    Frustrated with politics as usual and captivated by abig-screenactionherowho promisedto cleanhouse,Cali-fornians flocked to the polls Tuesday, dumping Demo-cratic Gov. Gray Davis in a historic recall election and re-placing him with Republican Arnold Schwarzenegger.

    Itwas thefirst recallofa governorin Californiaand the

    second in the nationshistory.Ina victoryspeechthat couldhavecomefroma rags-to-riches movie, the 56-year-old Austrian-born actor andfirst-timecandidatetoldfans atthe Century PlazaHotelinLos Angeles how he arrived in this country with nothing35years ago. California, he said, gavehim everything.

    TodayCaliforniahas givenme thegreatestgift of all,hesaid.You havegivenmeyourtrustby votingforme.Iwill do everything I can to live up to that trust. I will notfail you, I will not disappoint you, and I will not let youdown.

    Schwarzenegger promised to reach out across partylinestoDemocraticleaders, tothosewho opposedhis can-didacy and foughtto save Davis.

    For the people to win, politics as usual must lose, hesaid. Iwant to represent everybody.

    In a concessionspeech at the BiltmoreHotel in LosAn-geles, Daviskepthis chinup ashis wifeandmotherwipedaway tears and supporters booed the prospect of a Gov.-elect Schwarzenegger.

    Fromtheoutset,it wasa toughmathematicalmountainto climb.

    Fewer than a third of California voters approved of the job Gov. GrayD avis was doing in office.

    But he needed the votes of more than 50 percent of those who went to the polls Tuesday to avoid becoming

    the first U.S. governor recalled since North Dakota Gov.LynnFrazier losthis job in 1921.That was a larger percentage than Davis got as he won

    re-election last year, and nothing he did throughout thecourse of a long first year of his second term did much toalter the equation.

    Not the principled loyalty of U.S. Sen. Dianne Fein-stein, who argued strongly againstthe recall despite her differenceswithDavisinthe past.Not hiscon-tention that the recall was a costlydistraction at a time of budgetary crisis. Not the fact thathis chief sin wasnt a criminal act, but overcautious andweakleadership in the face of a host offactors largely be-yondhis control.

    Voters were in no mood to consider the intricacies of hisargumentthat Californiawas caughtin a nationaleco-nomic downturn when their vehicle license fees were tri-pling, their energy bills were rising and Davis lookingoverhisshoulderatthe Latinovotewas givingillegalim-migrants the legal rightto drive.
