Following the 3rd General Registration of Voters which took place from 15 January to 02 March 2014, the Electoral Commission of Namibia has published the final voters’ registers, which will form the basis for the Presidential, National Assembly, Regional Council and Local Authority Elections. The final local Authority voters’ register which was duly published per Government Gazette No 5481 dated 9 June 2014 and announced by the ECN through the media on 20th June 2014 shows that a total of 407,138 voters were registered for the Local Authority elections nationally during the entire 2014 General Registration of Voters (GRV) exercise.

As was explained during the announcement of the final voters’ registers, the ECN has employed various techniques such as fingerprint matching in order to detect among other things, duplicates and operator errors. The data captured on the Voter Registration system was also checked against the information that was captured manually on the registration application forms. Following the conclusion of the cleaning of the provisional voters registers and the updating thereof, which took place between 03 March and 06 June 2014, the ECN noted that 42,449 voters, through human and operator error, where registered erroneously for the Local Authority elections

nationally. This means that 42,449 voters where registered without having provided the required documentation, and thus should not have been registered for the Local Authority elections.

In addition, 692 voters were removed from the local authority register due to duplications, deaths etc., during the cleaning of the provisional registers. This means that only 363,997 Namibian voters are eligible to vote in the Local Authority elections.

In view of the above, the ECN has put in place strategies for corrective action in order to rectify this error for all individuals affected. Hence, the ECN would like to inform the electorate that, all the voters that were erroneously registered for the Local Authority elections will be notified through the media and/or other means to return their cards which were erroneously issued to them and receive new cards during the upcoming Supplementary Registration of Voters scheduled for September 2014.

Please note that the cards that will be issued will retain the same Voter Registration Number (VRN) as the one provided during the 3rd GRV, the only information that

changes is the type of election a voter is eligibly registered for.

Bukalo and Otjinene Local Authority Elections

The Electoral Commission of Namibia will be conducting Local Authority Elections in the Bukalo and Otjinene Local Authority areas during the month of August 2014. Due to the fact that the Bukalo and Otjinene Local Authority Elections take place before the commencement of the Supplementary Registration process, the ECN has corrected and printed new voters’ cards for individuals that were erroneously registered in the Bukalo and Otjinene Local Authority. Henceforth, the ECN kindly requests all voters (on the list below) to receive new voters cards with correct information from “31 July to 8 August 2014 at the venues provided. A total of 491 voters were erroneously registered as residents of the Bukalo Local Authority and 59 voters were erroneously registered as residents of the Otjinene Local Authority area.

The names on the list are of the registered voters who were registered erroneously by the (ECN) for the Otjinene and Bukalo Local Authority elections during the

General Registration of Voters, which took place during 15 January to 02 March 2014. In this regard, the ECN takes full responsibility for the errors and omissions which were inadvertently committed by its registration officials. Therefore, the ECN would like to apologize to the affected voters for the inconvenience caused. In the same breathe, however, the ECN would like to appeal to the listed voters to return the old cards and receive the new cards were the errors and omissions have been corrected.
