1. BACKGROUND.

An application has been received for a permit to make a Direct Debit House To House Collection. An application form and supporting literature are attached to this report.

2. Recommendation

The Charity Personal Fund Raising Services Have applied for a Licence for a House To House Direct Debit Collection in the whole of the Salford Area. The application requests the permit will run for Twelve months starting in September 2014. The hours of collection requested are between 10am and 8pm including weekends. It is recommended collection time be reduced to 5pm. The Organisation appears to be a bona fide charity. Members are asked to consider the application and make a decision.

Please find attached our application for licencing to conduct some house to house fundraising via a completion of a direct debit pledge in your area on behalf of National Deaf Children’s Society (NDCS), Action on Hearing Loss (AOHL), Action For Blind People (AFB).

We would like to commence this activity as of August, however we will not go back to the same area within a two month period (or whichever period you deem suitable) and this will be strictly monitored. If this period does not deem successful could you please advise us of the next available dates.

The nature of the fundraising in in the shape of a completed pledge form along with a direct debit of which all funds are paid directly to the Charity. All our field marketing representative (ISAs) are fully trained and are only issued with an ID badge once they have passed a test paper. The reps wear a tabard which identifies the Charity they are fundraising for.

For further information and to support this request I have attached a ‘Letter of Authority’ from each charity and information on those charities.
