1,000. Additionally, we work closely with the Mammoth Lakes Women’s Club to earn money from concession (snack shack) sales during games.

We mainly use fields at Shady Rest, Whitmore, Lee Vining, Bridgeport, and this year with the large amount of snow may be using the fields in Crowley. Our season runs from late March through mid-July, including pre-season practice, regular season and post-season play. During that time, we estimate 9,300 youth participation hours total, which includes 4,800 hours of practice time (150 kids x 32 hours) and 4,500 hours of game time (150 kids x 30 hours). All of our coaches are volunteers so there is no expense when they do field work. PROGRAM INFORMATION Duration of the program’s season (days per year): Our program lasts approximately 12 weeks, or 84 days. This includes practices, games (regular season games are played in a 6 week period) and post-season All-Star play that typically lasts 4 weeks or 28 days. Number of registered youth participants in 2016: 158 Number of Mono County and Mammoth Lakes full-time residents (including Crowley and other nearby areas): All of our participants are full-time residents of Mono County, as per Little League National regulations. Of those, in 2016 approximately 72% live in Mammoth Lakes, Crowley or Toms Place/Sunny Slopes. The remaining 28% live in June Lake, Lee Vining and Bridgeport. Number of adult volunteer hours involved with the program (specific program set up, maintenance, etc. – provide details): We are an organization run entirely by volunteers. Our board consists of 14 volunteer positions and for 2016 we estimate that we will we have a total of approximately 70 adult volunteers register. We estimate that well over 3,000 volunteer hours go into our program, including approximately 2,790 hours of coaching time, 200 hours of board meeting time, 200 hours of event/program preparation, and 150 hours of miscellaneous tasks. What type of measures or procedures do you take to promote good sportsmanship among the players, coaches and parents? Are there policies in place to discourage abusive behavior and language towards participants, coaches and officials?

Good sportsmanship is at the core of our Little League Fundamentals.

• Our player and parent pledges include verbiage of fair play, doing our best, and respecting others (including other players, coaches and umpires.) Both pledges are distributed and recited at Opening Day.

• All coaches are required to attend “Positive Coaching Alliance” training.

• Each year we award Player of The Year to the player that embraces good sportsmanship, respect for the game and for others and shows leadership within their team.

• Often these efforts will prevent any abusive behavior/language, but if not, abusive players/coaches are subject to game suspensions.

Outside of your program, what type of community programs or projects does your organization participate in?

Our board members actively volunteer (and hold board/leadership positions in many cases) with other local organizations including: AYSO, Mammoth Sharks Swim Team, Girl Scouts of the Eastern Sierra, Mammoth Lakes Foundation, Mammoth Lakes Repertory Theater, Mono Council for the Arts, Mammoth School PTO, Mammoth Middle School Organization, Mammoth Schools NOW Education Foundation, Mammoth Schools classroom volunteer, Bridgeport Schools volunteer, Bridgeport Regional Planning Advisory Committee, Bridgeport Public Utilities District, Bridgeport Founders Day, Mammoth Medical Missions and more. Please feel free to provide any additional information you feel pertinent that would aid us in evaluating your request. We are grateful for past support from the Town of Mammoth Lakes. It is critical that we keep registration fees at a manageable level – otherwise we are not able to field enough players and teams to have a strong program in our small community. All local children are encouraged to play Little League baseball. Our registration flyers and forms are printed in both English and Spanish. Almost 2/3 of our participants receive a discounted registration rate - including early bird discounts, family multi-player discounts, volunteer discounts and full or partial scholarships. We strive to keep our program costs down and to be affordable to most families, yet do offer scholarships so that no child is denied the ability to play if they cannot afford the fee. While we encourage players to purchase their own equipment, we do not require it, like many other Little League regions. We supply bats, helmets and catchers gear for each team. We are entirely run with volunteers – from board members to coaches to umpires. We strive to provide a solid program teaching baseball fundamentals and life skills through baseball.
