Al-Ahmar Trading Group
There was no reportable activity performed on behalf of Al-Ahmar Trading Group during the reporting period.
The Government of the Republic of Albania
During the first part of the year, Registrant counseled the foreign principal on U.S. Congressional and regulatory matters. This included monitoring, compiling information, and analyzing U.S. Government statements regarding matters of interest to the foreign principal. Moreover, Registrant advised the foreign principal on its bilateral relationship with the U.S. Government. Registrant also briefed Congressional and agency officials on developments in Albania and discussed ways in which to enhance bilateral relations.
Banque du Liban
Registrant counseled the foreign principal on U.S. Congressional and regulatory matters. This included monitoring, compiling information, and analyzing the potential legal and political ramifications of legislation and regulations regarding matters of interest to the foreign principal. Such legislation included foreign principal-related provisions in bills introduced in the 113th Congress as well as materials published by the Congressional Research Service and various federal agencies. The topics covered by these bills and materials related to Middle East unrest, finance, military and other funding, anti-money laundering, and terrorist finance. Registrant informed principal of potential relationship targets.
Government of the Republic of Cameroon
Registrant counseled the foreign principal on several matters involving the U.S. Government. Specifically, Registrant advised the foreign principal on how it might achieve compliance with various MCA Program requirements, and briefed policymakers on the foreign principal's MCA-related efforts. Registrant also counseled the foreign principal on compliance with the African Growth and Opportunity Act ("AGOA"), discussed with U.S. Government officials how the foreign principal might increase its benefits under the trade preference program, and advised the foreign principal on Congressional consideration of extending AGOA. Moreover, Registrant counseled the foreign principal on matters affiliated with the U.S. Department of State's Trafficking in Persons ("TIP") Report. More broadly, Registrant monitored and advised the foreign principal of various U.S. policy developments, and facilitated Congressional meetings to brief policymakers on developments in Cameroon.

Embassy of the People's Republic of China
Registrant counseled the foreign principal on U.S. Congressional matters. This included monitoring, compiling information, and analyzing the potential legal and political ramifications of legislation regarding matters of interest to the foreign principal. Such legislation included the House and Senate National Defense Authorization Acts for Fiscal Year 2014 (H.R. 1960 / S. 1034) and foreign principal-related provisions and amendments thereto including U.S. relations with Taiwan, cybersecurity, and arms sales to Taiwan. Moreover, Registrant advised the foreign principal on background and developments concerning other subjects including the FY 2014 budget, South China Sea, Iran sanctions, currency, immigration reform and trade. More generally, Registrant monitored and informed the foreign principal of Congressional hearings and other developments regarding matters of interest to the foreign principal.
Republic of Croatia
There was no reportable activity performed on behalf of the Republic of Croatia during this reporting period.
Embassy of Ecuador
Registrant counseled the foreign principal on Congressional consideration of the Andean Trade Preferences Act ("ATPA") and the Generalized System of Preferences, set to expire on July 31, 2013. In addition, Registrant helped monitor Congressional consideration ofthe Fiscal Year 2014 State, Foreign Operations, and Related Programs Appropriations, and legislation to increase U.S. sanctions against Iran. Registrant also monitored the confirmation proceedings for Secretary of State nominee Senator Kerry. Moreover, Registrant discussed with U.S. Government officials the status of the foreign principal's benefits under ATPA and the broader bilateral trade relationship. Registrant also monitored and advised the foreign principal on various U.S. policy developments and their potential impact on the bilateral relationship.
Government of Georgia
Registrant counseled the foreign principal on U.S. Congressional and regulatory matters. This included monitoring, compiling information, and analyzing the potential legal and political ramifications of legislation and Congressional and agency statements regarding matters of interest to the foreign principal. Moreover, Registrant advised the foreign principal on its bilateral relationship with the U.S. Government and progress toward NATO accession. Registrant accompanied representatives of the principal to Congressional and agency meetings. More generally, Registrant monitored and informed the foreign principal of Congressional hearings, State Department reports, and other developments in the U.S. regarding matters of interest to the foreign principal.
Government of Kosova
During the first half of 2013, Registrant represented the foreign principal on multiple aspects of its relations with the U.S. Government. As part of this representation, Registrant counseled the foreign principal on U.S. Congressional and regulatory matters. To facilitate such counsel, Registrant conducted outreach to Congressional and agency officials. Registrant discussed ways in which to enhance U.S.-Kosovo bilateral relations, promote U.S. investment in Kosovo, and support the Government of Kosovo's efforts to garner diplomatic recognition by other nations. Registrant counseled the foreign principal on several matters involving the U.S. Government during the reporting period. Registrant advised on developments in the US Government relating to Libya, aid and assistance to Libya, and ways to strengthen cooperation between the US and Libya. Registrant advised on issues related to the assets of the Libyan people that had been frozen by the US Treasury Department pursuant to Presidential Executive Order and UN Security Council Resolutions. Registrant advised on various other U.S. policy developments and their potential impact on the bilateral relationship with the new government of Libya. Registrant also provided legal advice to the foreign principal in a number of areas, including business and investment in Libya, a plan for recovering assets stolen by the former regime and friends and associates of the former regime, frozen funds, unfreezing of funds, immigration status for diplomats and foreign diplomats, litigation claims and judgments against the foreign principal, care for Embassy property and assets and the application of international law to the status ofthe foreign principal and related entities and instrumentalities. Government of the State of Qatar
During the reporting period, Patton Boggs advised the Government of the State of Qatar in regard to its bilateral relationship with the United States, its trade and commerce activities, and legal matters involving the Embassy of the State of Qatar, contractors and Qatari nationals. Patton Boggs also rendered advice to the Embassy concerning its charitable activities in the United States; the exercise of diplomatic functions, including consular visits to, and communications with, Qatari nationals detained in the United States; interpretation of obligations established by treaty; issues of diplomatic immunity; and vendor contracts with the Embassy.
Royal Embassy of Saudi Arabia
Registrant monitored the United States legislative and executive branch developments affecting the bilateral relations ofthe U.S. and Saudi Arabia as well as multi-lateral issues affecting the Middle East and Gulf regions and counseled the foreign principal on such developments. Registrant performed daily media monitoring of outlets in the Middle East, Israel, the United States, and Europe concerning relevant issues such as Iran's nuclear program, the situation in Syria and the evolution of U.S. policies in response to that crisis, and energy and economic issues affecting the Gulf region. Registrant wrote daily media briefings for the Patton Boggs team and the foreign principal. Registrant also tracked developments dealing with all sanctions-related legislation affecting the Middle East and Gulf regions, and advised the Embassy of such developments. Registrant prepared comparisons of various legislative texts to assist principals in helping to compare penalties, targets, effective dates, and sanctions triggers. Registrant monitored statements of sponsors and co-sponsors of different items of legislation and covered hearings and floor debates. Registrant reported on the implementation of new sanctions laws and regulations, including all Executive Orders.
