RECORDS OF SLAVE OWNERS IN PERRY COUNTY, MISSOURI In the mid 1960's, I began research on what would become a Master’s Thesis on Slavery In Perry County. As I did the research, I made a 3x5 note card or cards for each slave owner in each set of documents I worked with. I completed the thesis in 1974 and the boxes of 3x5 cards stayed tucked away from site until the year 2000. They reappeared when I moved for the first time in thirty years. I started to throw them away but I just couldn’t do it. I showed them to a young man who was doing graduate work at the time and he said he would type them up for me. Without Joseph Price Barber, this material would not be here today. I then had to proof the material because I had everything I could find on each person - whether or not I could use it -so I removed some of the material that wasn’t proved to be connected to that person. I have also tried to check that I have not lost some of the cards through the years and I had so some information may not be as much for one person as for most. I am sure there are mistakes. Please take this information as a guide to your research and not as a perfect document. The first document is the 1828 Perry County Tax list. I have listed all of the slave owners from that list and I have listed the value of their land, slaves, horses, cattle and a total. One of the strange things about this list if that many slave owners listed here do not own land according to this tax list. Land in Perry County that could be sold between 1803 and 1823 was land that had been given by the Spanish to a settler. When the U. S. became the owner of the land with the Louisiana Purchase, all other land in Perry County had to be surveyed by the government before it could be sold. The first government land was sold in Jackson ( the nearest government land office) in 1823. When a person bought land from the government and paid the full amount for the land, the United States government issued the person a deed. It was not recorded in the local courthouse until the person chose to do so. There were “squatters right” and there were provisions for squatters to purchase the land where they were living. It may have been also, that until the person recorded the deed to his property in a local courthouse, the state couldn’t tax it. If that is true, we may a reason there was no land by the name of many on this tax list. The Spanish Land Grants are listed by No. of Survey. The other records are the 1830 census, 1834 Tax List, 1840 census, 1843 Tax List, 1850 census and the 1860 census. There are some excepts concerning slaves from estates and wills that I had added to my cards so long ago. I have included those but I have not checked the material again. There is one other person who I need to thank - my daughter, Bonnie Brumpton. When I began my research she was in grade school and she grew up with me telling her not to touch the piles of 3 X 5 cards. Much, much later she did her best to help me to learn how to use a computer and also to correct my many mistakes on the computer. She is still doing that and without her, this wouldn’t be available to anyone who wants to use it. Billie R. Mills

RECORDS OF SLAVE OWNERS IN PERRY COUNTY, MISSOURI

In the mid 1960's, I began research on what would become a Master’s Thesis on Slavery In PerryCounty. As I did the research, I made a 3x5 note card or cards for each slave owner in each setof documents I worked with. I completed the thesis in 1974 and the boxes of 3x5 cards stayedtucked away from site until the year 2000. They reappeared when I moved for the first time inthirty years. I started to throw them away but I just couldn’t do it. I showed them to a youngman who was doing graduate work at the time and he said he would type them up for me. Without Joseph Price Barber, this material would not be here today. I then had to proof thematerial because I had everything I could find on each person - whether or not I could use it -so Iremoved some of the material that wasn’t proved to be connected to that person. I have alsotried to check that I have not lost some of the cards through the years and I had so someinformation may not be as much for one person as for most. I am sure there are mistakes. Pleasetake this information as a guide to your research and not as a perfect document.

The first document is the 1828 Perry County Tax list. I have listed all of the slave owners fromthat list and I have listed the value of their land, slaves, horses, cattle and a total. One of thestrange things about this list if that many slave owners listed here do not own land according tothis tax list. Land in Perry County that could be sold between 1803 and 1823 was land that hadbeen given by the Spanish to a settler. When the U. It was not recorded in the localcourthouse until the person chose to do so. There were “squatters right” and there wereprovisions for squatters to purchase the land where they were living. It may have been also, thatuntil the person recorded the deed to his property in a local courthouse, the state couldn’t tax it. If that is true, we may a reason there was no land by the name of many on this tax list. TheSpanish Land Grants are listed by No. of Survey.

The other records are the 1830 census, 1834 Tax List, 1840 census, 1843 Tax List, 1850 censusand the 1860 census. There are some excepts concerning slaves from estates and wills that I hadadded to my cards so long ago. I have included those but I have not checked the material again.

There is one other person who I need to thank - my daughter, Bonnie Brumpton.
