The recording of this meeting is on file ot the Administration Office, 7247 Center Road, Saybrook, Ohio 44004. (Job # 01142020) hairperson Baum stated this public hearing is being held pursuant to section 519.12 of the Ohio ‘evised Code, and Articles of the Saybrook Township Zoning Resolution. his hearing was held for the purpose of taking testimony, oral or written, for or against A Map endment to the Saybrook Township Zoning Map. Applicant: NEO Development orporation, MVH PARTNERS, Pete Schwiegeraht. he property is located on North Bend Road, Saybrook Township, Ashtabula, Ohio 44004. The arcel # is 48-008-00-019-00. The application request is for an Amendment to change the urrent Zoning District from I-Industrial to R-4 Residential Multi Family. This will allow for the evelopment of a senior independent living community that could include up to 60 units. The evelopment will include a mix of 1, and 2-bedroom units located within a single building ontaining 4-stories. All units will contain the full spectrum of modern amenities. The building ill also include community amenities such as on-site management offices, a community room, tness center, and theater area. Residents will also have access to supportive services that nclude transportation, in home meals, light house-keeping, and social activities. The evelopment will also adhere to Enterprise Green building standards and will be 100% o ccessible. In total the development will represent approximately $11,500,000 in new nvestment. Held APPLICATION FOR AMENDMENT TO THE OFFICIAL ZO1~NG MAP

Chairperson Baum then read into the record the finding of the Ashtabula County Commissionand the Saybrook Township Zoning Commission as follows:Ashtabula County Planning Commission, On December 16, 2019, adopted a Resolutionrecommending modified approval of the Map Amendment to the Saybrook Township ZoningResolution, (requesting the developer provide a site plan to the Township for review prior to theZoning Commission December 18th meeting) The developer applied to the recommendation forthe Planning Commission and the site plan was provided to the Zoning Commission.

Saybrook Township Zoning Commission on December 18, 2019 adopted a resolutionrecommending approval of the Map Amendment.

The following gave testimony in opposition to the project: Jimmy Carison, Joseph Andrus,Wanda Rose, Jeremiah Smith, Michael Andrus, Scott Vanderland, Clark Heath and GaryCarison.

Chairperson Baum stated that the Board would like more time to consult with our LegalDepartment and that we would not be making a decision at this time and that the public hearingwould be continued at a later date.

#3 Norman Jepson moved resolution to schedule a special meeting for a Rezoning Decisionfor January 16, 2020 at 10:00 am.
