Assessment of Current Status
Progress made in a number of aspects, but adoption of
national legislation is slow
A number of SPs are stuck “mid-stream”
Adoption of CWC implementing legislation is not considered a
priority by some SPs as there are other pressing priorities
Lack of full awareness and understanding, or even a lack of
agreement or coordination, among relevant stakeholders
Many SPs do not have sufficient technical expertise

Achieving Full and Effective National Implementation
Assistance to SPs in drafting and adoption of CWC implementing
legislation through various capacity-building and outreach activities
Role of NA in fulfilling national obligation for adoption of
implementing measures is crucial, but need to engage other
stakeholders in legislative adoption process, particularly
parliamentarians
Need to address situation of small countries/SIDs
Need to follow through on adoption process and institutionalize a
feedback mechanism
Need to engage relevant international and regional organizations and
other SPs that can provide assistance in the development of draft
legislation and in awareness-raising
