ReCo Revenue Collections System
ReCo is a comprehensive cashiering system for managing all aspects of revenue collection for local governments. ReCo can be installed as a “free-standing” cashiering system and it can also be installed as a totally integrated component of a larger information system such as Tyler/CLT’s “IAS” ReCo is designed to accommodate a diverse client base that varies from large metropolitan counties to small rural counties. ReCo is the featured software product of NORTON TECHNOLOGIES (NORTECH), a software company that has a twenty year history of successful design and implementation of software packages for local government agencies. Each county has its own unique requirements related to statutory requirements, legacy systems or simply a decision by the client to continue certain traditional business practices. ReCo Revenue Collections System
As a subcontractor for CLT, Nortech’s cashiering system (ReCo) offers several special features for the IAS user. Including:
• ReCo operates with current releases of IAS software • Seamless interface to IAS payment transactions in “real-time”
Cashier is not required to shift from ReCo payment screen to IAS payment screen Cashier processes all payments from ReCo payment screen
• ReCo payment screen displays all pertinent IAS data to enable cashier to accept
an IAS payment by “bill” or by “detail” • ReCo payment screen enables cashier to accept “partial” payments on a selectable basis
(current year, prior years, etc) • ReCo payment screen enables cashier to “back-out” an IAS payment (Void) without calling up an IAS screen. • Rules for tax penalties and interest are integrated in the ReCo IAS tax payment process • ReCo enables the user to continue accepting IAS payments even when the IAS database is “down”
or when IAS is disconnected for other reasons. This is “off-line” processing for ReCo and the batch interfaces to support this mode are fully operational.
• ReCo tracks every IAS payment and maintains an audit trail of transactions for analysis and review

ReCo Revenue Collections System
For general cashiering use, ReCo features:
• Ability to suspend and reactivate a transaction without losing any data or requiring any repeat data entry.
Example: Cashier is in middle of a payment transaction and citizen realizes that he has left his checkbook in his car – will return later.
• A cashier can have two transactions active simultaneously and can switch back and forth to either.
Example: Cashier is in middle of processing a batch of “mail-In” payments and a citizen walks up to the counter to make payment and the cashier must interrupt processing
the “Mail-In” batch to accommodate the walk-in customer.
• Extensive and effective system security that is easily designed and maintained by the owner’s system administrator. Security techniques can be hardware specific (each workstation) and/or personnel specific (cashier, supervisor, administrative categories and/or by specific name). Techniques to require a “supervisor sign-off” on designated tasks or steps in a payment procedure can also be applied by the system administrator.
• Accepts multiple forms of payments (cash, check, credit card, etc) and provides assistance to cashier for
endorsing and/or filling out a check. • Accepts multiple payment types (Taxes, Water Bill, Traffic Fine, Business License Fee, Etc) on a single check
from the payee and the system will distribute the payments appropriately. • Comprehensive reporting package comes with system as a standard feature. The reports are designed to
meet most of the usual documentation needs for a government agency. The reports can be viewed on a screen or printed on user‘s printer.
• As transaction nears completion, cashier is offered opportunity to “review” the details of the payment
transaction before actually completing the task. The cashier can review and decide upon any corrective action on any element or the whole of the transaction. This technique can significantly reduce the usual work associated with corrections.
• Extensive editing and validation is imbedded in the software and the cashier is prompted to enter correct
information “real-time”. The data is not only examined for accuracy for each field of information but the relationship between data fields is also affirmed as quickly as possible in the payment process. The system will not continue with bad data.
• System features continuous monitoring of payment process to assure complete remittance of payment.
Notifies cashier of any outstanding/incomplete payments to avoid “out-of-balance” conditions before allowing a register to be “totaled”.

• Enables user to use multiple banks and each cashier/register can control the bank assignment if authorized
by a supervisor. • Optional modules are available for processing large batches of payments ( Lock-Box, Mortgage Company,
etc ) utilizing high speed data acquisition devices (optical character or bar code scanner) • System can be directed to track denominations of currency both in and out of the cash drawer.
Normally, this is only used in “cashier training” mode but can remain in place if the supervisor authorizes.
• Custom interfaces to the client’s external systems (General Ledger, Traffic Violations, Utilities, Etc.) can be designed and installed by NORTECH when requested.
• ReCo can be installed as a “free-standing” cashiering system and it can also be installed as a totally
integrated component of a larger information system such as CLT’S IAS or OASIS. • Reprints of payment documents (receipts, cash slips, etc.) are quickly and easily generated and are clearly
labeled as “duplicate copies”.
• System maintenance tools that minimize the need for on-site presence of NORTECH personnel are available to the system administrator. New system software releases are electronically transmitted to the user site.
